A dispatch from Ottawa says Col. Robert
Ingersoll was refused' a public hall in

Proposals to sell bonds to the govern
ment Wednesday aggregated 13,370,500,
at 103.95 to 103.9:1 for sixes of 1880, 103,
43 to 103.70 for sixes of 1881, and 103.50
The executive committee of the National
Association of Wool Manufacturers Wed
nesday sent a dispatch to Washington, pro
testing against the action of the ways and
means committee iu relation to the tariff on
Mr. Reagan, chairman of the commerce
committee, reported to-day the report of
the engineer in charge of the improvements
of the Ohio river. Accompanying tho ro-
port were a number of papers written bv
engineers, on the improvement both of the
Ohio and smaller streams. The chief of
these was a paper by Herman Hauht, in
which he claims to demonstrate that his
plan for the improvement of the Ohio will
secure open navigation, from Pittsburtr to
Louisville, of six leet in depth, without
reservoirs, locks, or any obstruction of such
character as will cause delay, and at a
quarter of the cost of tho present system of
improvement by locks and dams. This
plan was first suggested by him in 1854.
Accompanying these papers is a letter from
the war department. They were ordered
