AN INTERESTING CEREMONY.
Washington, April 22. A very inter
esting ceremony took place both in the
hou3c and senato to-day. Tho occasion was
tho presentation to tho government of tho
desk on which Jefferson wroto the Declara
tion of Independence. Tho desk was pre
sented through Hon. Robert C. Winthrop
of Massachusetts by the heirs of Josialt
Coolidge, who married Miss Randolph,
JetVcrson's grand-daughter, Jefferson hav
ing presented the desk to Mr. Coolidge. It
resembles a small mahogany box when,
closed ami can easily bo carried under the
arm. Under the lid it Is double and inge
niously arranged so that it may bo opened
out in the form of a writing desk. Tho
ceremony to-day was very simple and very
interesting. The speeches were in excel
lent taste especially those of Mr. Tucker
and Mr. Crapo in the house. In tho gal
lery were Mrs. Hayes, Secretary Evarts and
Sir Edward Thornton.

ARMY APPROPRIATION BILL.
Washington, April 22. In the senate
tlie army bill was passed to-day. Couk
ling and Edmunds made a final effort to
bulldoze the president into a veto. In the
hotho Representative Hurd offered an
amendment to the bill providing that noth
ing in it should be construed to prevent the
president answering a proper call of state
authorities to put down invasion. Conk-
ling and Edmunds insisted that this so
plainly revealed the meaning of the bill
that troops could never be used at the polls
except in case of insurrection and invasion
and on call of state authorities, that uo
disguise was left and that the president
ought now to see the measure in all its
enormity as they had always seen it. Conk
ling was especially severe on the prescient.
He alluded to him as the "residue of the
legislative department," and said ho had no
sympathy tor either him or those Republl
cans of the house (meaning especially Gar
field) who had voted for the bill last ses
sion. lie said that they had been fooled
and intimated that they had not been very
sharp in being fooled. Edmunds talked in
the same stalwart way.
During Conkliug's speech an amusing
episode occurred. The New York senator
had alluded to Nero as a '"Roman Demo
crat." Eaton innocently remarked to this,
"Why, I thought he was a Republican
He acted like one." Conkling was going
on to meet this when Eaton settled the
whole matter an l' brought down the house
by saying in an argumentative way, "He
certainly was a third term man; he was an
