THE Missis:m KIVEU. WAm.N(,TOX, May 24. The sub-committee of the Mississippi levee committee have agreed upon a bill un 1 report, which Mr. Gibson introduced to-day, making the report a preamble to the bill. The re port begins with a short sketch of the com mittee's trip down the river, giving the size and tonnage ot the steamer in which they sailed, and an inventory of the cargo, about 2.300 tens. The water was at half stage when the baat left St. Louis, and should have given an average depth of twenty feet in the channel, ample for all demands ot the boat; notwithstanding, however, sound ings had to be constantly made, which in many places showed a depth not exceeding twelve or fourteen feet. It was necessary to tie up at the bank at night, in the upper part of the river, owing to shiftings of the channel. This is characteristic of those parts of the river. which arc of excessive width and which are divided into separate channels oi' chutes by bars'aud islands. The report continues that approach ing Cairo navigation was better, owing to back-water from the Ohio. This condition, the sub-committee think, exhibits most clearly and trom different points of the river the necessity of correcting and deep ening the chaanel aud protecting the baaks and of making new shore lines by conserv ing and strengthening the scouring power uf the current. Tint report recommends the maintenance of the levees and the treat meat ot the Mississippi by the commission as correct, practical and economical. The rest of the report is taken up with statistics of the productions of the Missis sippi valley. It holds that deepening the channel of the river will reduce freights and insurance of cereals at least five cents per bushel, which gives 73,000.000 to the present yield, The bill, which is accompanied by the report, appropriates the following sums to be expended by the secretary of war in ac cordance with the recoiumen lutions and plans, estimates and speciuVations and under the advisory supervision of tiie Mis sissippi river commission: New Madrid Reach Forty miles long; works for extracting the channel and pro tecting the banks, $770,000; for outfits, superintendence, inspection, office expenses and local surveys, $147,000; total for New Madrid reach $02:(,000. None of this money is to bo expended until right of way in ceded by states to the Uuited States. NEW SERIES NO. 287. Wi.stn.soTO.v, May 24. Wm. S. King, of Minnesota, was examined to-day before- the Donuelly-Finley investigating committee. Ha acknowledge! that he was in this city on tiie ' 4th of March (date of the anonymous letter to Representative Springer) aad also on the 1st ot A.nril, (day on which the committee took final action in the Donuclly-Washburae case) but emphatically denied having written the anonymous letter and declared ho knew notlving whatever of its author ship. The committee decided to allow ex pert. to be called by Finley, two by the "other si le," which is suppojed to be in Springer's interest, and three to bs sum moned by the committee. A communica tion from Mrs. Springer was laid before the committee in secret session to-day. ADJOURNMENT. Washington, May 24. Very general opinion in congressional circles to-day is that congress will not adjourn on the 3 1st. Some of the most influential members of the appropriation committee, before which is pending the house adjournment resolu tion, think the session will continue at least two. aud perhaps three weeks longer. Complications are multiplying from day to day. Action of the senate on the joint rule'' for counting the electoral vote, together with the unsettled condition of the mar shals question, will undoubtedly cauao much delay. This will probably afford op pot tunity tor at least advancing important measures of general legislation. REVENUE KEKORlt. WAsursaTON, May 24.
