ing report on ordinance providing for pay
ment of labor etc., referred to them at last
meeting:
Your finance committee reports tuat it
will uot be necessary to pass the within
ordinance, as there will be sufficient bal
ance in the appropriation lor arainage
purposes for the current year to cover tho
expenditures referred to herein, your com
mittee therefore recommends that action
on the ordinance be indefinitely postponed,
ml that tin? fimmditures herein referred
to be paid out the current appropriation
for arainage purposes.

Joint committee submitted the following
report relating to matter contained therein:
To the City Connctl:
Tho joint committee to whom was re
ferred the communication of Mr. C. Hamil
ton, general superintendent St. Louis &
Cairo R. R. company, dated Feb. 22d, 1883,
respectfully report thereon as follows :
Your committee are satisfied that the 1
proposition contained in said communica
tion ntuat have been made without due ex
amination into, and consideration of, the
facts and circumstances connected with the
ownership and copdition of the levees upon
which tracks aru proposed to be laid.
The old levee, between ita intersection
with the New Lsvee and ita intersection
with the Ohio Levee, is owned by Trutees
of Cairo Trust Property and St. Louis &
Cairo R. R. Co., and the city cannot cer
tainly be expected to give consideration for
the work proposed to bo done by said R.
R. Co. on that Levee.
The work proposed to be dono on ISew
Levee by the R. R. Co. as a consideration
for the privileges to lay down and operate
its tracks thereon, would, as nearly as your
committee can estimate, amount to about
one-fortieth as much as the work already
done by the city on said Levee. The city
could hardly be expected to grant such a
valuable privilege for so trifling a return,
and your committee do not tninK mat the
City's New Levee ought to be given over
to any railroad company, without strong
pledges and guarantees for ita maintenance
and protection which are not offerred in
the communication above referred to.
The committee thereforo recommends
that said proposition be not accepted. Your
committee also recommends that the city
clerk be instructed to notify Mr. Hamilton,
supt. St. Louis & Cairo R. R. Co., that this
committee awaits a reply to its proposition
made a year ago, and that the committee is
ready and willing to runner oonier upon
the subject matter at any time.

tion bo refeired to tho committee on police,
jail and fire department with instructions
to report a suitable location at next meet
ing. Motion lost by the following vote:
Ayes -Halliday and Wood 2.
Nays Blake, Hughes, McIIale and
Patier 4.
Alderuiau Putier moved that the petition
be ruferred to a social committee of throe
with instructions to report a suitable loca
tion. Motion carried.

and also to raise the top of said levee to
the grade of 55 feet above the zero of the
U. S. government water gauge at the foot
of Fourth street in this city.

Alderman Ilalliday presented the follow
ing resolution :
Resolved, That the city clerk be and
he hereby is directed to give proper
notice of tho city election to be held on
Tuesday, the 17th day of April nex, for
the election of Mayor, City Clerk, City
Treasurer, City Attorney and one alderman
from each of the five wards of the city, tho
election to be held at the following places :
First Ward at the engine-house of the
Arab fire company.
Second Ward at the engine-house of the
Rough and Ready fire company.
Third Ward at the engine-bouse of the
Hibernian fre company.
Fourth Ward at the court-house.
Fifth ward at tho enuiiie-house of the
Anchor fire company.
