INCORPORATION
(llobo has again been incorporated,
this time in a manner which complies
with every necessary legal form, and
the progress of the city will rcsumo its
.upward advance, bettor prepared than
heforo'tho slight interruption caused by
a number of disgruntled citizens, who
j.aid out the sum of $1,000 for a two
months' respite from being govorned by
a municipal organization.
Tho board of supervisors granted the
petition of incorporation yesterday nf
ter tho disincorporation of tho old vil
h-igo of Globe, tho incoptioij of which
dates back to 1SS0, when Olobo was a
part of Pinal county. Today thoy will
"eject seven citizens to comprise the
council and it is safe to predict that,
whatever nre tho selections, tho city
cannot but have good government, for
jiames only of good and responsible citi
stens have beon considered by tho mem
ber.s of the board.
With the selection of tho board, thoir
duties in, this respect aro ended and it
will bo up to tho council to mlike good
Of course, they cannot hope to plcaso
all the people, but as long as thoy do
their duty by the public at large, they
will bo doing, woll. Globo must take
it placo in tho ranks of other prosper
ous and well governed cities of the
southwest and its advancement cannot
be retarded by those who selfishly
placed their own interests boforo those
of the community at large.
APPOINTING THE COUNCIL
"Rabbits' feet," when worked on
Republican county primaries or con
ventions, aro sometimes successful, but
one success is no gunranteo of further
repetitions, especially when tried on a
board of supervisors. The prcsont board
of supervisors U of Republican com
plexion, as a result of tho recent county
ejection and from a partisan stand
K)int thore would be no criticism of
them if they appointed a Republican
.council for Globe.
Following along these lines, tho small
coterie which had 3uch signal success
with the "rabbit foot" on the recent
. 'Republican primaries, at tho last jkisii-
bl moment before the petition for in-
corporation was to go to the board 'of
supervisors, prepared and circulated a
-jetition regarding appointments of the
councilmen.
This was after tho incorporation com-
luittee containing most of those who
. had been members of the council np--pointed
last October, had raised "the
money and secured enough names for
' Jthe incorporation petition nnd were nil
' ready to present it to tho board of su
t pervisors. Tho ' ' rabbits foot ' opera
tors, who had done nothing to assist in
Securing incorporation, visited a number
iof leading citizens nnd nsked them if
ithey would accept a position on tho
' council if appointed.
Not knowing tho littlo dotails of the
gaino, seven of these citizens consented
,to accept if appointed and their names
were immediately placed on a petition,
vhieh was well circulated and generally
vsigned. Rut when it was presented to
the board of supervisors yesterday and
the board learned the real reason for its
existence, the coup collapsed like a toy
circus balloon.
Most of the people in Globo boliovo
that tho former council, irrcspectivo of
politics should bo allowed to take up
and complete the work which thoy have
begun. They believe, with others else
where, that there is no room for party
politics in a municipal organization and
the beliof is well grounded, as anyone
will concedo who has ever lived in a
city; and most Globo people have.
Politics should bo eschewed by the
board in making its selection nnd what
ever their personal or political likes or
dislikes, there is only ono courso open
to them: to appoint tho council which
was selected by tho last board. It Is tho
duty of the board of superyisors to tho
people and there is no way for thorn to
go wrong if they do so.
AN INTERESTING CASE
That is a wicrd and pathotically trag
ic story that comes from tho beautiful
littlo Georgia town of La Grange. With
in.,the sound of tho lnughter and song
inqldent to the wodding of a sister, a
bright and promising young Georgian,
scion of ono of the oldest, proudest "and
most aristocratic families in tho south,
is shot down for an ofTonso personal in
its nature, but seeminglyinadequato for
a just dofonso, by a grandson of tho
greatest Georgian who ever sat in the
senate of the United Stntes.
Briefly, tho story is this: Young Har-
-if.
voy J till (if Atlanta, grnjulson pf the
famous Sonntor flonjnmiu Tlill, had been
very attentive to tho younger sister of
Dr. Frank Ridley of La Grange. For
some reason the ongagomont of tho
young people was opposed by tho Rid
leys, young Hill being denied tho house.
At the wedding of nnothor of Dr. "Rid
ley's sisters, both Miss.Ridloy and Mr.
Hill were present. Prouo ever to laugh
at locksmiths, Love laughed us usual in
this case, and young Miss Ridley and
Mr. Hill engaged in conversation. Af
ter tho ceromony uniting tho hearts and
hands of tho bride and groom, Ridloy
and Hill had some words on he veranda
of tho Ridley home. Dining tho pro
gress of tho quarrol Ridley knocked
Hill down. Hill arose, pulled his pistol
and shot tho doctor.
It will bo interesting to follow tho
defense in this case. It is probable thnt
self defenso will bo set up, in which
event it will bo incumbent upon the
state to attack it in every possible way.
Strangely enough, in this particular case
the defendant is the mhi of Solicitor
General Charles D. Hill of the Atlautn
circuit, suporior courts, of Georgia, who
is conceded to be ono of the greatest
if not the vory greatest, prosecuting at
torney in tho south. If tho state at
tempts to break down tho probable plea
of self defense by contending that
young Ridloy had the right to kuoek
Hill down in the first placo for offensive
attention to his sister, and that, thero
fore, no plea of self dofonso can stand,
will tho stato not have to Invoke the
so-called "nnwritton law" in order to
make its contention stand t In that
event, wo should behold tho romnrkable
speotaclo of tho stato relying upon the
vory line of argumontthat it has had
to condemn so persistently. And what
will the jury say about itf How will
tho jury view tho "unwritten law"
from tho other joint?
Tf Hill had tho right to kill Ridloy
in solf dofonse, after ho had been
knocked down, and to provon further
violence, all woll and good. But if Rid
loy had tho right, undor tho "unwritten
lnw," not only to knock Hill down, but
to have killed him, for oflensivo atten
tion to Miss Ridley, what becomes of
.Hill's plea All in all, it seems that
tho courts and juries of Georgia aro go
ing to have an excellent opportunity to
give expression to somo interesting de
cisions in this case. Washington Her

We have from Mr. Hughes, tho suc

sage which, as cvoryone must admit, is
substantially a rewriting of the Inde

The charges which Mr. Hughes formu

when these same eharges were mado In

It will interest many, wo dare say,
to reason out in their own minds how
it happens that the truth when first
told, nnd told energetically, is anarchy,
a menace to humanity, whereas, when
the same truth is repeated a littlo less

When ho reached tho Ellis homestead

marriage amid affectionate demonstra

Miss Ellis finally suggested that thoy

Dominyi belioved that Miss Ellis was
