The gamblers of Arizona will only
lose money by maintaining an expensive

cil is understood to bo solidly for the
proposed bill and only a few members
of the lower house will have tho nerve
to go contrary to the will of the major
ity of their constituents.
The territorial legislature now in ses
sion will do well to follow Govornor
Kibboy 's recpinmondation as to the
abolition of gambling in tho territory.
There is not a business in Globe or any
community in Arizona which would not
profit if gambling wero abolished, ex
cept possibly 8omo of tho saloons. The
plea of tho gambler that tho wiping
out of tho evil would "kill the town"
is moro rubbish. For example, take
El Pasd'nnd Tucson.

While the attomoys for the cities of
.Douglas, Eisbee. Phoonix and Globe are
working on a proposed legislative enact
ment for a new city charter for Arizona
citios, they should consider tho plan

to try this way of governing that pro
gressive oity and in a lengthy editorial
on the innovation tho Herald of that

No franchise can run more than thirty
yenrs. Every franchiso ordinanco must
be read in full at not less than two
regular meetings of the council prior to
its consideration. No franchise can bo
granted without compensation nnd fixed

An Ordinnnce Establishing Certain Of
fices and Regulating tho Duties
Be it ordained by the Mayor and
Common Council of tho City of Globe:
Tho officers of the City of Globo shall
bo a Mayor, City Clerk, City Marshal.
Supervisor of Streets, City Attorney
and such other officers as the Common
Council mny from timo to time appoint.
All officers except tho Mayor, City
Clerk, City Marshal and Supervisor of
Streets shall hold office during tho
pleasure of tho Common Council.
In jnse any offico shnll bpcomo va
cant through death, resignation, re
moval from the town or nny other rea
son, tho Common Council may, by ap
pointmont, fill such vncancy.
All city officers, whether elected by
tho people or appointed by tho Mayor
or Common Council, shall, beforo enter
ing upon the duties of their office, tako
and subscribe tho oath of offioo pre
scribed by law; each of such officers,
othor than the Mayor and. members of
tho Common Council, shall, boforo en
tering upon tho duties of his office,
give a bond with somo surety comp.-vny
authorized to do business in tho Terri
tory of Arizona as such, for surety on
such bond, paynblo to tho said City of
Globo in such sum as is hereinafter pro
vided and conditioned for tho faithful
performance of tho duties of his offico
as rcquireu oy jaw ana tho ordinances
and regulations passed and approved by
tho "Mayor and Common Council of tho
City of Globe. Should tho bond of any
officer become insufficient, ho shall givo
such additional security as tho Mayor

Mayor and Common Council nnd signed

writing all jiersons who may be, by tho

ately in largo, well bound, uniform nnd
suitablo books, an Ordinance Record,
in which shall be entered all Ordinances
passed by tho Mayor and Common Conn
cil of the Cit) of Globe, and said rec
ord shall be signed by tho Mayor and
countersigned by tho Clark of said City;
aud such other book or books as ho
mny doom necessary for the fulfillment
of his dutios; ho shall report to the
Mayor and Common Council monthly
and file a detailed statement of 4Mio re
ceipts and disbursements of tho City
Government and the statu of each par
ticular fund; such monthly report, veri

offico. At the end of tho fiscal year, ho
shall make a full and detailed state

of the city during said year, specifying

appropriations made by the Mayor and

portion remains thereof outstanding,
with tho rate and amount of intcrost

Common Council, remove obstructions
from tho streets nnd nlloys within the
City of Globe, repair bridges and cul
verts, and make such other needful re
pairs as such streets may from timo to
time require; he shall supervise and in
spcet all work that may be directed by
tho Common Council in opening, grad
ing aud improving tho public streets
within said city; gie or cause to be
gneit all necessary notices to property
owners or others ns to any contemplated
opening or improvement of the strqota;
ho shnll see that all dead animals and
offensive substances of all clnsos are
promptly removed from the oity; he

tho way in which said excavations shall

It shall bo tho duty of the Mayor to
