An Ordinance Providing for Licensos.
"Bo it ordained by tho Mayor and
Common Council of tho City of Qlobo:
SECTION I.
It shnll be unlawful for any person
or persons or body corporate to ongago
iu or carry on within tho corporato lim
its of the City of Qlobo, any business,
profession or occupation for tho tran
saction or currying on of which a Ji
censo is required, without first taking
out or procuring tho license required
for such business, profession or occupa
tion. , SECTION II.
No license granted or issued under
any of tho provisions of this Ordinauco
shall be in any inunucr assignable or
transferable, or authorize any person
other than is therein mentioned or
named to do business, or authorize any
other business than is therein mentioned
or iuiiikmI t) he done or transacted, at
liny place other than is therein men
tioned or named, without permission
from the Common Council endorsed
thereon.
Whenever tho Common Council shall
grant such privilege, it shall immedi
ately report the same to tho City Mar
shal.
Every such license shall specify by
name the person, firm or corporation to
pwhuin or which it shall bo issued, and
shnll designate tho particular place at
which the business shall bo carried on.
SECTION III.
Any person who shall violato any of
tho previsions of this Ordinance shall
be deemed guilty of a misdomeanor, and
upon conviction thereof shall be pun
ished by a fine of not more thnn three
hundred dollars, or by imprisonment in

ing out of any provision of tins Ordin
ance, the fact that tlio party thereto
represented himself or herself as en
gaged in any business or calling for the
transaction of which a licenso is by this
Ordinance required, or that such party
exhibited a sign indicating such busi
ness or calling, shall bo prima facie
evidence of the liability of such party
to pay for a license.
SECTION VI.
If any pcrton shall furnish such evi
dence as shall satisfy tho Common
Council that he or she, by reason of
misfortune or physical infirmity, merits
oxemption from the provision of any
section or clause of this Ordinance, a
free gratuitous license may bo issued
to such party ujton tho recommendation
of said Common Council, baid licenses
to bo countersigned by a majority of
said Common Council.
SECTION VII.
All licenses for owners, keepers or
drivers of vehicles, hackney carriages
or herdic coaches shall date from the
first day of January or July of each
year and shall bo issued for six months
from cither of tho aforesaid dates.
Licenses on dogs shall expire on the
31st dny of December iu each year, and
shall ho issued for ono year from Janu
ary 1st of each year.
All licenses of street railroad passon
ger cars, insurance companies or insur
J anco agents, runners and solicitors, ped
dlers of produce, fish, fruit, game, veg
etables and merchandise from baskets
or wagons, shall date from the first day
of January, April, July or October of
each year, nnd shall ho issued for the
term of three months, provided on an
application being mado for tho first
time during tho quarter, tho licenso
shall bo pro rated and issued to the
end of tho quarter.
All licenses for theaters, concert halls,
places of amusement, entertainments or
exhibitions, and all other licenses not
enumerated above may bo issued for
tho period of one year, for three months,
for ono month, or for ono day.
SECTION VIII.
All licenses shall bo paid for in nd
vaneo in lawful money of tho United
States.
No receipts for licenses shall be is
sued by the City Marshal on anylother
blanks than those received from the City
Clerk.
No grcator or less amount of monoy
shall bo charged or received for li
censes bo issued than is charged to
said City Marshal by tho City Clerk
and printed on said licouso recoipts.
No license recoipt shall bo sold or
issued by tho City Marshal for any
period of time exceeding tho time print
ed on tho license receipt, and for which
timo tho same was issued and charged
to tho City Marshal by tho City Clerk.
No person required to be licensed
shall receive from tho City Marshal or
his deputies any licenso recoipts for a
longer period than tho timo printed on
tho said licenso blank, or pay ior any
licenso receipt any greater or loss
amount of monoy than the amount
printed on said license receipt.
No person roquired to be licensed
shall pay any sum of money to tho
City Marshal or his deputies for a li
cense, without demanding nnd receiving
therefor a licenso receipt on which is
printed tho timo for which said licenso
is issued, and tho nnwunt paid there
for. SECTION IX.
Every person having a license undor
the provisions of this" Ordinance shall
exhibit tho samo at all times while iu
force in some conspicuous part of his or
her place of business, and shall produco
same when applying for a renewal, or
when requested to do so by any officer
of tho license or polico department.
Every pcddlor, while engagod in ped
dling, shall carry his or her license and
exhibit the samo if roquired by any
municipal officer.
SECTION X.
All persons who shall sell, dispose
of or deal in wines, distilled or malt
liquors in quantities of two gallons and
unward shall be doomed to bo wholesalo
liquor dealers and shall pay a quartorly
license of $90.00., All persons who sell,
dispose of, ore deal in wines, distilled
or malt liquors in quantities loss than
two gallons nnd not loss than two pints
which shall not bo -consumed on tho
promises, shall pay a quarterly license
of $45.00. All persons who "Shall soil,
dispose of or deal in wines, distilled or
malt liquors in quantities of less than
ono callon for consumption upon tho
premises shall be deemed to bo retail
liquor dealers and shall pay a quartorly
license of $90.00, provided that any
person who shall pay a quartorly liconso
of $90.00 as a retail liquor dealor may
soli, disposo of or deal in wines, dis
tilled or malt liquors' in quantities of
not less than ono pint nor more than
two gallons, which shall not bo con
sumed upon the premises, without the
payment of tho quarterly licenso of
$45.00 as liercin provided.
SECTION XI.
Every grocer, druggist, jowelor,
butcher, dry goods merchant, shoe nor-
reliant, milliner, hardware merchant,
dealer in curios, lumber merchant, doal
er in coal and wood, dealer in second
hand goods, fruit, lints and confection
cry, baker and dealer iu Boda water or
soft drinks, shall pay a quarterly li
cense tax to be computed as follows:
Every proprietor, owner Or ma,uagerl
of any of -the aforesaid businesses or
occupations, shall make a writton state
ment under oath to tho marshal at the
beginning of each quarter, certifying
to the amount of business transacted
by him, averaged for tho preceding
quarter, and upon such statement shall
pay a quartorly licenso upon the fol
lowing basis:
Those whose aggregate quartorly
sales amount to less than $5,000 shall
paj' a quarterly liconso of $10,
Thoso whoso aggregate quartorly
sales amount to more than $5,000 and
less than $10,000, shall pay a quartorly
licenso of $15.00.
Those whose aggregato quarterly
sales amount to more than $10,000 and
less than $15,000, shall pay a quartorly
licenso of $20.
Those whoso aggregate quartorly
sales amount to more than $15,000 nnd
less than $23,000 shall pay a quarterly
license of $30.
Thoso whoso aggregate quarterly
sales amount to more than $25,000 and!
less than $30,000 shall pay a quarterly
license of $40.
Those whoso aggregate quarterly
sales amount to more than $30,000 and
less than $50,000, shall pay a quarterly
licenso of 45
Those whoso aggregate quartorly
sales amount to more than $50,000 and
less than $75,000, shall pay a quarterly
license of $50.
Thoso whoso aggregate quarterly
sales amount to moro than $75,000 and
less than $100,000, shall pay a quarterly
licenso of $55.
Thoso whose aggregato quarterly
sales amount to more than $100,000
shall pav a quarterly licenso of $75.
SECTION XII.
Tho rates of license not heretofore
specified shall bo according to the fol
lowing schedulo:
1. For each place where bowling or
ten pin alleys are maintained, thirty
($30.00) dollars per quarter.
2, For each gambling table or appa
ratus of any kind, such as inonte, faro,
pass faro, rondeau, roulette, twenty
two, keno, dico, red and black, lanquin
ctte, tan, studhorse poker, craps, policy,
lottery, or nny othor banking or per
centage gamo, or any game played for
money, check or credit or any other
representative of valuo of whatever
nnmo, forty-fivo ($15.00) dollars per
qunrtor, provided that no liconso shall
bo issued for any gamo whatever in any
place frequented by minors.
3. For each street show and carnival,
twenty-fivo ($25.00) dollars per day.
For each circus, ono hundred ($100.00)
per day. For each merry-go-round,
twenty-fivo ($25.00) dollars per day,
For each theater, two dollars and fifty
conls ($2.50) per day or fifteen ($15.00)
dollars per qunrtor.
4. For commission merchants ten
($10.00) dollars per quarter.
5. For each hotel or inn thirty
($30.00) dollars per quarter.
0. For each lodging houso for tran
sient guests, fifteen ($15.00) dollars per
quarter.
7. For each Stock Broker, forty-five
($15.00) dollars per quarter. For each
Money Broker, fifteen ($15.00) dollars
per quarter; for each Pawn Brokor,
forty-five- ($15.00) dollars per quarter.
8. For each insurance agent, forty
fivo ($15,00) dollars per quarter.
9. For'each auctioneer, ten ($10.00),
dollars per quarter.
10. For each restaurant, fifteen
($15.00) dollars por quarter; provided
that this shall not apply to privato
boarding houses.
11. For each hackmap, ten ($10.00)
dollars per quarter. For each drayman,
oxprcssmnn or person hauling goods for
hiro, fifteen ($15.00) dollars per quar
ter. 12. For each steam laundry twenty
($20.00) dollars por quarter. Por each
Chinese laundry, ten ($10.00) dollars
nor aunrtor.
13. For each fortunto toller, medium,!
palmist, street faker or person ongaged
in a similar business or occupation,
twenty-fivo ($25.00) dollars por qunrtor.
14. For each undertaking estaousu
mont, thirty ($30.00) dollars per quar
tor. 15. For each photographer engaged
in a photograph business, five ($5.00)
dollars por quarter.
, 10. For each shooting gallery, fifteen
($15.00) dollars per quarter.

thirty ($30.00) dollars per quarter.

20. For each livery stable, dealing

SECTION XIV.
This Ordinance shall go into effect
upon tho first day o February, 190
and until April 1st, 1907, tko person 01
persons or firms dr proprietors of the
businesses or occupations for which a
liconso is required by the foregoing pro
visions, shall socure a licenso from tho
said dato to April 1st, 1907, and pay
the City Marshal therefor, for such
period, such proportional sum as tho
length of such period is to tho regular
period for which each respective liconso
shall be issued, and thereafter such li
censes shall bo issued as hereiubeforo
provided.
