Those who hold this belief bnso their opinion upon tho dec laration that Jeff Davis is one of tho shrowdest men who ever figured in poli tics in Arkansas, Whilo no man in tho stnte has over been assailed so bitterly, on his ofllciul and porsonnl rocord, no ono can ho found who will not admit that as a politician he stunds hond and shortldors abovo every othor man who 'has been plnyiug the game in Arkansas. It is declared that ho has boon playing a part, to a large extent, and that ho is fully able to play n now and entirely diflcreut uile, whon ho finds himsolf in different surroundings, at n safe dis tance from tho "common poopul" to whom ho owes his political success. Davis is a man of remarkable per sonality, Whilo ho has novor boon re garded as a brilliant man und lays no claim to intellectual attainments, his enemies coneoed that ho is naturally "smart." Ho received a fairly good education, taking n pnrtial course in tho University of Arkansas. This is not ap parent in his speeches boforo his rural friends. His campaign tnlks are filled with ungrnmmntical find uncouth state ments. This is declared also to bo an "attitude," and uot duo to ignorance. It would uot be surprising to see tho nttitudo disappenr when Davis reaches tho United Stntos senate. Davis has always placed his trust in the "common poopul. " Whilo ho has built up a ninchiuo that in itself is al most invincible, tho strongth of that machine rests upon tho blind fnith that is placed in him by tho great body of farmers and mountaineers, which con trols tho state, so far as tho ballot box is concerned. In tho fnco of all the attacks that have been mudo upon him since ho began to hold office, Davis has never allowed his faith in tho common peoplo to bo wrested from him. For ton years ho has gone, up und down tho stnte, preaching tho doctrine of Dem ocracy and .left" Davisism, until the two have become so elosoly allied in the minds of tho masses that the ono Is in separable from tho othor. "Thoro are three qualifications that a man mHst have to get an office from me," Davis has repeatedly declared. "First, ho must be a white man; sec ond, he must bo a Democrat, and, third, he must bo a JetT Davis man." It is sort of permanent politics that has made him the political dictator that he is today. Ho has demanded un sworving porsonnl allegiance. Ho has nover appointed a Republican to office, and neither lias ho over appointed an anti Davis man. A man of less domin ating personality could never havo held such a doctrine safo against the as saults of his opponents. Ho has separ ated himself from tho offices which ho held, and every act has been a personal, rather than an official, one. Tho least least sign of defection on tho part of one of his lieutenants has boon tho sig nal for tho signing of his political death warrant.
