WISCONSIN'S REGULATION LAW
Public Utilities Commission Given Most.

Tn tho regulation of rates, fares ami
charges tho Wisconsin legislature marks
an important advance on that of New
York anil other states ii( the fact that
tho commission fixes tho rates absolute
ly and not merely tho maximum rates.
It is as much an offenso for a corpora
tion to charge less as it is to charge
more than tho rate set by the commis
sion. This is designed to prevent dis
crimination, but tho commission is re
quired to make a comprehensive classi
fication of services for each utility, in
which it may take account of tho quan
tity purchased, tho timo when used, and
an- other condition that reasonably jus
tifies a difference in tho rato per unit
of service. Thus, discriminations aro
authorized, but they must bo open and
reasonable and must bo established only
after public investigation.
By tho enactment of this law the
railroad commission becomes to tho full
est extent a public service commission.
Every public utility in tho state, except
streets, highways and bridges, is thus
brought within its jurisdiction. It bo
comes also a local government board,
for it regulates towns, villages and
cities in their management of these un
dertakings. Its authority is great and
far reaching. It employs experts and
agents and fixes their compensation, and
can draw on all of tho appropriated
money in tho stato treasury. It enters
into tho daily life of the people moro
than all other agencies of government
combined.
This will become more evident as
timo goes on, for under its control is
placed tho development of the enormous
water power of Wisconsin, which even
tually, through electricity, will light the
streets and houses and furnish motive
power to operate railways, factorios and

rope Make Big Touches
on Bogus Checks

Tho collego faculties, especially tho
teaching staff of tho University of
Michigan, constitute thq now field re
cently invaded by confidence men nnd
found extremely productive of gain.
Two suavo, educated nnd well groom
od mon hnve toured tho oast and middle
west and aro said to have duped several
professors by securing loans and getting
checks cashed. They have posed as
"eminent scholnrs" from Europe.
Ono of tho "scholnrs," who is de
scribed as possessing a German mus
tache, a small goatee, u strong German
accent, calls himself August Man. He
assorts he is tho author of a famous
work on Pompoii, a familiar volume
among professors. Sovoral Latin in
structors have accepted him as such.
Colgate B. Anderson is tho namo of
tho othor savant. Ho has not put him
solf forward so much an n great author
ity, but rather has relied on his "pleas
ant laugh and pleasant manner of
speech" to have his checks cashed and
loans mndo to him. Anderson seems to
have mndo inroads on tho eastern in
stitutions of learning nnd his coming
is expected at tho University of Chi
cago nnd othor middle- west colleges.
Details of tho operations of the two
men, who seem to bo working separ
ately, havo been kept secrot by the
duped professors and little is known
of thorn other than the descriptions they
have furnished their colleagues that
they may bo on their guard. It is
known, however, that ono of tho most
prominent Latin authorities in tho
country, a member of tho faculty of the
University of Michigan, has boon
"touched" heavily.
Tho Michigan professor is said to
havo received Mau into his home, to
havo cashed a check for him and writ
ten him lottcrs of introduction to othor
professors.
Anderson generally scorns to have
been accompanied by a "sister" who
is "waiting at tho depot." He has
"borrowed" most of tho money ho has
received. His familiarity with life and
personalities at Harvard and Yalo is
said to havo aided him materially in
his plundering!.
