It shnll bo unlawful for nny person or persons to post or affix any circular, advertisement or publication upon nny telegraph, telophono or tiny othor post or polo, or upon nny building, improvo niont or structuro within tho limits of the City of Globo, without first having obtained from tho Supervisor of Streets u wrltton permission to nlllx or post such publication in tho manner above designated, or without first having ob tained permission from the owner, or ownors, of such building, structure or improvement. SECTION II.
