turn to Tucson, expressed himself as
follows to a roporter of the Tucson
Citizen:

wisdom in defeating tho misdrnble, un

fathered during the last congress. It
further shows that eternal vigilanco on
tho part of tho peoplo is the price which'
they must pay for liborty. Arizona Is
to be congratulated. But representing
hor people, republicans and democrats
alike, I do not feol disposed to sit idly
by and sco a less worthy state admit
ted to tho union, and innko no effort to
secure Arizona hor just dues. I shall,
however, do nothing to endangor hor
future. I shall earotully feel tho tem
per of tho noxt house and if I And
nmong tho republicans enough oppon
ents of Now Moxieo statohood, which,
added to tho full democratic vote, will
kill her bill, I will, if I do not change
my presont stato of mind, do my best
to orgauizo tho full democratic strougth
against Now Mexico's admittance unless
Arizona is likowiso admitted. This is
no dog in tho mnngor spirit, either. I
am and have always been in favor of
tho admission of both territories. I
have earnestly worked for both. I' will
continue to do tho samo on all fair
grounds. You may not know, but it is
tho fact that in tho houso that finally
passed tho bill admitting Arizona, Okla
homa and Now Mexico, known as the
oinnibus bill, Arizona was to bo left
out altogether. I organized a solid dem
ocratic opposition of ono hundred and
fifty-soven vntes against the bill, unless
Arizona should bo included. This was
a republican house, just as mo next,
houso will be. That 1-17 votes added to
tho republican opopsltion, would have
defeated tho Oklahoma and New Mexico
bill. Thoy had to tako in Arizona or
lose. They added Arizona and won.
A like condition may again confront
us, in which event I am apt to act as
I did before. I have no patience with
thoso erstwhile advocates of statehood
who aro now advising ns to wait until
after tho next census. I imagino their
purpose, which seems plain enough, and
may hereafter fully state tho fnct3 as
they appear to me.
"If tho federal republican officials in
Arizona will mnkc the necessary fight
Arizona republicans aro for Arizona
against any ono man for president, they
can got just as much out of it ns Now
Mexico can got. I hopo to see them
stand as they have heretofore stood, for
tho immediato singlo statehood of Ari
zona. "It seems to mo tho plainest duty of
patriotism, and real patriotism in Ari
zona is never appealed to in vain. Be
it understood that I am not fighting
against New Mexico and will not fight
against her admission. I am fighting,
however, for Arizona, and will fight
for her best interest at all times and
in every way, and against everything
that presents itself in opposition to her
advancement and prosperity. If I can
win for Arizona I shall not hesitato at
the uro of any fair means to accom
plish that end."

OF AN ELUSIVE METAL
J. A. Portorio was yesterday speak
ing of tho nomenclature of things in
general and tho said that tho best
names wero thoso given on tho spur of
tho moment, boing much more signi
ficant and informative than thoso ap
plied by scientists. For instanco, he
said that tho best name ho had over
heard for quicksilver was conferred
upon it by a Wallapai Indian who at
tho timo wns laboring under excitement
and confusion, says the Arizona Ropub
lican. This christening of mercury took
place at a mill at Signal in Molmvo
county sovoral years ago. An Indian
had been hanging about tho mill for
sovoral days watching tho process of
taking out silver. Ho'nskcd more ques
tions about it than tho Indian usually
asks. His attention seemed to bo fixed
on a flask of quicksilver which ho sup
posed wns a product of tho ore.
Ono day when ho thought nobody saw
him ho reached into tho flask, grabbed
a handful of tho fluid and thrust it
into tho pocket of his trousers. Ho put
the second handful in when tho fireman
who had slipped up behind him gave
him a violent kick, Whon tho Indian
recovered from his astonishmont ho put
his hand into his pocket to restore tho
stolen goods, but ho was surprised to
find nothing thoro, but his baro feet
wero splattered with tho metal. Tho
firoman, laughing at tho ombarrassmont
of tho Indian, said: "Jim, what you
call urn in Wallapai!" Jim roplied:
"Wo call urn, no ketch urn."

An Ordinance Relating to Bill Posting.
Bo it ordained by tho Mayor and
Common Council of tho City of Globe:
SECTION I.
It shall bo unlnwful for any porson
or persons to post or affix any circular,
advertisement or publication upon nny
telegraph, telephone or nny other post
or pole, or upon nny building, improve
ment or structure within tho limits of
tho City of Globe, without first having
obtained from tho Supervisor of Streets
a written permission to affix or post
such publication in tho manner above
designated, or without first having ob
tained permission from tho owner, or
owners, or such building, structure or
improvement.
SECTION II.
Any person violating any of the pro
visions of this ordinnnco shall bo
deemed guilty of a misdomeanor and
upon conviction thereof shall be fined
not less than five dollars nor more than
fifty dollars, and stand committed to tho
calaboose of tho city until tho payment
of such a fine, not exceeding thirty
days, or shall bo confined at hard labor
upon tho streets or public works of tho
city for a period of not less than five
days nor more than thirty days.
SECTION in.
This Ordinance shall tako effect and
bo in force from and after the dato of
its passage.

Bo it ordained by the Mayor and
Common Council of tho City of Globe:
SECTION I.
It shall bo unlawful for any woman
to engage in prostitution in the City of
Globe, unless she shall have a valid
unexpired certificate of health issued
to her by the City Health Officer. Such
certificate shall bo issued only to appli
cants free from all venereal diseases,
and upon payment of a fee not to ex
ceed $2.50 for each certificate to tho
City Health Officer, and shall bear date
of issuance, be conspicuously posted in
tho owner's room and shall expire fif
teen (15) days after tho dato of issu
ance. SECTION II.
Any persons violating tho provisions
of this Ordinnnco shall bo deemed guilty
of a misdecmanor and upon conviction
thereof shall be fined not less than five
nor more than ono hundred dollars, or
bo confined in tho city jail not to ex
ceed thirty (30) days.

That tho undersigned have associated
themselves together for tho purpose of
forming a Social and Business Corpor
ation, not for profit, under tho provis
ions of Chapter VIII, Title 13, of tho
Revised Statutes of tho Territory of

business of said corporation shall bo at
tho City of Globe, Gila County, Arizona.
ARTICLE II.
The purposo of tho organization of
said corporation, and tho general na
ture of tho business to bo transactedby
it, shall bo tho doing of any and all
lawful acts and things for tho advance
ment of tho general welfare of tho City
of Globe and vicinity, and tho advance
ment and, promotion of tho business in
terests thereof, and tho interests of
the inhabitants, residents, owners of
property interests, enterprises and in
dustries therein, and in tho territory
tributary thereto known as tho Globo
District; tho collection and disscsm
inntion of information, data and sta
tistics concerning the said city and dis
trict concerning its business enterprises,
natural resources, possibilities and de
velopment, and tho doing of any and
all lawful acts and things which, in
tho opinion of tho governing body of
tho corporation shall tend to promoto,
improvo and better commercial and
business conditions within said city and
district and improvo and facilitato the
means qf conducting and carrying on
business and business enterprises there
in. ARTICLE III.
The membership of this corporation
shall bo open to nil reputable persons
resident in tho City of Globo or tho
Globo District or hnving any interest,
industry or business therein, or who
may bo interested in said interests, in
dustry or business, and any business
firm or corporation to bo represented
by somo accredited member of said
firm or corporation, willing to co-opor-ato
with tho members hereof in tho
promotion of tho objects sot forth in
Article II above, and who shall bo
chosen nnd elected in accordanco with
tho By-Laws, and tho membership shall
not bo limited as to number.
ARTICLE IV.
Tho timo of tho commencement of
tho corporato existence of this corpor
ation shall be the day on which a cer
tified copy of these Articles shall bo
filed for record in tho office of tho Ter
ritorial Auditor, and it shall continue
for twenty-five years thereafter, and
may bo oxtended nnd renewed as pro
vided by law, and during said time
this corporation shall havo the powers
of perpetual succession, tho right to sue
and be sued in its corporate name, to
havo a common seal and to alter samo
at pleasure, to make contracts, acquire
and transfer property and interests and
rights therein to tho extent, and in ac
cordanco with the law of its creation;
to establish by-laws and make all rules
and regulations deemed expedient for
tho management of its affairs, and not
inconsistent with law, and to do any
and all acts and things which a private
individual might do, and which are ger
mane to tho purposes of its organi
zation. ARTICLE V.
Tho annual mooting of the members
of this corporation shall bo held at the
office of tho corporation in the City of
Globo on tho second Tnesday in October
of each year; special meetings may be
called in such manner as may bo pro
vided for in tho by-laws. At all meet
ings of this corporation tho members
voting thereat shall voto in person and
proxies shall pot bo recognized.
ARTICLE VI.
Tho affairs of this corporation shall
bo conducted by a Board of Governors
consisting of twenty-five persons, who
shall bo members of tho corporation.
nnd who shall bo elected or chosen by tho
members thereof at their annual meet
ing, and they shall hold offlco for one
year, or until their successors aro duly
elected and qualified.
The first Board of Governors shall be,

general supervision and. charge of its
property and business, and to exercise
any and all corporate powers and func

Said Board shall elect from its own
members an Executive Committee con
sisting of five Governors, one of whom
shall be the President of the corpora
tion, which Executive Committee shall,
when tho Board is not in session, have

The officers of said corporation shall
bo a president, as many vice-presidents

Board may designate, who, together

curring, may be filled by the Board of
Governors by tho election of qualified
persons.
Tho president and tho first vice-president
shall be members of tho Board of
Governors, but all other officers may
bo chosen by tho Board without refer
ence to such membership, but they shall
bo members of tho corporation.
Tho Board shall also, from time to
time, designato and appoint from the
members of tho corporation such com
mittees and sub-committees as may bo
provided for in tho by-laws of the cor
poration or ns to said Board may seem
necessary or desirable for tho proper
conduct and oversight of any particular
matter of business of the corporation,
and said committees, when so desig
nated and appointed, shall havo juris
diction nnd oversight, direction and
management of such matters of busi
ness, nnd shall exercise such powers on
behalf of tho corporation in relation
thereto, as may bo granted or fixed
by the by-laws or fixed by resolution of
.the Board providing for tho appoint
ment or designation of such committees;
but all such committees shall act for
tho corporation subject to tho oversight
of tho Board, and shall bo agents to
bind tho corporation only to tho extent
fixed by such by-laws or such resolu
tion and only as to matters within the
scope of their authority and contem
plated by such by-laws or resolution.
ARTICLE VII.
Tho highest amount of indebtedness
or liability to which this corporation
may at any time lawfully subject itself
shall bo Fifteen Thousand ($15,000.00)
Dollars, and any indebtedness incurred
in excess of said amount shall be with
out tho power of its officers to create
and shall not bo binding upon it as a
corporation.
ARTICLE VIH.
Tho private property of the members
of this corporation shall bo forever ex
empt from liability on account of any
debt or obligation of tho corporation.

appeared James Ewing and A. K. Stab
ler, who being by mo first duly sworn,
each for himself and not one for the
other, deposes and says: That he is a
citizen of the United States, over the
age of twenty-ono years, and is a mem
ber of the Globe Chamber of Commerce,
an association of persons, not for profit,
desirous of incorporating under the pro
visions of Chapter VIH, Title 13, of
tho Revised Statutes of tho Territory
of Arizona; that at a meeting of said
Association, duly held at the Courthouse
in tho City of Globe, Gila County, Ari
zona, on the 0th day of August, A. D.
1907, for tho purpose of incorporating
said Association and of doing such acts
and things as might be necessary or
required by law in and about said in
corporation, under the chapter and title
aforesaid, an election was duly and reg
ularly held for the purpose of choosing
the first Board of Governors of said
proposed corporation, and the affiants
undersigned were duly chosen and des
ignated by said meeting as officers of
said election to receive, canvass and
count tho votes cast at the said meeting
for" tho members of said Board of Gov
ernors, and to conduct said election,
and that thereupon the following named
persons were duly nominated and pro
posed as Governors of said proposed
corporation, to-wit: E. M. Hurd, D. R.
Williamson, G. II. Thwaitcs, Mark Con
boy, Oscar Ingram, J. N. Porter, Roland
Jacobs, Wm. Mill Williams, M. McCar
thy, A. F. Maisch, James Ewing, R. B.
Hegardt, II. V. Snell, A. G. Smith, Ed
Grider, Jos. II. Hamill, G. S. Van Wag
enen, S. L. Gibson, A. Hansen, J. J.
Kcegan, J. II. Thompson, G. D. Bar
clay, Harry Sultan, George J. Stoneman
and C. C. Mallard, and tho nominations
for Governor being closed, and tho mat
ter put to vote before said meeting,
affiants did receive and canvass the bal
lots cast on said election of Governors,
and each of the persons above named
was then and there duly elected and
chosen as srfid Governor, to hold office
until the first annual meeting of tho
members of said corporation, as fixed by
the proposed Articles thereof above
written, or until their successors should
be elected and qualified; and each of
said persons received tho unanimous
voto of the members of said Association
for his election. Whereupon, tho affi
ants, as such election officers, did then
and there publish and declare such
named members duly elected Governors
of said proposed corporation for tho
term aforesaid, and do now make and
subscribe this verification of said elec
