Agent TUCSON " SENATORIAL OOUBTSSY' Prevents Presidents from Maklag Selec tlons for Appointments. No ono familiar with tho manner in which national patronage is parceled out among senators and representatives will suffer any shock to his nervous system on hearing that President Roosovolt insisted that two wheat-field sonators "draw cuts" to dctermino which of them was to have certain ap pointments. Tho operation of what has been known for moro than a generation ns "senatorial courtesy" has practically removed from tho president's actual selection all appointments below thoso of ambassadors nnd consuls general. As to the postmaster and smaller of fices, thoy belong, absolutely, to tho representatives; and tho civil service law is twisted constantly for tho bene fit of mombors. in both houses who be long to tho party in power. Whether or not President Roosevelt actually flippod a coin to see which of thoso sonators was to namo certain appointees is not of tho slightest con- Bcquonce. I sincerely hopo it is liter ally truol And for reasons that will bo stated. Thoso mon wero suro to get tho of fices or to prevent anybody elso from securing them. Didn't they, each and sovornlly, threaten our pugnacious chief magistrate, before his face, to fight any appointee to tho offices in dispute mndo without their consent! Although these Roman father didn't speak to each other, senatorial masonry united thorn against a threatened infraction of abominable usagot Thoy would voto togothor to defeat any choice thnt thoy didn't dictate. Think of that! And yet, sadder to relate, their entire brothorhood in tho senate cham ber, without distinction of party, would uphold thorn. Surely a president of the United States hns his trials! From my viewpoint the result of moro than twonty-fivo years' study of national politics at Washington tho so-called "senatorial courtesy" has been treated with the proper contempt that every president of the United States should feel and show toward it. Such arrogation of authority never was comprohonded by tho framcrs of tho constitution. Alcxandor cut tho Gordinn knot; Co lumbus convinced a scoffing assemblage by standing an egg on end. Theso woro trivial acts in themselves, but their effects aro seen to this day. , Now that we have fallon iuto his tory, let us not forgot that Solomon settled a disputo between two womon who claimed parentage of the same child by threatening to cut tlio baby in twain. A "wiso man" wasn't needed to see that the real mother would surrender her claim whilo the protended ono would exhibit indiffer ence. Solomon's reputation for judi cial ability doesn't rest upon that baby case. Ho had mado his roputation; just as Roosevelt has achieved his. Anything that wJl onnblo tho great masses of tho American people to com prohend tho arrogant attitude that men elected by them solely as lawmakers assume toward the appointing power designated in tho constitution is a val uable step in tho direction of reform. It is merest infantile flippancy for a journalistic critic if the president to insinuate that ho (Roosovolt) prob ably tossed a coin to decido whether tho American battle ship fleet should go to tho Pacific or remain in the At lantic. That was a matter wholly with in his authority, as commander-in-chief of tho army and navy. "" The same thing ought to bo truo of all im portant appointments for which the ad ministration has to bo responsible not tho dictating senator who "de mands as his right" most of such places. Seriously, I'd like to sec tho traffic in public appointments shown up, much as wero the secrets of the Chicago stock yards. Why shouldn't tho president appear no afternoon of each wcok in tho Marble room, at the east end of tho capitol, and auction oil his appoint ments! That would suroly bring ridiculo upon senatorial dictation! Brooklyn Eagle. Alfred Benjamin Clothing sold at Lantin's.
