treme; but we believe that a negro,
like a whito man, is not to be held
competent for the right exercise of all
the rluhts of cltizcUHhip, simply be

that upon tho other side, as well, ex
treme views have been held and
measures adopted which, in their ear
liest operation, may bo crudo and
even dangerous.
The emancipation of four millions
of colored peoplo in the Mouth, allbrd

for the practical application, at least
in a degree, of such principles in this
great question of political autlrage and
the other rights of citizenship, as
would liavo prepared the way for a
t horough correction of existing evils.
We fear that considerations of party
interests, and the wish to use the col
ored populations of the Bouth for cer
tain ends., have led to legislation
which, however wo might wish the
country, and especially the South,
were prepared for It, nevertheless Is
prcmuture, crude, and likely to env
