Jane 2, "7 School S~ard Proceedings. - January65, 1878. The Board met this 'day at its reaular meeting. Present : J. N. Williams, president, J. Ahshire, B. Faulk, John Lenore, Daniel Paul, Isaac Wise and F. R. 'ing. Absent': P. 1. Mouton and Archie Yotung. The minutes of last meeting were read and adopted. On motion the school kept by Mr. Geo. W. Summers was dis continued. On motion the school kept, by Mr. J. A. Meagher was discon finued. On motion resolved that the salaries of all the teachers outside of the town of Abbeville be Ie duced to thirty-five dollars per month. The resignation of P. I. Mouton as a member of the board having beee presented, on motion the saehe was accepted. Qn motion, Messrs. R. Pi~kett, E. W. Huff and Austin Lee were appointed a committee to investi gate the charges brought to this board against G. J. Young and report to this body at its next meeting. On motion resolved that the aiiting trustees at Campbell's settlement be authorized to remove all their school furniture to the scjoo! kept Mr. L. S. Rice. On ~iotion the meeting~adjourn ed. J. N. WILIAuMs, 1resident. ISAAC WISE, Secretary. Police Jury. On Mponday, the 7th day of January 1878, A. D., the Police Jury, met in regular session ast .e courthouse in Abbeville. Were present : Messrs. Brous sard, Perry and Wise. Absent : Messrs. Lelea and Hoffpauir. On motion of Mr. Wise. N. Perry, Esq., was elected president pro tem. .Art. 4 adopted December 3d 1877, was amended by adding "two Regjsters or Record books and Index f r successions for use of the cierk's office"; with this amendment the minutes of last meeting were read and adopted. Mr. Wise in accordance with the provisions of Art. 2 adopted December 3d 1877, reported that the repairs, &c., made to the Ab beville Bridge were paid in Tull, and at his request his mechaftid's lien on said bridge was cancelled and annulled. Art. I. Resolved that the par ish tax Collector be notified to make a settlement of his collec tions with the Finance Committee on the 20th day of January inst.. to the 3Ist d4y of December 1817. Art. 2. 'Resolved that the par ish Treasurer be also notified and required to make a similar settre ment with said committee on or before the 1st proximo. Geo. M. Eldrigde, Esq., tender ed his resignation as a inember of the Finance Committee, which be ing.accepted, John C. White, Esq., was elected in his place. Whereas; the financial affairs of the parish of Vermilion are in an embarrassed condition, and the parish is unable to pay its out standing indebtedness, under the rate of taxation as now fixed by law. Art. 3. Be it Resolved, that the General Assembly of the State of Louisiana, be requested to pass an act authorizing the Police Jury of Vermilion parish to fund said indebtedness amounting approxi mately to ($8000 00) and issue interest bearing bonds therefor, payable in one, two and three years; and authorizing the levy of a special tax to mneet the payinent of said bonds atid interest. Art. 3. Resolved that the Clerk of this body transmit copies of the above resolution to our Senttor and Representative in the General Amembly. The Police Jury tioceeded to elect the officers of this body to serve during the present year and resulted as follows: Nathan Perry, president. Ambroise Lacour, clerk. if. 3B. Lyons, constable. M. C. Broussard, Treasurer. Their salaries were fixed at the same rate as last year. Art. 4. Resolved that the bal ance remaining out of the tax col lector's and assessor's fund, after deducting $400 00, be and the same is hereby transferred to the Police Jury fund, and appropria ted to meet the payment of claims against said Police Jury fund. The Police Jury miet this day at the Courthouse pursuant to ad 'ourument. Were present:--foward Hoff pauir, president, S. Wise, D. O. Broussard and Nathan Perry. On motion of S. Wise, Lastie Broussard was appointed clerk pro tern of this bodd for the pres ebt meeting. The minutes of the last meeting being read, were ordered to be corr.eted, so as to place the amt. of $15 allowed Isaac Wise, paya ble pn the district attorney fund of 1877, instead of that fund for 1876; and with said correction, the said minutes were on motion. adopted. Mr. S. Wise, a imember of the Finance committee, stated to the jury that the committee had been unable to complete their report, to be presented a't this meeting, owing to the severe illness of rome members of the committee; where. upon further time was granted. 1 On motion of Mr. Perry, Resolved that the clerk of the po lice jury, immediately inform and notify the several road overseers of the parish, of the limits and boundaries of their retpective road districts. Resolved further, that said road overseers. be also notified and or dered to call upon and notify all persons subject to road duty, with out delay, to work on the bridges, in their respective road district, which are in need of repairs. A cdmmun iation from Mr. A. G. Maxwell, asking to be relieved of his contfact for the keeping of the ferry atcross the Bayou Ver milion at Abbeville, after the ex piration of his first mouth, was read and request acceded to by this body. 3 On motion of Mr. Wise, Resolved that a toll ferry be ea tablished at Abbeville, until the bridge across the bayou be com pletely repaired. 4 Resolved furtrer, that the pre sident be and he is hereby empow ered and instructed to give the necessary advertisernents and no tice of the letting of said ferry to the highest bidder, in the manner prescribed by law. 5 Resolvdd further, that the keeper of said ferry, shall enter into a coodtract with the ptesident of this body, and shall further-! more, be required to furnish bond with solvent surety in the sum ofj one hundred and fifty dollars for' the faithful performance of his duty under hi. said contract ; said bond to be taken before the Re corder of said parish, and record ed in his office, after being duly accepted and approved by the pre sident of the police jury. 6 Resolved further, that the following rates of toll are hereby established, to wit : For each footman, 5 cts ; for each man and hprse, 10 cts ; for each buggy and horse, 15 ets; for each buggy with two horses O cts for each empty waggon with two horses, or for each ox cart with two oxen, 25 cts; for each loaded waggon with two horses, or for each'ox cart with two oxen, 85. 7 'On motion of Mr. Wine, Resolved that the president be and he is hereby . huthorized and emp6wered to contract for and in behalf of the parish of Vermilion, with any person or persons, for the repairs of the bridge at Abbe ville, on such terms and conditions as the bridge codimittee may re commend and agree upon. Our bureau has issued two discriptive circulars, with maps for the benefit of such inquired. We have sent off many circulars, and copies of Louisiana .qs It Is, and written answers in response to letters of inquiry. Our bureau has opened books to receive descriptions of lands, for sale, propositions to lease lands, or to have lands, worked on shares-any proposition that may enlighten the immigrant who wants to come to Louisiana. We will record all such descrip tions of lands and propositions in. our books, which will be open to strangers and persons wishing to purchase, and these descriptions will furnish the bureau with an additional fund of valuable infor mation for future cirouhuns, and to be used in oes lettersa reply to inquiries. The' Confederate soldier's re tureo or the L~s OAus.e-A mag. nificent picture, beautiful in design and artistic in execution. It rep. resents a Confederate soldier after the war returning to his home, which he finds ruined by shot and shell, looking lonely and desolate. In front of the ruined cottage, telling a sad tale of the miseries of war, are two graves with rude crosses, on one of which some friendly hand has hung a garland. The graves are overhung by a ideeping willow, in the shadow of which stands the returned soldier with bowed head, as if thinking of the past. To the right the cale river and rising moon indicate peace and rest. The stars seen through trees represent the South ern Cross, draped over the graves, an emblem of thp Confederate gag as well as a harbinger of brighter days to come. The flood of glorious moonlight streaming through the trees and reflecting on the peaceful river adds to the sentiment and beauty of the scene and its surrohndings. No description of this gemnof art will do it justice-it must be seen. It is a picture that will touch every southern heart and should find a place in every southera home. It is 14x18 inches in size, on heavy plate paper.
