Las tie Broessaed, Jean Abadie, Solo mon Wise and Jean Boyanc6, were elected Aldermen. ili" We mentioned in last week's issue that by "a resolution of the Police Jury the schools of the 3d and 7th districts were clos ed." It should have been a-reso lution of the "School Board." Such another blunder as that and our devil hangs. 3'Water I Water I Our citi zens are crying for water. Cis terns are either dry or are drying up, and if the drought continues much longer our citizens will have to fall back on bayou water. Most of the ponds in the prairies are dry and cattle are suffering. A" Our schools being discon tinued, the "young ideas" can be I seen every day amusing them selves on our streets; some flying their kites of man: colors, others r playing marbles, and some again ws practicing on velocipedes. Thus it was with us "in the days when c we were young," But now, alas! t l The immense herds of cat- ( tle roaming our prairies are now f looking in fine condition. It has f been a hard winter on them, and there is no telling the number t that have perished. It has been 4 the hardest winter "within the o knowledge of the oldest inhabi- - tant. All we want now is a hea vy shower of rain. g Sii We understand that a warrant has been issued by Jus tice of the Peace, F. B. Patten, for the arrest of Placide Motuton, jr., charged with shooting, acci dentally, the four-year old child of Mr. Alfred lIbbert, of this parish, at a ball given at his resi dence on the night of the 19th of March. *he warrant has been placed in the hands of E. Ewing deputy sheriff, in the abseuce of the sheriff, for the purpose of bringing to justice the person charged with committing this foul deed. Since the above was in type Mouton has come forward and de livered himself to the authorities. $i Our town and parish was never in a more flourishing and I prosperous condition than at pres ent, and it would be hard to find a parish in the State that could compare with it in good behavior and quietnaes. Our colored peo ple are quiet and steady, and are burry with the coming crop, which promises to exceed that of many years. The laws are upheld and respected by all, and they are at the same time respected by the laws. "In .fact a pride is taken by our citizens in the orderly con duct of the parish, all of which is good gaaranty of its continu ence." OWi The "Hall Mansion" is still without a tenant. Sii The blacksmith shop late 'ly used by Mr. J. A. $rooksbire, in this place, is now occupied by a section of our colored popula. tion and used as a laundry. i1 The length of the Police aury proceedings prevent us from giving our readers the usual amount of reading matter in this week's issue. In ode part of the proceedings will be round an ordinance in re lation to the "Sunday Law," which goes into effect on to-morrow. All proprietors of coffee houses, grog shops, merchants, &c., are prohibited by this law from sell. ing, bartering or giving away spirituous liquors on Sunday. Article 4 says, "That none of the foregoing provisions shall ap ply to any licensed drug store where drugs and medicines only are sold." Now boys, if you wish to take a "wee drap of the crather" on Sun day you will have to lay in a stlo ply on Saturday. Police Jury. State of Louisiana, Parish of Vermilion. The Police Jury in and for the r State and parish aforesaid, met in regular session at the courthouse in the town of Abbeville on this day, Monday 1st of April, A. D. 1878. Were present: Hon. N. Perry, president, and Messrs. Broussard, Hoffpaiir, Leleu and Wise. 5The minutes of last meeting were road and adopted. On motion of Mr. Wise the Ju ry went into secret session with closed doors. The doors being opened the Jury resumed its regular session. Mr. Wise on behalf of the Fi nance Committee, submitted the following report : REPORT OF FINANCE COMMITTEE. To the Hon. President and mem bers of the Police Jury of Ver milion Parish, La : Your Finance Committee most respectfully submit the following statement: Statement No. I was made from the duplicate receipts on the tax collector's stump book. J. S. Nunez, collector, has shown this committee four receipts of M. C. Broussard, treasurer, to him for warrants and currency-said four receipts correspond in amount with the accompanying statement No. 1-said collector overpaid treasurer on the rolls of 1872-3 4 and 5 in warrants to the amount of $8 89 and in currency $15 82 -which amounts will be allowed him in future settlements. The committee after settlement, gave collector a receipt in full to the 1st day of January, 1878, in which receipt-the amounts over paid of $8 89 & $15 82-appear. Your committee find that col lector received in licenses for the 1 year 1876, $95 00, and for the year 1877, $405 00. He also owes $.5 00 on license of Emilie 1 Duhon, which makes a total in debtedness by him tor licenses for 1876 and 1877 of $505 00. He has on hand the following uncollected licenses, which we cre dit him with: No. 3. Accompanying statement No. 2 was made out by finance commit tee for settlement with M. CO Broussard, treasurer, up to 1st of January, 1878. We received from treasurer for the years 1872-3-4-5 and 6 war rants amounting to $2431 83 only, whereas the collector produced re ceipts showing he paid treasurer $2468 44 in warrants for the years 1872-3-4-5 and 6 leaving a deficiency in warrants on part of treasurer for the above named years of $36 61. Collector also produced receipts showing that he paid treasurer in warrants on criminal fund for the year 1877 $1385 20. Treasurer paid over to committee only $930 91 in war rants on criminal fund for 1877, showing a deficiency of $454 29. We gave treasurer a receipt for all warrants received of him for 1872-3-4-5-6 & 7 amounting to $3362 74. Treasurer, M. C. Be it ordained by the 2 Police Jury of the parish of Ver milion, That hereafter it shall not be lawful for any person to allow 1 his hogs to rub at. large in the 31 ward of this parish, and all per 8 sons owning or having bogs in his charge, are hereby required 0 to keep said ?ogs enclosed wthin the limits of their own land. All 3 persons violating the provisions of this ordinance, shall be liable I for all damagos done by such hogs to any other person, and the hogs doing the damage shall be liable to be sold to pay sucb dati 2 age, so far as the proceeds of their 3 sale shall extend. SEC. 2. Be it further ordained, - &c. That the provisions of "An 3 Ordinance relative to fences," passed by the Police miry of Ver 3 milion parish on the 4th day of 3 February, 1878, shall not apply t41 t hogs, and all ordinances in con 3 flict with the provisions of this -i ordinance are hereby iepealAtt 3 and this ordinance tare eect from and after date of its frst publication in the official Journal I of Vermilion parish. Whereas, the parish is without funds to repair the common jail, and it is proposed by various cit - izens to repair the same by private subscriptions' , I ART. 2. Resolved, That the President of this body he author ized to appoint a committee of three persons to receive bids and subscriptions for said repairs, and when made, to accept the same on behalf of the parish. AnT. 3. Resolved, That' the Town Council of Abbeville be and they are hereby requested to ap point a similar committee to act,. in conjunction with the committee to be appointed by the president of this body for the purposes afore said. Resolved, That the parish tax collector be and he is ereby ordered to make a full set tlement of all taxes collected by him to the let day of April, 1878; said settlement to be made with the Finance Committee on or be fore the Ioth inst-and in case of his failure to thake said settlement, then the president of this body be and he is hereby authorized to S cause suit to be instituted imme diately on his official hand. An ordinance to prohibit the sale. gift, batter, or exchange of spirituous and intoxicating li quors and merchandise on Sun days within the parish of Yer milion. I]: Be it resolved ant ordained by the Police Jury of the parish of Vermilion. 1st. That the sale, barter, giv ing or exchange of any and all intoxicating liquors and merchan dise on Sunday, within the limits of the parish of Vermilion is here by totally prohibited, and all keepers of coffee-houses, grog shops, groceries, stor,9 ;and all other places where idtbxicating liquors, or merchandise of any kind is sold, shall be closed and kept closed on Sundays, under the penalties hereinafter provided. 2. Be it further resof1ed&and ordained, That this oidinauee shall apply to all persons and pla ces within the corporation Q the town of Abbeville as well as to other parts of the parish, 3.
