At a called - teet g of the Town Council of the tows of Abbeville held at the court-house in said town, there were present: Dr. E. Bourne, Mayor, and Messrs. Wise, Mills, Gastal and Wall. On motion, the reading of the last meeting was dispensed with. The Mayor stated that he had called the Council to meet to act upon the fol lowing petition: Petitl.emfProperty Tax Payers To the Hon. Mayor and Aldermen of the town of Abbeville. The petition of the undersigned property tax payers of the town of Ab beville respectfully represent: That there is argent necessity for a "Steam FireEngine," in the saidtown of Abbeville, for the better protection of life and property of her citizens. They further represent that a special tax should be levied upon all the taxa ble property of said town, in order to raise the means for the purpose of aid ing and assisting the Abbeville Hook and Ladder Co., No. 1, a company duly incorporated aner the laws of this State to purchase a steam fire Engine and they recommend that a special tax of two mills on the dollar for five years be levied upon all the taxable property of said town for the purpose of raising money with which to assist and aid said company to purchase such Engine as above set forth. Wherefore, your petitioners pray that the Honorable Town Council of the town of Abbeville order a special elec tion and submit to the vote of the property tax payers of said town the question of levying a special tax of two mills on the dollar for five years, on all the property .of said town, for the pur pose of raising money with which to aid and assist said Abbeville Hook & Ladder Co., No. 1 to purchase a steam fire Engine; that said election be held in accordance with the law upon spe cial elections for anch purposes, and upon due compliance with said law, said tax be levied as above prayed for, and as in duty bound they will ever pray for. The Town Council of the town of Abbeville met at the court-house in said town pursuant to adjournment. There were present: .Dr. E. Bourne, Mayor and Messrs. Wise, Mills, Gastal and Hall. On motion the reading of the minutes of the last meeting of the Council was 'dispensed with. Committee appointed at last meeting to draft. ordinance, submitted the fol lowing report To the Honorable Mayor and Aldermen of the town of Abbeville. Your committee appointed under resolution of the Council adopted Octo ber 20, 1888, beg leave to submit the accompanying drafts of ordinances as their report, and ask to be dischhargod: (Signed) J. On motion of Mr. Mills, the report was received and the committee die charged, On motion of Mr. Wise, duly second ed by Mr. Wall, the following preamble and resolution were adopted : WHrEREAs a petition has been pre- sented to this council signed by thirty twtproperty owners and tax payers of the town of Abboville, representing and owning property assessed in said town amounting in value to the sum of Fifty Eight Thousand and Forty-ticoDollars, praying that a special tax of two mills on the dollar be lce-ied on all the taxa ble property of said town for five years to aid the Abbeville Hook & Ladder Co., No. 1 to purchase a steam ]Fire Engine, and to order a special election for that purpose; And whereas we are of the opinion that there is urgent need of a steam fire engine in this towti, and that it would promote the.publio welfare; Therfore, Be it resolved by the Tow. Courcil of the town of Abbeville that an election be held on Thursday, the 13th day of December, 1888 at the court.house in said town of Abbe vlile, that the polls shall be opeoe4-gat 9 o'clock a. in., and remain open until 4 o'ctock p. in., on said day, and that said election shall be presided over and held by the Mayor of said town as sisted by the Secretary of the Town Council; that at said election the fol lowing ordinance levyingaspecialtax of 2 mills on the dollar for five (5) years shall be submitted to a Vote of the property tax payers of said town enti tled to vote under the general, election laws of the State for ratification; that those voting in favor of the ordinance for levying the special tax shall have written or printed on their ballots, the words "For Ordinance levying a special annual tax of two mills on the dollar for five years to aid the Abbeville Hook and Ladder Co., No. 1, to purchase a steam Engine," and those voting against said ordinance slaall have' written or printed on their ballots the words "Against levying special tax of two mills on the dollar for five years to aid the Abbeville Hook & Ladder Co., No. 1 to purchase a steam fire Engine." That at the hour of 4 o'clock p. in., on said day the polls shall be closed, and that thereupon the ballot box shall be opened, and the ballots therein de posited shallibe counted by the afore said Mayor in the presence of two legal voters, tax payers and residents of said town, and a statement of the result of said vote be signed by said Mayor and Secretary and witnessed by the two aforesaid witnesses; that the Mayor shall publish the result of ,said election by ten days advertisement in the ME IUDIONAL, newspaper; that in case the majority of the votes cast at said elec tion are for the ordinance levying said special tax, the Mayor shall declare the same adopted and satisfied, and there upon it shall become the duty of the Secretary, and ox-officio Assesser of said town, to extend said special tax of two mills on the dollar on the assessment rolls of said town annually for the term of five years, beginning with the tax rolls of 1888; that said tax shall be col lected as by law provided for the collec tion of all other taxes-that said tax so collected shall remain in the hands of the Treasurer of the town of Abbeville, and shall be paid over, when demand ed, to the Abbeville Hook and Ladder Co., No. 1, upon a warrant drawn upon the Treasurer of said town by the Mayor and countersigned by the Secretary; that the aforesaid petition of said tax payers and this resolution and the fol lowing ordinance shall be published for thirty days previous to the' holding of said special election. An Ordinance to levy a special an nual tax of two mills on the dol lar for the term of five years on all property situated in the town of Ab beville, not exempt by law from tasation for the purpose of aiding the Abbeville Hook and Ladder Co., No. 1, to purchase a steam fire Engine. Be it ordained, by the Town Couneil of the town of Abbeville, That a spe cial annual tax of two mills on the dol lar be and the same is levied on all property situated in said town of Abbe ville, not exempt by law from taxation, for the term of five years, commencing with the year 1888, for the purpose of aiding the Abbeville Hook and Ladder Co., .No. 1, to purchase a steam fire Engine : provided that this ordinance. shall take effect and be in force in case the same shall have been ratified by a majority of the votes of the property tax payers voting at the special elec tion at which the same shall be submit ted as provided In the foregoing reso lution. A special from Washington City, to the New Orleans States, says: "It is gratifying to find the sense of those who are mainly to shape the policy of the country for the next four years is of a conservative and reassuring character. From the President-elect down, the most kind ly expressions are used towaads the South, and it cannot be believed that any influenital element will advocate, oppressive of repressive, measures toward it, notwithstanding that one or two Republican editors of note are indulging in malignant epithets. The true policy of the party should, and it is said will be, to treat all sections alike." True happiness-A Virtuous wife. Weekly Weatheratrop Bulletin, Lniasiama Weather Service. New ORLeAts, November 10.1888. The temperature was generally above a seasonal average throughout the State during the first five days of the past week, but commenced to fall rapidly on the 8th in the north ern section, and on this morning killing frosts are reported from the majority of the northern parishes with thin ice on still water on the low lands. The fall in temperature in the southern section from the afternoon of the 8th to the morning of the 10th was abbot 40 degrees; light frosts were general in the sugar region last night, but It is not thought that kill ing frost occurred in any but the western and northern parishes. There was considerable rainfall in the State from the 6th to the 8th, sufficient in the sugar region to put the ground in good condition for fall planting cane, and be beneficial to the standing crop. The various weekly amounts re ported are as follows Vicksburg, 0.56; North Louis inna Experiment Station, 1.60: Ver non, 1.00; Monroe, 1.17; Shreveport, 0.94; Coushatta, 1.70; Trinity. Trace; Markaville, 0.75; Clinton, 0.40; Franklinton, 1.70; Hammoed, 1.80; Mandevilie, 1.17; Plaquemine, 0.33; Grand Cotean, 0.99; Crowley, (Prairie lays,) 1.73; Convent, (Jef ferson College.) 0.67; Sugar Experi ment Station, 1.00; Jeanerette, occa sional showers- St Charles, 1.85; Mount Airy, 1.65; Abbeville, 0.2t; Shell Beach, 1.10; New Orleans, 0.67, and Bouma, 0.60. Reports from North Louisiana in dicate that fully 90 per cent. of the cotton is hoomed, and that the early part of the whek was very favorable for picking. Keportu from the nen tral portion of the State indicate that picking has bees about com pleted.The frostol lastnight will have a beneficial effect by opening the cotton in the swamp lands, and be favorable to the sugar interests-the observer for Plaquemine reporting that it will add nearly 10 per cent. to the value of the crops of that parish. The observer for Terrebonne states that reports from plantations put the yield from 1000 to 1200 poseds of sugar to the acre of stubble eane, which would be an average with years previous to 1887, but far be low that year's crop. A Caress at Washington will govern Caada some day, but Idoubt if we or any of our sons shall have any part in that government. I surely think that our grandchildren will. It will come about and be consummated gradually and of necessity, but meanwhile there is no reason why the two conan tries should not exist and be pros perous under separate goveruments. Four-fifths of the people of Canada to-day would vote in favor of com mercial union with the United States. Four-fltths would vote against am nexation.
