Are not a majority of them in that unsatisfactory condition? Vicksburg is the exact centre of the finest cot ton producing country in the world. It has the handling of Valley long staples and all varieties of uplands Yet the planters around Vicksburg, :,fter a good cotton year are grow ing poorer. Many of them are work ing enclmbered places, and few in deed are entirely free from debt. It is certain that the present sys tem of devoting every energy to cotton, is lot the best for the land owners. With good cotton years, they manage to live, that is all; and a failure of cotton crop, from worms, drouth, or any other cause, w.ould nearly :bankrupt all of them. What are the causes, and what are the remedies? The causes are the labor and the over production. The labor is such that cotton can not be raised at a profit with it. The way to improve it, is to make the place self-sustaining by raising corn, and stock of all "kinds. Such, a place would not need half the labor needed on a place self sustain ing by raising corn and -stock of all kinds. Such a place would not need half the labor needed on a place devoted exclusively to cotton raising, and if the system prevailed to any great extent labor would be plentiful and reliabte. The eggs -of brook trout may be batched -very easily in the following manner : At the head of a spring which will not freeze a box made of 12-inch plank, 4 feet or longer, is fitted into a trench dun in the ground 10inolies deep. There are a few cross cleats put in ltis , box "'1 inch thick crosswise, and the spaces are filled with dean-washed gravel. A onenach pipe is fitted to the up per end of the box to admit the water, which flows slowly at a depth of 4 inches over the eggs and escapes through a wire screen at the lower end. The eggs arc %carefull' floated into the box spread evenly without lying on each other with a.'feather. The water should be passed through a flannel strainer before it enters the box 'to prevent sedimeat or trash from covering the eggs. The eggs will hatch in due time, but will not be parted from the young fish until they are absorb ed, in about thirty days, after which the fish must be fed. The undersigned property tax pay ers of said town respectfully represent that they desire that a special tax of four mills on the dollar per annum for a period of ten years, beginning 1890, be levied and collected upon the taxable property of said town, to be used to aid in the construction of the Kansas City, Louisiana and GulfRailroad; the money to be realized from said tax to be paid over to the directors of said railroad af ter the same shall been completed and put in working operation from its north ern terminus to a point within one mile from the court-house, at the town of Abbeville, Louisiana, and to be then paid only in the event that said road be so constructed and completed by the 1st day of January, 1895. Wherefore, they pray that a special ,election be ordered and held in the town of Abbeville, Louisiana, under the provisions of act No. 35 of the acts of the legislature of this State, of I886, to take the sense of the property tax payers of said town, as to whether said special tax shall be levied and collected for the purpose above set forth. AN ORDINANCE ordering a special elec lection relative to special tax in aid of the Kansas City, Louisiana and Gulf Railroad, and the Newlberia, Abbeville and Western Railroad. Whereas petitions signed by more than one-third of the property tax payers of the Town of Abbeville, Louisiana, in num ber and value. have beenpresented to the Mayor and Council for the Town.of Abbe ville, praying that a special election be held in said town to take the sense of the property tax payers of said town upon the question of levying a special tax of four mills on the dollar per annum upon all of the taxable property of said town for a period often years. beginning in the year 1890, to aid in the construction of the Kan sas City, Louisiana and Gulf Railroad : and also a like tax for a like period to aid the construction of the New Iberia, Abbe ville and Western Railroad, as more fully set forth in said petitions which are here with published. Therefore, Be it enacted and ordained by the Mayor and Council for the Town of Abbeville that a special election be held in the Town of Abbeville, Louisiana, -on Thursday, the 26th day of September, 1889, in the manner required by law; at which election the property tax payers of said town shall decide by ballot whether or not ordinances shall be adopted by the Mayor and Council for the Town ofAbbe ville, providing for t-he levy and collec tion of a special tax of four mills on the dollar on the taxable property of said town for a period of ten years, beginning in the year 1890, to be used to aid in the construction of the Kansas City, Louis iana and Gulf Railroad; and for the levy and collection of a like tax for a like period on the taxable property of said town, to be used to aid in the construction of the New Iberia, Abbeville and Western Railroad, subject to the Ilimitations con tained in the annexed petitions of proper ty tax payers asking for the levy of such tax. And for the purposes of such election it is ordered that printed or written ballots be used, bearing the voter's name; and that any person voting for the proposed ordinance to levy such tax for the benefit of the first named railroad shall have writ ten or printed on his ballot the words "For ordinance to levy special tax in aid of the Kansas City, Louisiana and Gulf Railroad," and any person voting against such tax shall have written or printed on his ballot the words "against ordinance to levy special tax in aid of the Kansas City, Louisiana and Gulf Railroad." And any person voting for the proposed ordinance to levy such tax for- the benefit of the New Iberia, Abbeville ahd Western Railroad, shall have written or printed on his ballot the words "For ordinance to levy special tax in aid of the New Iberia, Abbeville and Western Railroad;" and any person voting against such tax shall have written or printed on his ballot the words "Against ordinance to levy a spe cial tax in aid of the New Iberia, Abbe ville and Western Railroad."
