ORDINANCES
(Continued from last week.)
The following ordinances were
adopted:
ORDINANCE NO. 18.
An Ordinance Ordering a Special
Election in District One (1), in the
Parish of Caldwell, for the Purpose
of Submitting to the Qualified Elec
tors of Said District the Question of
Levying a Special Tax of Five Mills
on the Dollar for the Period of Five
Years for the Purpose of Providing
Additional Aid to the Public Schools
of the said District.
-Section 1. Be it ordained by the
P'arh Board of School DIirectors of
the Parish of Caldwell. Louisiana,
that a special election is hereby or
dered to he held in School Ilistrict
No. 1 of the Parish of Caldwell, Lou
isiana, on the 1st day of August, 1916,
for the purpose of submitting to the
qualified electors of the said school
district, entitled to vote lth reai, the
question of the levy of a special tax
of five mills ($.005) on the dollar of

subject to state taxation for a period

Section 2. Be it further ordained,
etc.. that the ballots to be used at the
said special election shall be prepared
by the secretary of the Parish Board

the following form:
Proposition to levy a five mills
($.00(5) special tax on all the property
subject to state taxation in School
District No. 1, Parish of Caldwell,
Louisiana. annually. for
the period of five years, TES

Notice to Voters.-To vote in favor
of the proposition submitted upon this
ballot, place a cross mark (X) in the
square after the word "yes;" to vote
against it, place a similar mark after
the word "on."

Section 3. Be it further ordained,
etc., that the Secretary of the Parish
Board of School Directors be, and he
is hereby ordered to (cause to be pro
pared for use at the said election the
tally sheets, lists of riualified electors,
assessed valuation of property, blank
statements for the compliation of the
vote, in number and amount, and oth
er election blanks that may be re
quired for the purpose of holding the ."

election is to be held.
Sec. 4. Be it further ordained, etc.,
that the polling place - precinct for
the said election shall ...., St. Albans
precinct, and the following three
commissioners appointed: J. A. Salt
er, W. B. Reitzell, J. A. Powell, com
Smissioners, and I. A. Horn, clerk, all
of whom shall serve without compen
sation.
Sec. 5. Be it further ordained, etc.,
that the Parish Board of School Direc
tors shall meet at 12 o'clock, noon, on
the '6th day of July. for the purpose
of examining, in open session, and
counting the ballots, canvassing the
i'turns, and declaring the results of
the said election.
Sec. 6. Be it further ordained, etc.,
that the President of the Parish Board
of School Directors be, and he is
hereby instructed to give public no
tice of the said election by proclama
tion, to be duly published according
to law. -
Sec. 7. Be it further ordained, etc.,
that the special herein and hereby
provided for shall be held and con
ducted, and the returns thereof shall i
be made under the provisions of Act S
256 of 1910, and amendments thereof,
and such other laws as maLy be ap
plicable.

F. L. Cott:ngh:rn, moved that the
parish-wide ten mills tax electtion be
order(ed on condition that the Super
intendent be ordered to keep the taxes
of the wards separated., nd expend
same in the ward in which it was
paid, which was duly seconded by W.
E. Newell. Motion lost.
A. D. Grant moved, and the same
was seconded, that a parish-wide tax
be ordered in compliance with thel
requllest of the variolls pet itionls of the
citizens of Caldwell Parish, which was
for a parish-wide tax of ten mills on
the dollar of all property subject to
Mtate taxation. The motion was car
tied, and the election ordered July 8,
1916. and the same, if carried, to be
assessed for the year 1916 and four 1
yefars subsequent.
J. B. Thompson moved that the
commissioners and clerks of election
for the parish-wide election be paid
two dollars ($2) per day for their
services, which was duly seconded
and the motion carried.
It was moved and seconded that a
special election be called to vote a
ten mills tax in District 23, to be held
on the 25th day of July, 1916, and also
that on the same day a ten mills tax
be voted on in District 31. District
31 was created and shall be designat
ed as Sections 19, 20, 30, 29, 32, and
the west half of Section 21, and the
northwest quarter and the west half i
of the southwest quarter and the
southeast quarter of the southwest
quarter, Section 28, all in Township
12 north, Range 4 east, and the south
halves of Sections 16, 17 and 18,
Township 12 north, Range 4 east.

well, for the Purpose of Submitting
to the Qualified Electors of the Said
School District the Question of the
Levy of a Special Tx of Ten Mills
for the Purpose of Providing Addi
tional Aid for the Public Schools of
Said District.
Section 6 . Be it ordained by the
Parish Board of School Directors of
the Parish of Caldwell, Louisiana, that
a special election be held, and is here
by ordered to be held in School Dis
trict No. 23, in the Parish of Cald
well, Louisiana, on the 1st day of Au
gust, 1916, for the purpose of submit
ting to the qualified electors of the

Sec. 3. Be it further ordained, etc.,
that the Secretary of the Parish
Board of School Directors be, and he
is hereby ordered to cause to be pre
pared for use at the said election the
tally sheets, lists of qualified electors,
assessed valuation of property, blank
statements for the compilation of the
votel, in number and amount, and oth
er election blanks that may be re
quired for the purpose of holding the
said election, to cause the same to be
placed in the ballot boxes, for use at
the respective precincts, and to make
provision for the transmission of the
ballot boxes to the several precincts
of the school district at which the
election is to be held.
Sec. 4. Be it further ordained, etc.,
that the polling places or precincts of
said election shall be Shiloh, and the
following there commissioners and
clerks of election are appointed to
each of the respective polling places,
all of whom shall serve without com
pensation: Ed Price, B. A. Valen
tine, J. A. Tingle, and D. C. Hum
phries, clerk.
