On motion, the sum of $250 is hereby
appropriated for the purpose of aiding
and assisting in the promotion and
maintenance of the Caldwell Parish
Fair at Grayson, to be held during Oct.
1916.
Mr: G. T. Martin addressed the Police
Jury and requested that Mr. W. A.
Davis be appointed overseer of the 1st
division of the Columbia and Monroe
road in ward 2 vice G.W.Martin,which
request was on motion granted and the
and the Clerk is authorized to commis
sion Mr. W. A. Davis as overseer of
the 1st div. of the Columbia and mon
roe road, ward two.
On motion carried that portion of the
Columbia and Girard road in ward two
extending from the mouth of Belle Vue
lane on theOuathita river to the bridge
on Bayou Lafourche is hereby made a
portion of the let div. of the Columbia
and Harrisonburg road for the remin
der of the year 1916, and the overseer,
to-wit: Mr. B. E. Erskins is hereby re
quested to work said portion of Colum
bia and Girard road.
On motion carried the following over

The petition of citizens and resideut
property owners of ward one and a
portion of ward two and eight request
ing that a road district be created to
embrace all of ward one and a portion
of wards 2 and 8, in accordance with
the plat or diagram of said district
herewith presented with said petition,
and after full discussion by prominent
citizens of said proposed road district
and members of the Police Jury, the
following ordinance No. 6-W creating
Road District No. 1 of the Parish of
Caldwell was on motion adopted.

Be It Ordained by the Police Jury of
the Parish of Caldwell ira regular session
that a road district is hereby created
composed of all of ward one and the
north half of township 13, north of
range four, five and six east, lying and
being in wards 2 and 8 of Caldwell
Parish, which said district shall be
hereinafter known and designated as
road district No. 1 of the Perish of
Caldwell, Louisiana,and the Police Jury
of the Parish of Caldwell shall be the
governing authority of said road dis
trict according to law.
Be It Further Ordained that this or
dinance take effect from and after its
adoption.

road district No. 10 of the Parish of
Calewell, to take the sense of the qual-n

trict on the proposition of levying a

Where as a committee representing1
the citizens of ward one and that por- .
tion of wards two and eight contained
in road district No. 1 of the Parish of ·
Caldwell, which said district was creat
at this meeting of the Police Jnry, has
petitioned this body to order an elec
tion to be held in said road district No.
1,to determine whether the said road
district No. 1 will incur debt to the ex
tent of $41,000.00, for the purpose of
constructing a public highway begin
ning at the Ouachita traffic bridge at
Columbia and extending to the Ouachita
parish line, which road shall be herein
after known as the Columbia and Mon
roe Public Highway; to also construct
a highway from the mouth of the lane
on the Ouachita river at Belle! Vue
plantation and extending a distance of
about two miles to a point on the Co
lumbia and Monroe Public Highway
near the residence of E. B. Erekins, i
and to issue bonds for said purpose to
the value of $45,000.00, at five per cent
per annum interest, said honds to be C
issned in serial form and maturing over i
a period of forty years.
Whereas, it ia the voluntary will of
this body to call the said election here
niafter provided for and, whereas arti
cle 281 of the Constitution of 1913 and r
Act 250 of the Legislature of 1910 as
amended by Act 218 of 1912 declare the
Police Jury of the various parishes
shall be the governing authority (
thrcugh which a parish may incur debt
and issue negotiable bonds for the pur*
pose of constructing and maintaining d

held in the parish, and
Where, the assessed valuation of the r

ed indebtedness incurred under article j
281 of the Constitution of 1913, and <
Whereas the special tax necessary to t

proposed indebtedness will approximate 1
five mills and will not exceed the Con
stitution limit of ten mills per anaum
on one dollar of the assessed valuation
of the road district No. 1.
Sec. 1. Now,therefore, be It ordain
ed by the Police Jury of the Parish of
Caldwell that an election is hereby call 1
ed to be held in road district No. 1 of

the President and Clerk of the Police
Jury and shall be published by said
Clerk in the official journal by four
weekly insertions, the date of the first
insertion to thirty days before the date
of the election. The said notice shall
further recite that on Thursday the
12th day of Oct. 1916, following said
election at 12 o'clock M the Police Jury
will meet at the court house at Co

open the ballot boxes, examine and
count the ballots both as to number

ELECTION PROCLAMATION.
Pursuant to authority contained in
Odinance No, 10-W of the Police Jury
of the Parish of Caldwell on the 4th
day of Sept. 1916,1, J A Warner, Pres.
of said body hereby give notice that an
election wil be held in road district No.
1 composing all of ward one and that.
portion of ward 2 and 8 in the nj of
tpl3, range 4.5 and 6 east of the Parish
of Caldwell, State of La., on Tuesday
the 10th day of Oct. 1916, as set forth
in said Ordinance No. 10-W.
Sec. 2. Be it ordained by the Police
Jury of the Parish of Caldwell, that an
election is hereby called to be held in
the said Parish of Caldwell and road
district No, 1 on Tuesday Oct. 10th,
1916, at which election the majority of
the property taxpayers of the said road
district in number and amount eligible
to vote and voting shall determine
whether debt shall be incurred to the
amount of $45,000,00 for the purpose
of constructing a public highway to
extend from the Ouachita traffic bridge
at Columbia to the Ouachita parish line;
also for constructing a public highway
to extend frcm the mouth of the lane
on the Ouachita river at Belle Vues
plantation to a point on the Columbia
and Monroe Public Highway near the
residence of B E Erskins in said road
district No. 1, and serial bonds of said
road district No, 1 issued to cover the
said indebtedness, said bonds to mature
oves a period of forty years, to bear
interest at five per cent per annum,
interest payable annually or semi-an*
nually. Said election shall be held at
the fellowing places and by the officials
named, each being a registered voter:
Ward 1, St. Albans, 1st Precinct:
