Whereas, It is necessary in the opin ion of the Mayor and Board of Alder- 1 men of the city of Opelousas, La., that a special election lie held to take the sense of the property taxpayers • f this city, qualified to vote, on the proposi tionsset forth; therefore: Sectiou 1. Be it ordained by the Mayor and Board of Aldermen of the city of Opelousas, in regular session convened, that a special election be, and the same is hereby ordered to be, held in the city of Opelousas, La., on the 14th day of August, 1906, for the purpose of taking the sense of the property tax payers of said city, qualified to vote un' der the constitution and laws of the State of Louisiana, on the question of incurring debt, issuing negotiable bonds to the amount of thirty thousand (30, 000) dollars, and for the further purpose of levying and assessing a special tax of two and one-half mills per annum, to run for a period of forty years, on all the taxable property located in said city for the purpose of paying the prin cipal and interest of the bonds herein provided for; the said bonds to run for a period of forty years and to bear in terest at the rate of five per centum per annum, payable annually on the first day of July at the office of the City Treasurer; the money derived from the sale of said bonds to be used for the pur pose of constructing a system of sew erage for the city of Opelousas,La., the title to which shall vest in the said city. Sec. 2. Be it further ordained, etc.. That the election shall be held from 7 o'clock in the forenoon to 5 o'clock in the afternoon, and that the polling place shall be located as follows: At the Mayor's Office in the Parish Conrthouse, in the city of Opelousas, corner of Court and Landry streets. Sec. 3. Be it further ordained, etc., That the following persons be and they are hereby appointed to serve as com missioners and clerk of said election: A. J. Bercier, W. J. Sandoz and H. E. Estorge, commissioners; and C. F. Bai ley, clerk. Sec. 4. Be it further ordained, etc., That the returns of the election shall be made to the Mayor and Board of Alder men of the city of Opelousas, La., on the night of the election, and the said Mayor and Board of Aldermen shall meet at the Mayor's office on the night of the day of said election at the hour of 8 o'clock, in open session, and then proceed to open toe ballot-box, examine and count the ballots in number and amount, examine and.canvass the re turns and declare the result of said election. Sec. 5. By virtue of the authority vested in me by the Charter of the City of Ope lousas, La., and in compliance with the ordinance passed at the regular meet ing of the Mayor and Board of Alder men of said city on the 3d day of July, 1906, I, Benjamin A.
