Primary Election Fixed for January 28, 1907 and Close of Nomination on SUNDAY, OCTOBER 27, 12 P M Notification of Candidates and Deposit Must be in by That Time, or Name Will Not Appear on the Ballot. Three Democratic committees met in Opelousas on Thursday of this week, and complied with the Primary Election Law by ordering the paro chial and senatorial district and the Opelousas city municipal primaries to be held on Tuesday, January 28, 1908, and fixing 12 o'clock of the night of Sunday, October 27, 1907, as the last day and hour for candidates for parish, ward and city offices, and 12 o'clock of the night of Wed nesday, November 6 for senatorial offices, to file their names with the secretaries of the respective commit tees. Names and the amount of assess ment are to be filed with: For parochial and ward officers L. Austin Fontenot, Secretary Parish Democratic Executive Committee, Opelousas. For Senator-E. L. Loeb, Secre tary Senatorial District Executive Committee, Opelousas. For Municipal Officers City of Ope lousas-Raymond Breaux, Secretary City Democratic Executive Commit tee, Opelousas. The amount assessed against can didates for the various offices will be found in the minutes of the respec tive committees in this issue of the Clarion. Candidates who will not have filled their names, accompanied by assess ment levied against them by the res pective committees, by 12 o'clock of the night of October 27, 1907, for parish, ward and city, and Wednes day, November 6, for senatorial, will not appear on the ballot, and will not be voted for at the primary. Amounts paid newspapers for an nouncements must not be construed as a payment of this assessment. PARISH COMMITTEE MEETING. It was shortly after 12 o'clock when Chairman Dnbuisson called the lemocratic Executive Committee of St. Landry to order, and a bare quo rum answered first roll call, but mem bers came in fast and before the or der of business was called for nearly a full membership was present either in person or by proxy. While the committee was exquis itely harmonious, and the most lovely of Democratic spirit prevailed, the question of supremacy between the Wilkinson and Sanders adherents'in the committee was soon tested. In fact one of the first motions made by District Attorney Garland (Wilkinson) was opposed by Assessor Dossmann (Sanders). Mr. Garland called up the question of the vacancy existing in the third ward caused by the death of Mr. Anatole Arnaud, one of the ward menbers. Mr. Garland moved that the committee go into the election of a successor, which Mr. Dossmann at first opposed on the ground that the committee at a former meeting had declined to fill a vacancy, and he thought this established a precedent. The chair ruled that the matter was within the province of the committee to decide as to whether or not the vacancy should be filled, and Mr. Dossmann made no further objection and the motion of Mr. Garland pre vailed unanimously. Mr. Garland then placed in nomi nation the name of Dr. F. O. Pavy for committeeman from the third ward, and Mr. Dossmann nominated Mr. Louis D. Stelly. This was the test vote, and the Sanders adherents won the day by a vote of 9 to 7, and Mr. Stelly was elected. With Mr. Stelly, and a proxy held by Mr. Andrepont, who ar rived after the vote was taken, the line up of the day was 11 to 7 in favor of the Sanders people. The chairman, who did not vote on the test, is Wilkinson, which gave the Plaquemine man 8 votes. But, as we said before, this was merely a little family affair, and the best of feeling prevailed. SENATORIAL COMMITTEE. The Senatorial Committee met im mediately after the adjournment of the parish committee, and transacted their business in a rush. As the committee had not been or ganized, Secretary Loeb, of the old committee called the meeting to or der, and announced that the first bus iness was to elect a Chairman of the Fourteenth Senatorial Execntive Com mittee, composed of the parishes of Acadia and St. Landry. Judge Raymond T. Clark, of Aca dia, placed the name of Raymond Breaux in nominatipn for permanent Chairman, and there being no other nomination, Mr. Breaux was unani mously elected. Mr. Thos. R. Smith of Acadia, placed the name of Mr. E. L. Loeb in nomination for Secretary of the com mittee, and Mr. Loeb was likewise unanimously elected. The committee got through with their business in record breaking time. Senator Homer Barousse, who was in the audienee, immediately accosted the secretary and filed his name as a candidate for Senator, being the first candidate for any office to do so. CITY COMMITTEE MEETING. The meeting of the City Democrat ic Executive Committee at the court house at 4 o'clock that evening star ted the ball rolling in city politics, which had up to yesterday been as quiet as a summer day. The town campaign will have little time in which to shape up, however, and it is not expected that the field will be overrun with candidates. There are so far two aspirants for Mayor-the present incumbent and Mr. Mike Halphen. Marshal Hayes is yet enjoying the field to himself. Aldermanic postulants are few and far between, but as the game is young yet, there may be enough to satisfy the voter by the time the clock strikes 12 on the night of Sun day, October 27. PROCEEDINGS. PARISH DEMOCRATIC EXECUTIVE COM MITTEE. Opelousas. La., Oct. 17, 1907. The Parish Democratic Executive Committee met at the Court House at 12 M. today in pursuance to call with the following members present in per son or by proxy, viz: E. B..Dubuisson, Chairman; E. V. Barry; Edward Dar deau, proxy to L. J. Dossmann; M. D. Lewis; S. J. Gosselin, proxy to R. Lee Garland; R. Lee Garland; J. J. Thompson; J. T. Leger; G. DeKerle gand; E. G. Richard; Theodore Dou cet; J. G. Carriere, proxy to Yves Andrepont; Eloi Campbell, proxy to H. C. Campbell; B. S. Dossman; Se bastian Fontenot; Lucius Landrenean, proxy to D. L. Fontenot; A. W. De jean; J. J. Stagg. Quorum present. On motion of R. Lee Garland,. duly seconded and carried, the committee proceeded to hear nominations to fill the vacancy from the third ward caused by the death of Anatole Ar naud. Mr. Garland nominated Mr. Octave Pavy and Mr. L. J. Dossmann nomi nated Mr. Louis Stelly. Both mo tions were duly seconded and on the vote being taken Mr. Stelly received nine votes and Mr. Pavy seven. The Chairman declared Mr. Stel!y elected. On motion of Mr. L. J. Dossmann, duly seconded and carried, the follow ing resolution was adopted, viz: Be it resolved, by the Democratic Parish Executive Committee of the Parish of St. Landry, that the Demo cratic Primary election to nominate candidates for the offices of Sherliff and Ex-Officio Tax Collector, Clerk of Court, Coroner, Assessor, Four Repre sentative or Members of the Legisla ture, Two Police Jurors from the First ward and One Police Juror from each of the other wards, a City Judge from the First Justice's Ward and the usual number of Justices of the Peace and Constables for the other wards, and two members of the Par ish Committee from each of the Po lice Jury wards and five at large from the Parish, is hereby ordered and di rected to be held on Tuesday, -Janu ary 28, 1908; Be it further Resolved, that each and every per son desiring to become a candidate for any of the above officers shall file his Mritten notification with the Sec retal ' of this Committee in accor dance with the terms and conditions of Act 49 of 1906, and shall deposit with the Secretary at the time of the filing of his notification, the follow ing amounts, viz: The sum of $100 shall be deposited by every candidate for the nomina tion of Sheriff; the sum of $75.00 by every candidate for the nomination of Clerk of Court; the sum of $50.00 by every candidate for the nomination of Assessor; the sum of $25 by every candidate for the nomination of Cor oner; the sum of $10 by every candi date for the nomination of Represen tative; the sum of $2.50 by every candidate for the nomination of Jus tice of the Peace or Constable and $5.00 by every candidate for the nomination of City Judge. Members of the Parish Committe shall make no deposit. On motion of L. J. Dossmann, duly seconded and carried, the following resolution was adopted, viz: Be it resolved, That all persons of fering to vote in the forthcoming primary for Parish and Ward offices shall be required to have the same qualifications as those voting for the State officers. Mr. R. Lee Garland offered the fol lowing motion, which was duly sec onded and carried, viz: Whereas, the nominations close on Oct. 27th at 12 p. m., and Whereas, all candidates having no opposition are to be declared the nominees by this Committee; there fore, Be it resolved, That this Committee adjourn to meet on October the 28th, at the Court House, at 12 M. The Democratic Executive Com mittee of the Fourteenth Senatorial District met at Opelousas at the court house this day, with the following members present: From Acadia.-Thos. R. Smith, Raymond T. Clark, 0. Broussard proxy to R. T. Clark. From St. Landry-Robert Chachere, Raymond Breaux, Thos H. Lewis proxy to Robt. Chachere. The committee having been called for the purpose of organizing as well as to comply with the Primary Elec tion Law, the first business in order was organization. Raymond T. Clark, of Acadia, nomi nated Raymond Breaux, of St. Landry, for Chairman of the Senatorial Demo cratic Executive Committee of the Fourteenth Senatorial District. There being no other nomination, Mr. Breaux was declared elected. Mr. Thos. R. Smith, of Acadia, nominated E. L. Loeb, of St. Landry, for Secretary of the Senatorial Demo cratic Executive Committee of the Fourteenth Senatorial District. There being no other nomination Mr. Loeb was declared elected. On motion of Mr. Robert Chachere, of St. Landry, the following resolu tion was adopted: Be it resolved, by the Senatorial Democratic Executive Committee of the Fourteenth Senatorial District, that the Democratic Primary Elec tion for the office of Senator for the Fourteenth Senatorial District of the State of Louisiana, composed of the parishes of St. Landry and Acadia, and for six members of the Senatorial Democratic Executive Committee of the said Fourteenth Senatorial Dis trict, three from the parish of St. Landry and three from the parish of Acadia, is hereby ordered and di rected to be held on the 28th day of January, 1908. Further resolved, That each and every person desiring to become a candidate for any of the above offices shall file his notification with the secretary of this committee in ac cordance with the terms and condi tions of Act 49 of 1906, and shall deposit with the secretary at the time of filing of his notification the sum of $20. Mr. Clark, of Acadia, offered the following resolution, which was ad opted: Whereas, the nominations close on Wednesday, November 6, 1907, at 12 p. m., and Whereas, all candidates having no opposition are to be declared nomi nees by this committee; therefore,. CITY DEMOCRATIC EXECUTIVE COM MITTEE. Opelousas, La., Oct. 17, 1907. The Democratic Executive Commit tee of the City of Opelousas met at the courthouse at 4 o'clock this day for the purpose of complying with Act No. 49 of 1906 of the State of Louisiana. Present: Dr. R. M. Littell, Chair man; S. L. Hebrard, Raymond Breaux, Thos. H. Lewis proxy to R. M. Littell, Alphonse Reed proxy to R. M. Littell. On motion of Mr. Hebrard, the fol lowing resolution was adopted: Be it resolved, by the Democratic Executive Committee of the City of Opelousas, that the Democratic pri mary election for the following of fices for the City of Opelousas, viz: Mayor, City Marshal, five Members of the Board of Aldermen, and five members of the Democratic City Ex ecutive Committee, is hereby directed to be held on the 28th day of Jan uary, 1907. Resolved further, that the said Board of Alderman and the said executive committee members shall be elected one member from each of the four municipal districts of the City, and one at large, and that the said election be held at the four poll ing precincts located one in each of the four wards previously designated by the Board of Aldermen of the City of Opelousas. Resolved further, that each and every person desiring to become a candidate for any of the above offices shall file his notification with the Secretary of this committee in ac cordance with the terms and condi tions of Act 49 of 1906, and shall de posit with the Secretary at the time of the filing of his- notification the sum as follows: For Mayor $20; for Marshal $20; for Alderman $5. Resolved further, that said notifica tion and deposit shall be filed with the secretary on or before 12 o'clock of the night of October 27, 1907. Resolved further, that this commit tee adjourn to meet on Monday, Oc tober 28, at 3 o'clock, in the court house, at which time all candidates having no opposition will be declared nominees by this committee. Your name must be in the hands of the secretary of the proper committee by 12 o'clock Sunday, October 27. Your notification must be "written," and accompanied by the fee assessed against you by the proper committee, and a declaration that you are a duly qualified elector under the Constitu tion and laws of this State, and that you are a member of the Democratic party. You are advised to see to filing your notification at once, 'so that should there be any mistake in the amount of your fee, or the form of your notification, you will have time to correct it. Unless you are in pro per shape before the secretary when the clock strikes the hour designated, you will be "down and out" as far as your candidacy is concerned. Don't rely on anyone filing your application. You must make the ne cessary declarations yourself, and in writing. Your notification must contain the declaration that you are a duly qualfi ed elector under the Constitution and laws of this State, and that you are a member of the Democratic party. REMEMBER, and don't confuse the amounts you might have paid news papers for your announcement with the deposit required by the commit tee. That does not count for your deposit, and no matter whether or not you are announced in a newspaper, your name will not appear on the ballot unless you make the required deposit with the committee and com ply with the law. For Senator and member of the senatorial committee the last day is Wednesday, November 6, and for par ish, ward, and city officers the last day is Sunday, October 27, both at 12 o'clock at night. Senator Barousse and Dr. Lazaro have both qualified as canddidates for the Senate. It is said that Dr. Hom er Chachere, of Acadia, will make the race for this office, and we learn that friends of Dr. J. J. Stagg, of Eunice, are urging him to enter the field. Announcements. HOMER BAROUSSE. It is with pleasure that the Clarion directs attention to the announcement of Hon. Homer Barousse, of Acadia parish, as a'candidate for re-election to the office of Senator to represent the Fourteenth Senatorial District of Louisiana, composed of the parishes of St. Landry and Acadia. Senator Barousse has done valiant service as a Democrat-he has groon grey in the service of the party-and when we say Democrat, we mean the stamp-the-rooster kind. The party owes him more than it will ever be able to pay him. As an official he has been conscien tious, true and successful. He is in timately acquainted with and is highly esteemed by the big men of the State who influence the destiny of the coun try, his long service as Senator, and before that as the representative of the Democracy of his section in party conventions, having brought him close to them and his high type of integ rity and party fealty and soundness of discernment won for him their con fidence and friendship. It is for this reason that Homer Barousse is such avaluable man in the Senate and able to do his constituents full service. As a man at home he is the friend of the people in the true sense of the word, and it is impossible for a man to stand better in his community than does Homer Barousse. The people of the Fourteenth Sen atorial District can not afford to spare the services of Hon. Homer Barousse in the Senate. BUSSY S. DOSSMANN. Mr. Bussy S. Dossmann, one of the solid men of the Dossmann section of the 6th ward, and one of St. Landry's staunchest and most devoted party men, is a candidate for police juror of the 6th police jury ward, and an nounces himself in this week's Clarion. Mr. Dossmann is a native of that section, where he has lived all of his life, and where he is thoroughly iden tified. He received his education in the public schools of that section and at the St. Charles College of Grand Coteau, and is endowed with more than the ordinary native ability and acumen. He is engaged in the mer cantile and saw mill business, and is counted one of the prominent men of the parish. He is at present member of the Parish Democratic Executive Committee from the 6th ward, the only office he has ever held, although he has been a fighting party man since majority. H. D. COURTNEY. Mr. H. D. Courtney announces his candidacy for member of the Police Jury for the Sixth Ward of St. Lan dry parish, iii this issue of the Clarion. If the voters of the 6th ward should return Mr. Courtney to the parish legislative halls, he would be no stranger to the duties of the office. He has served in that capacity before, and we are informed he was a mem ber of the jury that first appropriated a dollar for public schools in St. Lan dry, and was a member of the jury that established cash payments for public debts and of the one that re duced the existing debt from forty nine thousand dollars to six thousand dollars in one term without raising taxation, and at a time when the re venues of the parish were not half what they are to-day. Mr. Courtney is a life-long Demo crat, having stood up for Democracy when the party was in sore need of friends and champions Mr. Courtney is educationally and intellectually competent to fill the position of police juror. C. F. WQOODS. Mr. C. F. Woods, one of Waxia's splendid and enterprising young men, announces his candidacy for the office of Police Juror of the Fourth Police Jury Ward, and on last Thursday he was one of the first to qualify with the secretary of the Parish Executive Committee. Mr. Woods is a native of that sec tion, and therefore thoroughly ac auainted with its needs and condition. He was born on July 27, 1871, and received his education in the public schools of the neighborhood, finishing in Evans' Commercial College. JOHN W. WALKER. The announcement of Mr. John W. Walker as a candidate for member of the Police Jury from the Sixth Ward of the Parish of St. Landry ap pears in the proper column. Mr. Walker is a successful young merchant and business man of Turkey Creek, who, by his correct private character and business probity has won the high esteem and unqualified confidence hf his entire section. He is a prominent young Democrat of that country, and worthy of con sideration at the hands of the voters of the sixth ward. Grand Coteau. Miss Louise Larue returned to her home in New Orleans last week, after several months spent here, the guest of Dr. T. T. Tarlton. Dr. Ike Littell and sister, of Opel ousas, were in town Sunday. Mrs. J. J. Barry and family return ed from Jeanerette on Monday. Mrs. V. M. Casse came in Sunday from an extended trip up North. Mr. Lucius Castille and family, of Opelousas, were the guests of Mr. F. A. Barry on Sunday. Mrs. E. V. Barry and son, Law rence, left Sunday for New Iberia. Miss Blanche Mizzi, of Opelousas, was in town Saturday, on her way to Arnaudville, where she will teach this session. Mr. J. J. Barry and family spent Sunday in Lafayette. VIOLET. The citizens of the neighborhood of Lawtell, the new town on the Fris co, met last Wednesday night and rais ed $600 for the purpose of building a cotton warehouse at that point. The meeting was a rousing one, and it is expected that the balance of the amount necessary will be raised within the next few days, and a cot ton warehouse at Lawtell will loom up in the near future.
