Smoot, superintendent of the Juve nile Protective Association drew a hant picture of the fashion's destruction o1 girls in his annual report which he read in the presence of 500 interest ed women in the rooms of the Chicage Women's Club. Modern gowns he pronounced tc be potent causes of delinquency among girls and young women who have come within the scope of his investigations during the last year. He suggested the appointment of a committee to wait upon the designers of woman's wearing apparel and de mand a radical change of fashion. His attack upon the "foolish fash ions" of the day was uncompromising, and there was no tremble of the ac cusing finger he pointed at the foibles he holds responsible, in part, for the necessity of the organization of which he is the head. A silence which was painful be cause it was so apparent, was the only applause which greeted his declarations. "rhe vanity of girls and young women and their desire to wear gar ments cut in the extreme of fashion is a frequent cause of their fall," said Attorney Smoot. "A girl is con. scions of a pretty appearance and the vanity leads to her acquaintence with men and boys of whose existence she would not learn otherwise. The ex treme fashions of the day is among the causes of objectionable friendship between young men and women. Much interest is felt here in the outcome of a sait recently filed in the District Court at Crowley to setaside the collection of the special tax voted in aid of the Opelousas, Gulf and Northeastern Railroad, upon the ground that the road has never been built upon the proposed route. It was projected to ran 'south from Crowley to Abbeville and the Gulf at Southwest Pass of Vermilion Bay, and the town of Abbeville voted a special tax of ive mills in aid of the road, which tax does not expire until June, 1910.
