Gentlemen: I beg to report that I have re eeived from the 1st of September 1913, up to the 30th of Septem bea 1913, four prisoners to work out their fines on the streets, to-wit: Total time work ed, seven and one half days. I have worked one hundred and sixty squares of streets, have put in four new wood street bridges; eight new foot bridges; hauled eighteen loads of dirt on streets; sprinkled streets two days; hauled a lot of material for the power house; the five city mules are in very good condition Respectfully submitted, M. Gentlemen: We the undersigned property owners, abutting South side of Vine Street between the main line of the Morgan's Louisiana and Texas Railroad and Steam ship Co., on the East, and Veazie Avenue on the West, respectful ly petition your Honorable Board to have a concrete sidewalk con struction along said Vine Street, on the South side, between the points named, in accordance with the provisions of Act No. 147 of the General Assembly of the State of Louisiana for the year 1902, said walk to be four (4) feet wide, and not to cost more than sixty cents per front foot to the property owners. Motion duly seconded and carried. Motion by Mr. Danel That the Board proceed to open bids on the gravel proposi tion. Motion duly seconded and carried. The bids were received on the Gravel Proposition, one from H. T. Clark and the other from the Texas Grading Co. These hay ing been oped and read were refered to the City Engineer for computation. Clark for 9i cents per square yardI consid er too high. hbid of the Texas Grading Co. for 6S cents per square yard for paving, a nd 50 cents per cubic yard is mean sistent with specifications and without terms of payment. Motion duly seconded and car ried. Motion by Mr. Danel That the Board proceed to open bids on Fire Alarm System. Motion Duly seconded and carried. Two bids were received on the Fire Alarm System Proposition, one from the Gaimewell Fire Alarm Co. for $4,880.00, and one from the Star Electric Co., for $3525.00, these having been opened and read were refered to the Committee on Fire Alarm System, composed of Messrs. Loeb, Jones and A. S. Brown for computation. Opelousas, La. Oct. 7th. 1913. To the Honorable Mayor and Board of Aldermen, City. Gentlemen: The undersigned members of the committee appointed by you to look into the question on the Fire Alarm System, wish to report that we have carefully considered the two bids submit ted, and consider that the best bid submitted is that of the Gamewell Fire Alarm Co. for $4880.00 for the following rea sons:-In our opinion the appa, ratus offered by them is of high er grade and the terms are more acceptable in the City's Finan eial eondition. I disagree with the majority, that this contract should be giv en to the highest bidder, taking it that no publie Board has the right to award a contract for public work to the highest bid der-,unless it be shown onclus ively that theelowest bidder is iesponsibe and not capable- of carrying out his pert of the con tract, which has not been shown in this instance. The difference in terms of payment reoired by both bidders is justifi by the difference in prime.
