Clark of Alexandria, La., as set forth in the preamble hereof, be and it is hereby approved, ratified and confirmed. Second. That the Mayor be and he is hereby authorized to enter into a contract with said H. T. Clark to pave in the order named the following streets of the City of Opelousas under said duly accepted bid, and in accord ance with said plans and speci fications, until 40,000 square " yards of pavement shall be laid, Landry street from Market street týo Bullard avenue; tandry street from M ain *treet to academy street; Main street from Littell street to Church street; Main street from Landry bfr to South street; ut.h street from Main street tolb s4 treet; l7 on street from South street to South Corporation line; Bellevue street from Market street to Southern Pacific Rail road Right-of-way; Railroad Avenue from Belle vue street to Chaney street; Court street from Bellevue street to Chaney street, and Grolee street from Southern Pacific Railroad Right-of-way to eastern corporation limit. Third. The said contract shall be made and entered into in pur suance to the provisions of act Act 241 of 1912, found at page 587 of the official acts of the State of Louisiana for said year. and shall call for first class work to be executed strictly in accord ance with the aforesaid plans and specifications. Fourth. That the cost of said pavement shall be paid for in the proportions established by said Act 231 of 1912, to-wit: The city shall pay the entire cost of pays ing the intersectiono of all street and the remainder of the cost of said pavement shall be paid one third by the city, one-third by the abutting proprietors on one side of each street to be paved, and one-third by the abutting proprietors on the opposite side of each street and said cost to be distributed according to t h e front foot rule, provided that should any of said street be oc cupied by a railroad track or tracks, the owner of said track or tracks shall pay such propor tion of the entire cost of paving the streets so occupied, includ ing intersections, as the area oc eupied by said track or tracks, bears to the entire area of said streets, and the balance of the cost shall be borne by the city and abutting proprietore in the proportions hereinabove set forth when no portion of the street is occupied by the track or tracks of any railroad. Fifth. . Sixth- That owing to the fact that said H. T. Gentlemen: I beg to report that I have received from the first of Octo ber, 1913, up to the 31st of Oct., 1913, eight prisoners to work out their fines on the streets, to-wit: Total time work ed, thirty-one days; I have worked one hundred and thirty-two squares of streets; hauled fifty-five loads of dirt on streets; put in fourteen new wood street bridges, eleven new foot bridges; cleaned out Bayou Tesson and Rawls Gulley: patched a number of bridges on streets. Hyams was the only person to submit a bid for said work; and Whereas, the said bid is in conform ity with the plans and specifications heretofqre adopted by this Board, and otherwise satisfactory; therefore be it Resolved, that the bid of the said R. W. Hyams, for haid pavement construc tion, be and the same is hereby ac cepted, and the contract for said work awarded to him; and be it further Resolved, that the Mayor be and he is hereby authorized to formally enter into said contract with the said Hyams for said pavement construction, in con formity with the plans and specifica tions heretofore adopted by this Board. The following resolution was offered by Dr. Shaw: That the City Engineer's compensa tion for services rendered and to be rendered in connection with street im provement work, be and is hereby fixed at five per centum on cost o# such work; and that the Mayor be and he is hereby authorized to issue war rants from time to time to the City En gineer in payment of such services. Seconded by Mr. Dunbar. Yeas: Shaw, Blacksher, Danel, Stel ly and Dunbar. Nays: None. Resolution unanimously adopted. Motion by Mr. Blacksher That the Mayor be authorized to draw against the License Funds to cov er payrolls for street labor. Motion d seconded and carried. Motion by.Mr.Duubai That the Sewerage Board be request ed to require all abutting property own ers on Landry stl heh it is to be paved with wood blocks,-to make their sewerage connections to their property line by Nov. 20th, 1913; all property owners on Bellevue street to make said connection by Nov. 25th, 1913; on Court street by Dec. 1st, 1913; and on Main street by Dec. 10th, 1913, and that the City Enineer and the Superintendent of, the ter ond Light Plant and Sew erage Aervice, be appointed as a com mittee to present a copy of this resolu tion to said Sewerage Boardr and to co operate with them in the enforcement of same. Motion duly seconded and carried. Motion' by Mr. Danel That the City Clerk be authorized to accept as full payment of the amount due by estate of C. T. Bienvenu 55 1-2 percent of said account, the said estate having been settled on this basis. Mo tion duly seconded and carried.
