J SCHOOL BOARD PROCEED INGS . Op~lousas, October 16th, 1915. The Parish Board of School Directors of the Parish of St. Landry, Louisiana, met in spe cial session pursuant to ad journment. Present: Dr. O. P. Daly, President, J. A. Per kins, H. D. Larcade, .Jr., E. J. Andrepont, R. L. Hawkins, Dr. L. J. Williams, Dr. A. C. Du rio, Arthur Fogleman, W. B. Baker, J. W. Lyman and a quorum. On niotion of Mr. Lyman the reading of the minutes of the last meeting was dispensed with and the minutes as pub lished were adopted. On motion of Mr. Fogleman it was resolved to repeal the resolution passed on April 19th, 1913, creating and de fining School District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, La., and to create a new school district in its stead to be known and designated as School Dis trict No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, La., and to be de fined and bounded as follows, to-wit: Beginning at the south-west corner of Section 17 in T-3-S, R.-4-E., and running due North one and one half miles to the half Section line of Section 8, T-3-S., R-4-E.; thence running due west along the center line of Section 7, T-3-S., R.-4-E., and Sections 11 and 12, T-3 S., R-3-E, to the west center line of Section 11, T-3-S, R-3 E; thence running due north two and three quarter miles 1 to a point one quarter of a mile north -of the southwest corner of Section 26, T-v2-S, R-3-E.; thence running due east six miles to a point one I quarter of a mile north of the southeast corner of Section 27, T-2-S., R-4-E; thence running due south to Bayou Waxia, being where it crosses the east line of Section 35, T-3-S, R-4 E.; thence running in a north westerly direction, following the sinuosities of Bayou Waxia until it strikes the south line of Section 17, T-3-S, R4-E.; · thence running due west along the south line of said Section to point of beginning. The terri tory embraced in said district containing twenty-five and one quarter square miles. Mr. Fogleman then intro duced the following ordi nances and moved thei adop tion: s Ordinance No. 2. AN ORDINANCE. Ordering a special election to be held in School District I No..4 of the 4th Police Jury Ward of the Parish of St. Lan dry, La., for the purpose of submitting to the qualified electors and property tax-pay ers of school district the question of the levy of a spe cial tax of five mills on the dol lar, annually, for *a period of thirty years, beginning with the year 1916, for the purpose of providing 'additional aid for the public schools in said school district; Section 1. Be it ordained by the Parish Board of School Directors of the Parish of St. Landry, Louisiana, That a spe cial election' be, and is hereby ordered to be held in School District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, La., on the 27th day of November, 1915, for the pur pose of submitting to the qual ified electors of said school district entitled to vote thereat the question of a levy of a special tax of five mills on the dollar on all property in said school district subject to state taxation, for a period of thirty years, beginning with the S ear 1916, the proceeds of the said tax to be used in giving addi tional aid to the public schools of said school district. Section 2. Be it further or dained, That the $lcretary of the Parish Board oftchool Di rectors, be, and he is hereby ordered to cause to be pre pared for use at the said elec tion the tally sheets, lists of qualified electors, assesse.a val uation of property, blank statements for the compila tion of the vote, in number and amount, and other election blanks that may be required for the purpose of holding the said election, to cause the same to be placed in the ballot boxes for use at the respective precincts, and to make provis ion for the transmission of the ballot boxes to the precinct at which the election is to be held. Section 4. Be it further or dained, etc., That the precinct or -polling place for the said election shall be Morrow, La., and the following three com missioners and clerk of elec tion are appointed to said poll ing place: B. M., on the 29th day of November, 1915, for the purpose, in open session, of examining and counting the ballots, canvass ing the returns and declaring the result of said election. Section 6. Be ;+ further or dained, etc., That the Presi dent of the Parish Board of School Directors be, and he is hereby instructed to gixe pub lic notice of said election by proclamation to beh duly ptib lished according to law, in the following focr l: PROCLAMATION. Pursuant to a resolution passed by the Parish Board of School Directors of the Parish of St.- Landry, Louisiana, at its special meeting held on the 16th of October, 1915, I, Oliver P. Daly, President of said Parish Board of School Directos, hereby give notice that, in compliance with said resolution, a special election will be held in School District No. Four of the 4th Police Jury Ward of the Parish of St. Lan dry, Louisiana, on the 27th day of November, 1915. for the purpose of submitting to the property taxpayers qualified under the Constitution and Laws of the State of Louisiana to vote at said election, the following proposition, to-wit: To levy a special tax of five mills on the dollar on all the property in School District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, Louisiana, subject to State taxation, annually, for a peri l od of thirty years, beginning with the year of 1916, for the purpose of giving additional aid to. the public schools of said school district. For the purpose of said spe cial election the polling place will be Morrow, La., and the following commissioners and clerk of election at said poll ing place have been appointed to serve at said election: B. S. Haw, Ed. Morrow, C. F. Foster, commissioners, H. E. Lowery clerk. At said special election the polls will open at seven o'clock A. M. and close at five o'clock P. M., and the election' will be conducted in accordance with the laws applicable thereto. Notice is also given that at 12 o'clock A. M., on the 29th day of November, 1915, the said Parish Board of School Directors of the Parish of St. Landry, Louisiana, will meet at Opelousas, Louisiana, and in open session proceed to open the bailot boxes, exam ine and count the ballots in number and amount, examine and canvass the ·iturns, and declare the result of said spe cial election. Be it further or dained, etc., That the special election herein provided for shall be held and conducted and the returns thereof shall be made under the provisions of Act 256 of 1910 and amend ments thereof, and such other laws as may be auplicable. Ordinance No. 3. AN ORDINANCE Ordering a special election in School District No. Four of the 4th Police Jury Ward of the Parish of St. Landry, Louis ia'na, for the purpose of'sub mitting to the qualified elec tors of said school district the question of a bond issue of Ten Thousand dollars ($10, 000.00), the proceeds of said issue to be used to procure a site and provide for the erec tion and equipment of a school building at Morrow, in Schoonl District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, Louisiana; and, ' Whereas, It is the voluntary will of this body to call the election hereinafter provided for, and Whereas, Article 281 of the Constitutions of 13S8 and 1913,and Act 256 of the Legis latu of 1910. as amended by ACt98 of 1912, declares the School Board of the Parish oft St. Landry to be the governing authority through which the said school district may incur debt and issue negotiable bonds for such purposes when so authorized at an election to be held in the said district; and, Whereas, the assessed valu ation of the said district amounts to Two hundred and thirty-eight thousand two hun dred and seventy dollars,: ($238,270.00) and the exist ing bonded indebtedness incur red under Article 281 of the Constitutions of 1898 and 1913, amounting to Nothing dollars ($0 0 0) added to the proposed indebtedness does not exceed the Constitutional limit of ten per cent of the as4 sessed valuation; and, Whereas, the special tax necessary to be levied annual ly to extinguish the proposed indebtedness will approxi mate five mills, which added to the existing special taxes annually levied under Article 281 of the Constitutions of 1898 and 1913, to extinguish indebtedness incurred under said Article wil not exceed the Constitutional limit of ten mills per annum on the dollar of as sessed valuation of the proper ty of said district; now there fore, Section 1. Be it ordained by the Board of School Directors of the Parish of St. Landry, in lawful session convened, That an election shall be, and is is hereby called to be held in the said School District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, Lou isiana, on the 27th day of No vember, 1915, at which elec tion the majority of the prop erty taxpayers of the said dis trict, in number and amnount, eligible to vote and voting shall determine the Proposition to i-n c u r debt and issue bonds of the said School District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, Lou isiana, to the amount of ten thousand dollars ($10,000.00) to run for a period of twenty years, b'earing interest at the rate of five per cent per an num, payable annually; the funds thus derived to be used for the purpose of. procuring a site and provide for the erec tion and equipment of a school building at Molrow in School District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, Louisiana. Section 2. And said notice shall furth er recite that on Novembe 29th, 1915, the first legal da Ifollowing said election, at 12 o'clock M.. the Parish Board of School Directors will meet at the office of said board, ii said parish, and there in open session open the ballot boxes, examine and canvass the r turns and declare the result of said elections and promul gate the same. Pursuant to authority con tained in Ordinance No. of the Parish Board of School Drectors of the Parish of St. Landry, of date the 16th day of October, 1915, I, Oliver P._ Daly, President of said body, hereby give notice that an elec tion will be held in School District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, Louisiana, on the 27th day of November, 1915 as set forth in the following abstract of said ordinance: Section 1. Be it ordained by the School Board of the Par ish of St. Landry, Louisiana, in lawful session convened, That an election shall be and is hereby called to be held in School- District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, Louis, iana, on the 27th day of No vember, 1915, at which elec tion the majority of the tax payers of said district, in num ber and amount, eligible to vote and voting, shall deter mine the. Proposition to incur debt and issue bonds of the said School District No. 4 of the 4th Police Jury Ward of the Par ish of St. Landry, Louisiana, to the amount of ten thousand dollars ($10,000.00), to run for a period of twenty years, bearing interest at the rate of five per cent (5 per'cent) per annum, payable annually, the funds thus derived to be used for the Purpose of procuring a site and to provide for the erec tion and equipment of a school building at Morrow in School District No. 4 of the 4th Police Jury Ward of the Par ish of St. Landry, Louisiana. The said election shall be held at Morrow at the usual polling place, and the follow ing commissioners and clerk of election are appointed to said polling place: B. S. Haw, Ed. Morrow, C. F. Foster, com missioners; H. E. Lowery, clerk, each being a registered voter. Notice is hereby further giv en that on the 29th day of No vember, 1915, the first legal day following such election, at 12 o'clock M., the Parish Board of School Directors will meet at the office of said body, in said Parish, an there in pub lic open session, open the bal-r lot boxes, and examine and canvass the returns, and de clare' the result of -the elec tiori and promulgate the same. On motion of Mr. Hawkins, one hundred and fifty dollars were appropriated out of the money to be realized from 'the sale of timber in the Third Ward for the purpose of pay ing Dr. G. Richard for the land belonging to him and now used as a portion of the school site at Leonville, and the Pres ident of this Board was au thorized to accept title to said piece of land from Dr. G. Rich ard. On motion of Mr. Lynman it was resolved that the Board confer authority on him to per mit Mr. - Lavergne to rea pair and live in the abandoned school building near Eunice known as Olibe Manuel school, said term of occupancy to be for no definite period, but to be limited solely by the suffer ance of this Board.
