AN ORDINANCE, NO. 1, OF 1916 Providing for the levying of licens tax upon all persons, associa tions of persons, firms or copora tions, conducting the business o liquor dealers within the cor porate limits of the Village o Port Barre, La., for the year 1917, grading same and providing' penalties for violation hereof. Section 1. Be it ordained by the Mayor and Board of Aldermen, Vil lage of Port Barre, La., that there shall be and there is hereby fined up on all persons,, firms corporations or associations of persons engaged in the retail liquor business for the year 1917 the following license, to-wit: Class A. When the gross annual receipts shall be one hundred thous and dollars and over seventy-five thousand dollars, the annual license shall be three thousand dollars. Class B. When the gross annual receipts shall be seventy thousand and over forty thousand, the annual license shall be two thousand dollars. Class C. When the gross annual receipts are less than forty thousand dollars the annual license shall be eght hundred dollars. Provided that no license shall be issued under this ordinance for less than eight hundred dollars, except as provided by existing state laws, to dealers m malt and vinous liquors. Section 2. Be it further ordained, that all ordinances or parts of ordi nances in conflict herewith, or con trary hereto, be and the same are, tution and aw an par ticularly of Act 136 of 1898 and laws mandatory thereto. By virtue of a judgement render ed by the Honorable B. H. Pavy, Judge of said Court, bearing date of November 10, 1916, and in pursuance of a commission to me directed by Hy. Lastrapes, Jr., Clerk of Court, there will be sold by the undersigned auctioneer for the purpose of effecting a partition, at public auction, to the last and highest bidder, at the principal front door of the Court House, at Opelousas, St. Landry Parish, Louisiana, on Saturday, December 30, 1916, at 11 o'clock a. m., the following described property, to- wit: A certain tract of land containing thirty-five and 32-100 (35.32) arpents, situated near the City of Opelousas, Parish of St. Landry, Louisiana, bounded on the noath by Conklinn, and Colorado Southern, New Orleans and Pacific Railway Company, south by continuation of Boagni Avenue or Grolee Street, east by Conklin and B. The following ordinances were passed by the mayor and board of aldermen of the town of Melville, La., in regular session convened: ORDINANCE NO. 58 To provide an annual revenue for the Town of Melville, La., for the year 1917, by levying an annual tax upon allproperty situated in the corporate limits of the said town not exempt from taxation under the laws and constitution of the state, for the 1917, and pro viding for the enforced collection of the same; and to provide for the payment of electric light bonds maturing during the year 1918 and the interest on bonds during said year, by levying a special tax for the year 1917 up on all property situated in the corporate limits of the said town not exempt from taxation, and providing the manner of enforc ing collection of same. Section 1.-Be it Ordained by the Mayor and Board of Alederment of the Town of Melville; La., That for the year 1917 there is hereby levied a tax of ten mills on the dollars of the assessed valuation of all prop erty situated within the corporate limits of the said town, except such as is exempt from taxation under the constitution and existing laws of the state. Section 2.-Be it further Ordained, etc., That there is hereby levied on all property in the said town of Mel ville, La., subject to taxation by the said town a special tax of eight mills on the dollar of the assessed value for the year 1917 for the purpose of pay ing principal and interest of the electric light bonds maturing during the year of 1918. Section 3.-Be it further ordained etc., That said special tax, when col lected, shall be applied first to the payment of principal and interest of said bonds maturing during the year 1918, and any sum remaining shall constitute a sinking fund and be held separate and apart from all other funds of the said town for the pur pose of paying principal and interest of bonds thereafter maturing. Section 4.-Be it further ordained, etc,. That the taxes hereby levied %hall be due and payable at the office of the town tax-collector as soon as the tax roll of said town shall have been completed and filed in the office of said town tax-collector and after this ordinance shall become effective. Section 5.-Be it further ordained, etc., That noforced collection of taxes due upon movable or immovable prop erty shall be made before the time or date set apart for the forcible col lection of state taxes. That this ordinance shall take effect from and after its promulgation. Section 7.-Be it further ordained, etc., That all ordinances, or parts of ordinances, in conflict herewith, or inconsistent to this ordinance, be and the same are hereby repealed. ORDINANCE NO. 59 An ordinance to license the business of conducting a bar-room, cabaret, coffee house or other place where alcoholic or intoxicating liquors or medicinal preparations of any kind, sold directly or less than five gallons. Section 1. - Be it ordained, by the Mayor and Board of Aldermen of the Town of Melville, La., in reg ular session convened, That every person or persons or otherwise who shall engage in the business of con ducting a bar-room, cabaret, coffee houses or other places where alco holic or intoxicating liquors or me dicinal preparations of any kind sold directly or indirectly of less than five gallons, the minimum license for the year 1917, and each subsequent year thereafter, unless otherwise changed, shall be eight hundred dollars ($800). Section 2..Be it further ordained, etc., That all applications for licenses for the above business shall be made in strict compliance with the statute of the state of Louisiana under the act known as the Gay-Shattuck act, and not otherwise. Section 3.-Be it further ordained. etc., That no half-license be issued under this ordinance unless upon the full payment of the ful-year's license herein provided for. Section 4.-Be it further ordained, etc., That all persons or otherwise who shall obtain a license to conduct the above 'described business shall comply strictly with all the provisions of the Gay-Shattuck law now in scribed upon the Revised Statutes of the state of Louisiana, and not other wise. Section 5.-Be it further ordained, etc., That all ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed and that this ordinance shall take effect from and after December 31, 1916. An ordinance for the levying and col lecting of Town Licenses. Section 1.-Be it ordained by the Mayor and Board of Aldermen of the Town of Melville, La., in regular ses sion convened, That the license laws of the state of I ouisiana now in force shall in so far as applicable, be the license ordinance of the town of Melville, La., for the year 1917, and each subsequent year thereafter, un less otherwise changed. Section 2.-Be it further ordained, etc. That this ordinance shall take effe t from and after December 31, 1916. Section 3.-Be it further ordained, etc., That all ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. ORDINANCE NO. 61 An ordinance regulating the license of pool and billiard tables in the Town of Melville, La. Section 1.-Be it ordained by the Mayor and Board of Aldermen of the Town of Melville, La., That all per son or persons or companies or cor porations or otherwise operating a pool or billiard table or tables in the town of Melville shall pay an annual license of five dollars ($5.00) for each table. Section 2.-Be it further ordained, etc., That any person or persons, com pany, corporations or othewise violat ing the provisions hereof shall be fined not less than ten dollars nor more than twenty-five dollar$ and costs of court, and imprisonment, at the discretion of the mayor. Section 3.-Be it further ordained, etc., That all ordinances or parts of ordinances in conflict herewith are hereby repealed. ORDINANCE NO. 63 An ordinance authorizing the mayor to contract a loan of ($250.00) hundred and fifty dollars with the Merchants and Farmers Bank of Melville, La., for the following purpose: To pay expenses of furthering the interest of the cit izens of Melville and vicinity in the Jefferson Highway, and pro viding for the payment of the, same, by anticipating the excess of the city's revenues over and above the necessary, usual and statutory charges. 1.-Be it ordained by the Mayor and Board of Aldermen of the Town of Melville, La.,. That in view of obtaining the Jefleson Highway through these efforts,{ the mayor be and he is hereby authorized and em lowered to borrow from the Mer chants and Farmers Bank of Melvil the sum of two hundred and fifty 4* lars ($250.00), to be used in part O whole for the above stated purp and to represent which he is ft authorized to execute by ..nd on half of the town of Melville a pro sory note in favor of said bank, able twelve months from date, ing eight per cent per annum inte est from maturity until paid, and contain other usual clances.
