The police jury met in regular sesion this third day of March. 1919, with the follow ings members present: Dr. F. O. Pavy, president, presiding; and Messrs. St. Cyr, Larcade, Mills, Dailey,Greig, Catlett, W F Brown, Martin, Sylvestre, De eoan, McCoy. The commission of Mr. Jules P. Pitre was presented to this body as a member from the first ward of this parish, vice J. S. Evans, resigned; and upon motion of Mr. Mills said member was duly recognized and seated. Motion by Mr. Mills Resolved, that a committee of two, with the chair, be appointed to investigate into the bids this day submitted on the $50. 000.00 road district bonds of the first road district of the sixth police jury ward, and also the $75,000.00 road district bonds of the third road district of the fourth police jury ward and report to this body at this meeting. Motion carried. Chair appointed Messrs. Dailey and Mills. Mr. R. L. Mills offered the following or dinance, seconded by Mr. F. P. Martin, to-wit: AN ORDINANCE Be it ordained by the police jury of the parish of St. Landry, in regular session con vened Section 1-That in pursuance to the con stitution and laws of the state of Louisi anea a road district be and hereby is created within said parish, to be known as "Road District No. Eleven of the Parish of St. Landry." Section 2-That said road district shall comprise the folowing teritory, to-wit: All pt the first police jury ward of said parish and all that portion of the fifth police jury ward of said parish lying west of Bayous Coeodrie and Courtableau and south on a line beginning at the intersecting of the Bayou Carron with the parish of Evangeline line, thence down said bayou to the corpor ate limits of the town of Washington, thence along the northwest boundary of said town to its intersection with Bayou Courtableau. To the Honorable President and Members of the Police Jury: Gentlemen--We, your committee appoint ed to examine into the bids submitted this day, for the $75,000.00 road district bond issue of the third road district, fourth police jury ward, and the $50,000.00 bond issue of the first road district of the sixth police jury ward, beg leave to report that after a careful examination of the bids submitted, we, your committee, recommend that all of said bids be rejected, and that the president and clerk of this body be instructed to re advertise for the sale of said bonds. Motion by Mr. McCoy Be it resolved, that the report of commit tee appointed to examine the bids submit ted on bond issues of the first road district sixth police jury ward and the third road district of the fourth police jury ward, be re ceived and accepted and that all bids be re jected, as per committee report, and that the president of this body be and he is hereby authorized to readvertise the sale of said bonds; resolved further, that the commit tee be discharged. Motion carried. Motion by Mr. J. T. St. Cyr, that a com mittee of two be appointed with the clerk, to canvass the returns of the election held on Tuesday. February 18, 1919, in the eighth road district, fifth police jury ward of St. Landry parish. Motion carried. Chair apointed Messrs. St. Cyr and Syl vestre. A committee composed of Mesrs. J. T. Catlett, the report of committee on the canvass of the returns of said road tax election in the eighth road district, fifth police jury ward, was received and accepted and an ordinance ordered draft ied in accordance therewith, and the promul gation of said election be published accqrd ing to law. Motion carried. Mr. A. Sylvestre offered the following or dinence, seconded by Mr. J. E. Dailey, to-wit: AN ORDINANCE Whereas, on Tuesday, the 18th of Febru ary, 1919, an election was held in road dis trict No. Eight (8) of the parish of St. Lan dry, to determine the following propositions, to-wit: First-To incur debt and issue serial ne gotiable coupon bonds of said road district to the amount of eighty thousand dollars, ($80,000.00), to run for periods of from one (1) to thirty (30) years, bearing interest payable semiannually at the rate of five per cent ,(5%) per annum, for the purpose of constructing permanent public roads and bridges in said road district and particularly a link of the proposed Evangeline Highway, starting from a point on the line of division between the parishes of St. Landry and Avoyelles, near Gold Dust, and running in said district near or through Barbreck, Whiteville. Dubuisson, Garland and Beggs, to Washington, title to which said public roads and bridges shall vest in the public: said public roads and bridges to be con structed under the direction and supervision of the state highway department and with the financial assistance of the state of Louis iana and of the United States, if such assist ance be obtainable. Second-To levy a special yearly tax of one (1) mill on the dollar on all taxable property within said road district for five (5) years, beginning with the year 1919, for the purpose of aiding the police jury of the parish of St. Landry in its legal duty of maintaining 'the public roads and bridges of said road district; and. Whereas, the returns of said election were duly canvased by the police jury of the par ish of St. Landry, according to law and no tice to that effect given on the 7th day of January, 1919, and the result of said election was declared to be that said propositions had been carried unanimously by a vote of sev enty-two (72) in number and two hundred and twenty-nine thousand three hundred and eighty-five dollars ($229,385.00) in amount. Now, therefore, be it ordained by the po lice jury of the parish of St. Landry, in reg ular session convened, that said propositions having been carried at said election, the re sult thereof shall be promulgated by the president and clerk of this police jury by publication of one issue of the official jour and under their respective signatures, and this shall be their authority for so doing. The foregoing ordinance was duly read and considered and a majority of the mem bers elect being present, voted as follows, to-wit: For-Messrs. J. T. St. Cyr, J. P. Pitre, R. L. Mills, J. E. Sylvestre Resolved, that the clerk of this body be and he hereby is instructed and directed to communicate with the state highway depart ment to ascertain when said department can locate that portion of the Evangeline High way, between the Avoylles line and Washing ton, and prepare plans and specifications for said highway in accordance with the rules and regulations of said department for state highways, and also to ascertain what would be the approximate cost of said loca tion and plans and spcifications. Motion carried. Mr. K. T. Catlett offered the following or dinance, seconded by Mr. Wm. Rushing, to-wit: AN ORDINANCE Be it ordained by the police jury of the parish of St. Landry, in the state of Louisi ana, in lawful session duly assembled, that the form of bond contained in Section 3 of an ordinance authorizing the bonds of the second road district of the fourth police jury ward of the parish of St. Landry, adopted October 2, 1916, be and the same is hereby amended so as to read in substantially the following form: UNITED STATES OF AMERICA, STATE OF LOUISIANA, PARISH OF ST. LANDRY NO.- $1,000 Bond of the Second Road District of the Fourth Police Jury Ward, Parish of St. Landry, State of Louisiana Know all men by these presents, that the second road district of the fourth police jury ward of the parish of St. Landry, Louisiana, a political subdivision of the state of Louis iana, acting through its governing author ity, the police jury of the parish of St. Lan dry, for value received. hereby promises to pay to bearer on the first day of - one thousand dollars lawful money of the United States of America, with interest thereon at the rate of five l5) per cent per annum from the first day of January. 1917. payable semi-annually on the first day of January and the first day of July in each and every year upon presentation and sur render o; the coupons hereto attached, as same shall mature. The said principal and interest on said bonds being payable at the office of the treasurer of the said road district, at Ope louses, La., in said parish of St. Landry, or at the National Park Bank in the city and state of New York, at the option of the hol ders or purchasers. This bond is one of a series of seventy five bonds of the denomination of $1,000 each. and numbered from one (1) to sev enty-five (75), inclusive, issued by the sec ond road district of the fourth police jury ward of the parish of tS. Landry, state of Louisiana, as representing an indebtedness incurred and to be incurred in the construc tion and maintenance of public roads and bridges in said road district, and issued in accordance with the provisions of Article 281 of the constitution of the state of Louis iana, adopted in 1898 and 1913, and Act No. 256 of the general assembly of the state of Louisiana for the year 1910, as amended Iby Act No. 218 of the general assembly of said state for the year 1912, after an elec tion on the 25th day of July, 1916, and on the o'lestion of such issue by the prioperty taxpayers of said road district, held, canvass ed and the results declared and promulgat ed and registered, all according to -law tu thorizing such issue, of which election there was no contest and none can now lawfully be made. And it is hereby certified and recited that all acts, conditions and things required to be done precedent to and in the issuance of said bonds have happened and have been per formed in regular form and duly as required by law, and that said indebtedness does not exceed any statutory or constitutional lim itations. In testimony whereof and by the authority of ordinance of the police jury of the par ish of St. Landry, state of Louisiana, the governing body of said road district, lawful ly enacted on the - day of and now recorded in mortgage office of the state of Louisiana,' I,- president of said police jury, have signed this bond, along with J. J. Healey, secretary of the police jury, likewise authorized, and sealed the same in accordance with law, on this first day of January, 1917. INTEREST COUPON On the first day of - , 19-, the second road district of the fourth police jury ward of the parish of St. Landry, state of Louisiana, a political subdivision of the state of Louisiana, will pay to bearer twen ty-five dollars, at the office of the treasurer of said road district at Opelousas, Louisi ana, or at the National Park Bank in the city and state of New York, at the option of the holders or purchasers, being interest due that day on this bond, No. -. Mills Whereas, it is the sense of this police jury that the cotton acreage in this parish be reduced at least thirty-three per cent for the year 1919; Therefore, be it resolved, that we endorse the meeting held in the city of New Orleans on the 17th and 18th days of February, 1919, wherein said convention adopted a resolu tion recommending that the farmers of this state reduce the cotton acreage at least thir ty-three per cent and also the holding of the balance of the 1918 crop; Resolved, further, 'that all bankers and merchants and business men generally be requested to co-operate in this movement. Motion carried. Motion by Mr. Catlet- Whereas, I have noticed both last year and this year, and also have had others speak to me of the same violation of the law, to-wit, automobiles being operated in the cities and towns and on the highways of this parish without the required two (2) license tags; therefore, Be it resolved, that the sheriff be in structed to arrest all violators of ths law. Motion carried. On motion of Mr. Dailey, the police jury adjourned until tomorrow morning at 10 o'clock. March 4. 1919. The police jury met pursuant toadjourn ment. Brown, that the pe tition from citizens and taxpayers of the first road district, fourth police jury ward, praying that this body reconsider the ordi nance adopted February 3, 1919, relative to further indebtedness being incurred in said district, be and the same is hereby ordered tabled. Motion carried. Mr. J. E. Dailey offered the following or dinance, duly seconded, to-wit: AN ORDINANCE To create Road district No. 12 in the second police jury ward of the parish of St. Landry, Louisiana; to fix the limits and boundaries of said road district and to designate the name by which such district shall be known. Section 1-Be it ordained by the police ji ry of the parish of St. Landry Louisiana, in regular session convened, that pursuant to the authority vested in this body by law, road district No. 12 in the second police jury ward of St. Landry be and the same is here by created and its boundaries are hereby fixed as follows, to-wit: Description of Road District No. Twelve (12) in the Second Police Jury Ward of the Parish of St. Landry, State of Louis iana: Commencing at the northwest corner of Section 28, T. 7, S. R. 3, E. thence running due east two and one-quarter miles to the northeast corner of Nw 1-4 of NW 1-4 of Sec. 26, T. 7, S. R. 3, E; thence running due south one-half mile to a coulee; thence fol lowing said coulee in a southeasterly direc tion to where it crosses the south line of Section 26. T. 7, S. R. 3, E.; thence running due east to the southeast corner of said Section 26; thence running south along the east line of Section 35, T. 7, S., R. 3, E.. t# where the same intersects a small coulee; thence following the sinuosities of said cou lee in a southeasterly direction to a point where it interescts the south line of Section 1, in T. 8, S., R. 3, E.; thence running east to the west line of Section 43, T. 8, S. R. 3, E.; thence running west one mile to the southwest corner of said Section 35; thence running north one mile, west one mile, north two miles, west one mile and north five miles to point of beginning; con taining about 16,640 acres. Motion by Mr. Dailey Resolved, that hte president and clerk of this body be authorized to issue warrnts for the sum of $250.00 against the contingent expense fund of 1919, in favor of the treasu rer of the L. S. U., to cover expenses of O.. H. Castille, beneficiary cadet to said univer sity, term of 1918-19. For-Messrs. St. Cyr, Larcade, Pitre, Mills, Dailey, Pavy, Catlett, W. F. Brown, Rushing, Doucet, Sylvestre, Dejean and Mc Coy, Nays-None. Motion carried. Opelousas, La., March 4, 1919. To the Honorable President and Members of the Police Jury: Gentlemen-We, the undersigned commit tee, appointed to examine statement of the St. Landry State Bank, fiscal agent, beg leave to report that we have examined said statement and found same correct and re commend that a warrant for the sum of one hundred and eighty and 21-100 dollars ($180.21), be issued to said fiscal agent for salary interest, month of February, 1919. Motion by Mr. Doucet Resolved, that the report of committee on fiscal agent statement for month of Febru ary, 1919, be accepted and that a warrant for the sum of $180.21 be issued to said fis cl agent as per committee report, against the "fiscal agency fund" of 1918. Motion by Mr. Mills Resolved, that the president and clerk of this body be and they are hereby authorized to issue a warrant against the "street pav ing fund" of 1919, in favor of the Opelou sas National Bank, to pay certificates and in terest due March 23,1919, for paving around court house square. Motion carried. Motion by Mr. Doucet Resolved, that the clerk of this body be and he is hereby authorized to issue warrants against the "existing debt fund" of 1919, in payment of unpaid contingent claims of 1918, as said claims appear on the books of the clerk of this body. Motion carried. Motion by Mr. Mills- Resolved, that the clerk of this body be and he is hereby authorized to issue a war rant against the budget appropriation of 1919, "account private dipping vat fund" to pay claims on books of parish for vats built by private parties in 1918, as per resolu tion authorizing same. Motion carried. Motion by Mr. Catlett Resolved, that the president and clerk of this body be and they are hereby authorized to issue warrants in favor of the St. Landry State Bank. holder of the following certifi cates of indebtedness issued in accordance with resolutions of this body and made pay able March 1, 1919, to-wit: Acct. certifi cate of indebtedness for maintenance of dip. vats, $3,129.55; acct. certificate of indebt edness for building Bayou Courtableau bridge $2,817.60; acct. certificate of indebtedness for road building outfit, $2,319.20. Motion carried. Brown offered the following or dinance, duly seconded, to-wit AN ORDINANCE To create Road District No 13 in the Fourth Police Jury Ward of the Parish of St. Landry, Louisiana. Section 1-Be it ordained by the police jury of the parish of St. Landry, La., in reg ular session convened, that a road district is hereby created in the fourth police jury ward of the parish of St. Landry, La., to be known as road district No. Thirteen, in the fourth police jury ward in the said parish and state, with the following boundary lines, to-wit: Beginning at a point where Bayou Waxia intersects the north line of Section 59, T. 4, S. R. 4, E., then running southward along the Bayou Waxia to the point of intersec tion with the west line of Section 19, T. 4, S. R. 5, E., then south following the east line of road district No. 8 to the Bayou Waxia; thence west along said Bayou Waxia to the Bayou Courtableau; thence in a south eAsterly direction along the porth bank of Bayou Courtableau to the point of intersec tion with the south line of Section 28, T. 5, S. R. 5, E.; thence east about two and one half miles to the southeast corner of Section 26, T. 5, S. R. 5, E.; thence north eight miles to the northwest corner of Section 24, T. 4, S. R. 5, E.; thence west about five and one-quarter miles to the point of beginning. The above described territory being boun ded as follows: North by road district No. 3; south by road district No. 9 and Bayou Courtablean: east by road district No. 2; west by road district No. 8 and Bayou Courtableau. Section 2-Be it ordained, that said road district is hereby duly created and the police ury of the parish of St. Landry, La., do hereby declare and constitute itself the gov erning authorities of said road district, as is authorized and provided for under the laws of the state of Louisiana. On roll call the vote stood as follows: Yeas-Messrs. St. Cyr, Larcade, Pitre, Dailey, Pavy, W. F. Brown, Rushing, Dou cet, Sylvestre, Dejean and McCoy. Nays-None. Ordinance adopted March 4. 1919. F. Pitre offered the following ordinance, duly seconded: AN ORDINANCE Of the police jury of the parish of St. Lan dry, state of Louisiana, creating the St. Landry and Evangeline Drainage Dis trict of St. Landry and Evangeline par ishes, La.. and fixing the boundaries thereof; constituting said drainage dis trict a body corporate in law, and in vesting it with the powers incident thereto; investing the government and control of said drainage district it. a board of five (5) commissioners, and fixing their domicile; providing for the qualifications of said commissioners, the manner of their appointment, and fix ing their term of office; providing for the first and subsequent meetings of the board and the election of officers, and fixing their compensation; author izing the board to adopt by-laws, rules and regulations for its government and that of its officers; requiring the board to keep the proper accounts, and pro viding the manner in which funds shall be raised for the district. Section 1-Be it ordained by the police jury of the parish of St. Landry, state of Louisiana, now in regular session duly con vened, that all of the land and property sit uated within the following described boun daries, to-wit: Beginning at a point on the section line between Sections 46 and 47, T. 5, S. R. 3, E., said points being the southeast corner of the tract of land formerly belonging to Jules Joseph; thence in a northwesterly di rection about one-half mile to a point on i section line between Sections 47 and 48, T. 5, S. R. 3, E., thence in a northeasterly di rection about one-half mile to the Opelousas and Ville Platte public road; thence north west along said road 750 feet; thence north east to the southwest line of Felix Thierry's Poiret Plantation; thence southeast to the southeast corner of said plantation; thence northeast to the northwest corner of a tract of land owned by Sam Haas; thence south east to the southeast corner of said place: thence northeast to a point on the township line between Townships 5, S. R. 2 and 3, East; thence following the courses and distances as outlined in the Bayou Mallet and Plaquemine Drainage Dis trict to the point of beginning. Containing S':kenty-seven thousand five hundred acres, ie and the same is hereby incorporated into r drainage district to be designated and Inown as the "St. Landry and Evangeline 3rainage District," which drainage district s composed of portions of the parishes of St. Landry and Evangeline, state of Louisi ina, and all of the land and property situat ý-d within the boundaries of the said drain I ige district shall be subject to taxation for the purposes of more perfectly draining the lands of rain water within said drainage listrict. section z-ose it ournner orainea, etc., that the said St. Landry and Evangeline Drainage District be and the same is hereby constituted and declared to be a body cor porate in law. It shall have perpetual ex istence and shall enjoy and exercise all rights, powers and privileges hereinafter set forth, as well as those granted, or which may hereafter be granted, by law to cor porations of this character, with full author ity and power to contract, sue and be sued, plead and be impleaded, appear ,answer and prosecute in all courts of justice and else where; to make and use a corporate seal, which shall be a circle of the words "St. Landry and Evangeline Drainage District," and in the center, "corporate seal, 1919, La." The domicile of sand corporation shall be in the city of Opelousas, parish of St. Landry, state of Louisiana. All citations or other legal process shall be served upon the pres ident, and in his absence ypon the secretary. It shall keep at its domicile all of its of ,icial books and records. Section 3-Be it further ordained, etc., that said corporation shall have the power to receive by donation or to buy or expro priate property when it d'eems necessary to use such property in carrying out the plans and purposes of the said drainage district. It shall have the power to purchase or rent machinery that may be found necessary for the purpose of drainage any or all of the lands situated within the drainage district, and have the work performed under their own supervision, and shall own the right-of way for canals and ditches and all sites which are acquired, either by donation, pur chase or expropriation, in full ownership. It shall have the power and it shall be its duty to open and clean out all natural drains which it may deem proper or necessary and to perform all work connected therewith which may be needful to render the natural drains of said drainage district more effec tive. It shall have the power of cutting and opening new drain canals. The drainage com missioners for the purpose of securing a proper outlet for the waters of the said Irainage district shall have the authority to extend drainage ditches or canals beyond the boundaries of the said drainage district with the same power and authority of ex )ropriating the right-of-way in the same nanner and to the same extent as if such litches or canals were situated within the )oundaries of the district. It shall have the )ower to make and execute contracts and to 1o and perform any and all acts necessary o carry out the objects and purposes for ehich it is created, namely, to design, con *truct, complete and maintain a comprehen :ive drainage system within its boundaries. t shall have the power to divide the district .nto one or more sub-drainage districts, as conferred upon them by Act No. 227 of the Acts of the general assembly of Louisiana of 1914. Section 4-Be it further ordained, etc., that the administration and control of the affairs of the said St. Landry and Evange line Drainage District shall be vested in a board of commissioners, to be known as "The Board of Commissioners of the St. Landry and Evangeline Drainage District," and said board of commissioners shall be composed of five members, who or whose wives, shall own real estate situated within the boundaries of the district assessed for at least five hundred dollars ($500), or must be the representatives of some corpor ation owning real estate within the district, assessed for at least five hundred ($500.00) dollars. Persons possessing such qualifica tions may be appointed drainage commis sioners whether they be residents or non residents of said drainage district. The po lice jury of St Landry parish shall have the power to appoint two commissioners, one to serve for a term of four and one for a term of two years The police jury of the parish of Evangeline shall have the power to ap point one commissioner to serve for a term of two years. The remaining two (2) com- i missioner shall be appointed by the gover nor of the state, one from the parish of St. Landry, the other from the pearish of Evan geline, for a term of four years each, and all appointments of commissioners by the said police jury thereafter shall be for a term of four years each. The appointment of the commissioners by the police jury shall be made upon the' recommendation of not less than twenty-five of the land own ers of said drainage district. All vacancies of members of said board by death, resigna tion or otherwise shall be filled i nthe same manner in which the commissioners thereof were originally appointed and for the unex pired term only. Section 5-Be it further ordained, 'ete:, that commissioners appointed under the pro visions of Section 4 of this ordinance, after having qualified in accordance with the pro visions in that respect contained in the con stitution and laws of the state of Louisi ana, shal convene and hold their first meet ing in the city of Opelousas, on Saturday, March 15, 1919, at 10 o'clock a. m., and shall then and there proceed to organize by the election of officers, as follows: First-They shall elect from among their number a president and vice president. It shall be the duty of the president to pre side over all meetings of the board and to perform such other duties as are usually re quired of presidents of corporate bodies. It shall be the duty of the vice president to act in the absence of the president or during the time of his inability or disability to act. Second-They shall lecet a secretary and treasurer, who may or may not be a mem ber of the board of commissioners. The sec retary-treasurer shall furnish bond in a sum fixed by the board, but must be of an amountof at least one-fourth over and above any amount of funds that may come into the possession of the said secretary-treasu rer, which bond may be increased as the said secretary-treasurer shall, from time to time have under his control more or less money. The premiums on such bond execu ted by the said secretary and treasurer shall be paid by the drainage commission. Such secretary and treasurer shall receive a sal ary not exceeding $25 per month, and shall perform all duties required of him by the board of commissioners. Third-They shall elect one of the solvent chartered banks of the parish or parishes of the district, in which all monies shall be de posited, which bank shall pay interest of not less than three per centum on daily balance. Section 6-Be it further ordained, etc., that the board of commissioners shall meet as often as they deem it necessary to prop erly conduct the affairs of the district, pro vided that at least one meeting shall be held every year. 'All of the expenses of ad ministering the affairs of said drainage board, salaries of officers, etc., shall be paid out of any funds in the hands of the treas urer belonging to the said drainage district, when such items, bills, salaries or expenses shall have been approved at a regulr meeting of the board of commissioners, provided that the commissioners themselvef shall not be allowed any compensation for their serv ices as members of said drainage district but may be reimbursed any expenses incurred in performing the duties imposed upon them by virtue of their appointment. It shall be the duty of the commissioners to inform them selves of the needs of their district and to administer its affairs so as to procure the most perfect drainage system that is pos sible to do so within the boundaries of-their said drainage district. Section 7-Be it further ordained, etc., that the said board shall adopt by-laws, rules and regulations for the government and that of its officers and employees; it shall keep a record of its proceedings; it shall be the duty of the board at each regular meeting to ex amine all accounts and operations of the district and determine what work shall be undertaken. It shall be the duty of the board to keep an accurate account of its alfairs and finances and to cause to be made nemi-anlnually a dealed state..mnt showing their receipts and disbursements and the res'uirces of the district; the amount and character of its assets or money receive(' and on:hand. alsa shjwing the evendlitures ma:'e and the cla-irter and cnst of work done, salaries paid and other expenditures made under authority of the beard and ialance on hard. Section 8-Be it further ordained, etc., that in order to carry out the provisions contained in this crdinance relative to the drainage of land situated withi, the boun darie, of said drain age district, the commis sioners shall have the power to provile the funds necessary therefor by levying in the manner provided by law any tax or forced contribution whicch is now or -may here after be nvthorized by the constitution and laws of this state, ard to incur debts and issue negotiable bonds as authorized by Act No. 256 of 1910 of the general assem bly of Louisiza.a. Section 9-Be it further o'daired, etc., tnat said drainage district shall have and possess a'! powers and privileges that are now conferred uptr. it by the constitutiun and laws as well as any and all laws or parts of laws cr amendment= thereof that may, hereafter be enacted by the general assem bly of the state of Louisiana. Mr. Pitre offered the following resolu tion: Be it resolved, that the petition dated Opelousas, March 4, 1919, recommending the appointment of Adolphe Guillory and E. Lafleur, M. D., to serve as members of the board of commissioners of the St. Landry and Evangeline Drainage District be and the same is hereby accepted and that Mr. Adolphe Guillory be appointed to serve for a term of four years and Mr. Lafleur be ap pointed to serve for a term of two years as members of the board of commissioners of the said St. Landry and Evangeline Drainage District, as recommended in said petition. Adopted March 4. 1919. Mr. St. Cyr called to the chair. Motion by Mr. Dailey, that the sum of one dollar be' refunded to J. Bte. Fall, Sr., out of the second ward road funds, as said amount was paid erroneously on per capita tax, year 1918. Motion carried. Motion by Dr. Pavy Resolved, that the sum of $175 be appro priated out of the third ward internal im provement funds to assist in digging and cleaning aut the Lahaye canal, to assist in draining the public road in said locality. Catlett Whereas, the report and estimate of the engineer of road district No. 1, fourth police jury ward, parish of,St. Landry, approved by the members of the board of supervisors thereof, has been presented to this body as the governing authority of said road district; and, Whereas, said report and estimate of work done on said road shows tha there is due the contractor, R. M. Hollier,, on account of work done by him, the sum of four thousand four hundred and seventy-seven ($4,477.50) and 50-100 dollars; and, Whereas, the specifications made part of the contract of the said R. M. Hollier pro vide that payment to said contractor shall bepaidmonthly on the basis of 90 per cent of the work done by said contractor, as shown by the estimate of the engineer of said road district, approved by members of the board of supervisors thereof, said sum of $4,477.50 being 90 per cent of the work accomplished by the said contractor on March 1, 1919; therefore, be it Resolved, that the clerk of this body be authorized to deliver to the said R M. Hol lier four bond's of the said road district of the par value of $1,000 each, numbered 7, 8, 9, 10, and a warrant out of the funds of the said road district for the sum of four hun dred and seventy-seven and 50-100 dollars. Brown offered the following or dinance, duly seconded, to-wit: AN ORDINANCE Ordering a special election in road district No. 9, fourth police jury ward, parish of St. Landry, Louisiana, to vote on a proposition in said road district to au thorize the police jury to incur debt to the amount of twenty-four thousand dollars ($24,000.00) and issue negoti able five per cent per annum interest bearing bonds to the amount of twenty four thousand dollars ($24,000.00) in said road district, to run for a period of forty (40) years, the funds derived from the result of the sale of the said bonds to be used in the construction of roads in 'said district as hereinafter pro vided for in this ordinance. Whereas it is the voluntary will of this, body to call the election hereinafter provid ed for; and, Whereas Aritcle 281 of the constitution of 1898 and Article 281 of 1913 and Act 256 of 1910 and amendments thereto, declare the police jury of the parish of St. Landry Louisiana, to be the governing authority through which said road district may incur debt and issue negotiable bonds for such purposes herein stated, when so authorized at an election held in said road district; and, Whereas, the existing bonded indebtedness under which Article 281 of the constitution of 1898 and 1913, added to the proposed in debtedness does not exceed the constitution al limit of ten per cent of the assessed value of the property in said road distirict; and, Whereas, the special tax necessary to be annually levied to pay the interest and ex tinguish present indebtedness and the pro posed indebtedness will aprroximate five mills, which added to the existing special taxes annually levied under Article 281 of the constitution of 1898 and d281 of 1913 and amendments thereto to extinguish the present indebtedness and the proposed in debtedness under said article will not ex ceed the constitutional limit of the assessed vluation of the property of said road district.
