School Board Proceedingi (Official.) Opelousas,. La., June 23rd, 1919. The School Board cf the Parish o St. Landry met in special session a 10 o'clock A. M., on Monday, Jung 23rd, 1919, with the following mem hers present: Dr. O. P. Daly, presi dent, Dr. L. A. Guidry, Mr. Tilder Meche, Mr. Jos. Benoit, Jr., Mr. R Lee Hawkins. Mr. Arthur Fogleman Mr. Paul Lafleur, Mr. Frank Fontenot Mr. W. B. Baker and Mr. J. W. Ly man and a quorum. On motion of Mr. Fogleman th( reading of the minutes of the last meeting was dispensed with and the minutes as published ware adopted. Mr. Lafleur. duly seconded, moved that the superintendent be and he is hereby authorized to issue a war rant for the amount of costs in the investigation of the depredations al the Opelousas High School. Carried Mr. Hawkins, duly seconded, moved that the salary of the principals of the junior high schools at Sunset and Port Barre be fixed at Thirteen Hun dred Fifty ($1350.00) Dollars a year. Yeas: Daly, Meche, Benoit, Hawkin, Fogleman, Lafleur. Fontenot, Lyman. Nays: Guidry, Baker. Motion car rfed. Mr. Lafleur, duly seconded, moved that the Rural Supervisor be allowed TwenTy-five Dollars a month for eight months' traveling expenses, bills to be approved by the Board. Carried. Dr. Guidry, duly seconded, moved that an appropriation of One Hundred Dollars be and the same is hereby made for the purpose of assisting in defraying expenses of club members to the short course at Baton Rouge. Carried. Mr. Fontenot, duly seconded, moved that Mr. Alexander be reimbursed the sum of Five Dollars expended by him in the transfer of club members to the short course in Opelousas. Said amount to be paid from the Grand Prairie High School fund. Carried. Dr. Guidry, duly seconded, moved that Placide Semar and himself be ap pointed as a committee to sell the school building known as the John son school. Carried. Dr. Guidry, duly seconded, moved that the recommendations of the com mittee appointed to investigate the matter of consolidating the Johnson school with the Bristol school be car ried out and that the Johnson school, as recommended by committee, be closed and consolidated with the Bris tol school, and that a transfer wagon be operated from a point in said com munity, to be selected, to the Bristol school. Carried. Dr. Guidry, dulj seconded, moved that an appropriation of Five Hundred Fifty Dollars or as much thereof as may be necessary, be made for the purpose of giving one coat of paint to the exterior of the Bristol and the Miller schools from the unexpended balance of the funds of School District No. 1 of the 2nd Ward, and that the Superintendent be authorized to con tract for this work. Carried. On motion of Dr. Guidry the follow ing poll tax refund was ordered, each being a double payment for the year 1918: Romain Cormier, Paulin Savoie, Ernest Savoie. Whereas. it is the desire of the people of the territory to be included in this district to form themselves into a school district for the purpose of submitting the question of a bond issue and tax levy to the qualified electors of said school district, there fore, Be It Ordained by the School Board of the Parish of St. Landry, La., in lawful session convened, that a spec ial school district is hereby created to be known and designated as School District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry and to be defined and bounded as follows: Beginning at the South East corner of Section 35, T. 3 S. R. 4 E. where the section line between section 35 and section 36 intersects the township line; thence due north along section line for seven and one-quarter miles to the parish line between St. Landry and the Parish of Avoyelles; thence west along parish line for seven miles to the eastern boundary line of the Bayou Boeuf School District No. 31, the section line between sections 26 and 27. T. 2. S. R. 3 E.; thence south along section line for two and three quarter miles to the north line of Dis trict No. 1, Ward 5 to the center of the west section line of Section 11, T. 3, S. R. 3 E.; thence due east for three miles along northern line of District No. 1 of the 5th Ward to the center point of the section line between sec tions 7 and 8, T. 3, S. R. 4 E.; thence south about two and one-half miles along section line to a point where the section line crosses Bayou Waxia and the northern line of District No. 2 of the 5th ward; thence south east along Bayou Waxia for about three and one quarter miles to. the point of begin ning. the southeast corner of section 35, T. 3 S. On motion of Mr. Fogleman, duly i seconded, the following ordinance was offered and adopted: ORDINANCE NO. 44. An ordinance ordering a special school election to be held throughout the limits of School District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, to determine the sense of the property taxpayers of said dis trict, entitled to vote under the consti tution and laws of the State of Louisi ana, as to whether the governing au thority of said school district shall be authorized to incur debt and ;ssue negotiable bonds of the 4th School Dis trict of the 4th Police Jury Ward of the Parish of St. Landry, to the amount of Twelve Thousand ($12,000. 00) Dollars, to run for a period of ten years, bearing interest at the rate of five per cent per annum, payable an nually, the proceeds of the sale of said bonds to be used for the pur pose of purchasing site, constructing, furnishing, and equipping a school or schools at Morrow, La., in said school district. Whereas, it is the voluntary will of this body to call the election herein provided for, and Whereas, Article 281 of the constitu tion of Louisiana of 1898 and 1913 as* amended in 1918, and acts amendas tory thereof, declare the school board 1 of the Parish of St. Landry to be the governing authority through which the ! 4th School District of the 4th Police Jury Ward of said parish may incur debt and issue negotiable bonds for the purpose of purchasing site, con I structing, furnishing, and equipping a school or schools at Morrow, La., in said school district, and whereas the i assessed valuation in said school dis i trict amounts to not less than Four Hundred Fifty Thousand ($450,000) Dollars and the existing bonded in debtedness incurred under Article 281 of the constitution of 1898 and 1913 and amendments thereto amounts to No Dollars which added to the pro posed indebtedness does not exceed the constitutional limit which said dis trict is authorized to incur; therefore, Section 1. Be it ordained by the School Board of the Parish of St. Landry, in lawful session convened; that an election be and the same is hereby called to be held in School Dis trict No. 4 of the 4th Police Jury Ward of the Parish of St. Landry on the 5TH DAY OF AUGUST, 1919, at which election the majority of the taxpayers of said school district, in number and amount eligible to vote and voting as said election, shall de termine the proposition: To authorize the 4th School District of the 4th Police Jury Ward of the Parish of St. Landry through its governing au thority, to incur debt and issue nego tiable bonds to the amount of Twelve Thousand ($12,000.00) Dollars, to run for a period of ten years, bearing in terest at the rate of five per cent per annum, payable annually, the proceeds of the sale of said bonds to '.e used for the purpose of purchasing site, constructing, furnishing, and equip ping a school or schools at Morrow, La., in said school district. Be it further ordained by the School Board of the Parish of St. Landry, that the compensation for the election commissioners in said elec. tion shall be three dollars per day and said election shall be held at the following place and by the officials here named, each being a qualified elector. The polling place at said election shall be at Clopton & Co.'s store in the town of Morrow, La., in said school district and Chas. Keller, B. S. Haw, and O. Q.'Foster are appointed commissioners and H. E. Lowrey clerk of election. Section 4. Pursuant to authority contained in Ordinance No. 44, of the School Board of the Parish of St. Landry of date June 23rd, 1919, I, Oliver P. Daly, president of said body, hereby gives notice that an election will be held in School District No. 4 of the 4th Police Jury Ward of the Parish of St. Lan dry, Louisiana, on Tuesday, August 5th, 1919, as set forth in the following abstract of said ordinance. Section 1. Be it ordained by the School Board of the Parish of St. Landry, La., in lawful session con vened. that an election shall be and is hereby called to be held in School District No. 4 of the 4th Police Jury Ward of the Parish of St. Landry, La., on Tuesday, the 5h Day of August, 1919, at which election a majority of the property taxpayers of said district, in number and amount, eligible to vote and voting, shall determine the pro position to incur debt and issue nego tiable bonds of the 4th School District of the 4th Police Jury Ward of the Parish of St. Landry, La., to the amount or Twelve Thousand ($12,000. 00) Dollars, to run for a period of ten years, bearing interest at the rate of five per cent per annum, payable annually, the proceeds of the sale of said bonds to be used for the pur pose of purchasing site, constructing, furnishing, and equipping a school or schools at Morrow, La., in said school district. The said election shall be held at the following polling place, Clopton & Co.'s store in the town of Morrow, La., in the 4th School District of the 4th Police Jury Ward and the following commissioners and clerk of election are hereby appointed. An Ordinance- Amending Ordinance No. 42 so as to make the form of bond in said ordi nances read as follows: No. 1. $500.00 UNITED STATES OF AMERICA STATE OF LOUISIANA PARISH OF ST. LANDRY EUNICE SCHOOL DISTRCT KNOW ALL MEN BY THESE PRESENTS, that the Eunice School District of the 6th Police Jury Ward of the Parish of St. Landry, Louisiana, a political subdivision of the State of. Louisiana, acting through its govern ing authority, the School Board of the Parish of St. Landry, La., for value received, hereby promises, to pay to bearer on the 1st day of May, 1920, Five Hundred Dollars, lawful money of the United States of America, with interest thereon at the rate of five per cent per annum, from the first day of May, 1919, payable annually, on the first day of May each and every year, upon presentation and surrender of the coupons thereto attached as same shall mature. The said principal and interest on said bend being payable at the office of the Treasurer of the Parish School Board at Opelousas, La., in the Parish of St. Landry. This bond is one of a series of eighty bonds of the same denomina tion and numbered from one to eighty, inclusive, issued by the Eunice School District of the 6th Police Jury Ward of the Parish of St. Landry, State of Louisiana, as representing an indebt edness incurred and to be incurred in constructing and furnishing additional school buildings and improvements for the schools of the Eunice School Dis trict of the 6th Police Jury Ward of the Parish of St. Landry and issued in accordance with the provisions of Article 281 of the Constitution of the State of Louisiana, adopted in 1898 and 1913 and as amended in 1918, and Act No. 256 of the General Assembly of the State of Louisiana for the year, 1910 as amended by Act No. 218 of the Gencr- Assembly of said state for the year 1912. after an election on the 24th day of February, 1919, on the question of such issue by the property taxpayers of said Eunice School Dis trict of the 6th Police Jury Ward of the Parish of St. Landry, held, can vassed and the results declared and promulgated and registered, all ac cording to law authorizing such issue and of which election there was no contest, and can none now lawfully be made. - It is hereby certified, recited and declared that all acts. conditions and things required to exist, happen and be performed precedent to and in the issuance of this bond have existed, happened and been performed in due time, form and manner as required by law, and that the amount of this bond together with all other indebtedness of said District, does not exceed any limit prescribed by the Constitution of said State or by any statute thereof, and that provision has been duly made for the collection of an annual tax suf ficient to pay the principal and inter est of this bond as they respectively become due and payable. The full faith and credit of said District are hereby irrevocably pledged for the punctual payment of the principal and interest of this bond. IN TESTIMONY WHEREOF and by authority of an ordinance of the School Board of the Parish of St. Lan dry, La., the governing body of said School District, lawfully enacted on the 26th day of February, 1919, and now recorded in the mortgage office of the State of Louisiana, I, Oliver P.
