Monroe.-A telegram from Mayor Forsythe, who is in Cincinnati nego- 10 tiating the $60,000 issue of water- Pr works bonds, was received here, stat ing that Seasongood and Meyer, of le Cincinnati, had purchased the entire issue. The sale of the bonds means that Monroe will in a short while own her own waterworks and light plant. Ni THE NEW SCHOOL BOARD. Mr. Thomas Casey, of w Gibson, was unanimously chosen et president and Mr. Arthur Kelly, of a this town, was elected superintend ent without opposition. Smitherman present. a The superintendent's report was re- d aeived, showing .the progress of n schools and recommending winter , and spring school terms. The general o appropriation bill was passed, and t after ordinary , business the board o adjourned to the second Monday in n April. CONTRACT FOR ARTESIAN WELL a 'Lake Providence.-The board of al. dermen of this town met in special l session and contracted with Captain , Drinkwater, of Greenville, Mise., for c the sinking of an artesian well in the t courthouse square. This is the first i Sstep towards the construction of at water works and electr.io light sys- r tem, for which the town voted, some 1 time since,617,500 of 5 per cent bonds. SThe boad of aldermen dcided to ad vertise at once for bids on the water works and electric light plant, the plans and specifications of whichI were made by Captain Arthur Hider, , of Greenville, Miss. The bids are to be opened on February 22. LARGE YIELD OF COTTON. CheneyvilW, La-A statement sworn' to by Mr. O. F. Mixon before J. R. Hart, justice of the peace, shows an abnormal yield of cotton lint from seed ginned. During the early part of the year 1900, Mr. J. R. Hart re ceived by mail a package of Haw kin's prolific cotton seed from Repre- I sentative Phanor Brazeale, which he gave to Mr. Mixon for experimental purposes. Mr. Mixon's sworn state ment is to the following effeet: "That the cotton was planted by step-dropping in drills, and planted 58.100 of an acre. The soil was ordi nary bayou Boeuf land, and had no assistance from fertilizers applied. The gross yield was 717 pounds, which, when ginned, yielded 887 pounds of lint and 380 pounds of seed (not quite 50 per cent), and was sold here at 9 14 cents per pound." This is the largest yield of lint ever made here before, being better than the - famous Perkin cotton,which lhs been popular for the last fifteen years. NEBRASKA FUGITIVE ARRESTED i Lake Charles,La.-The appointment of J. Stuart Thomson as postmaster at Lake Charles was a genuine sur mise to nearly everyone. Mr. Wool Sman, the present incumbent, had ten dered his resignation several months ago. The expert accounteat who was employed by the new police jury-a st considerable expense to straighten up Sthe parish accounts has made his re port, and reports everything regular. Deputy Sheriff Asa F. Lydns re turned from Vinton "with H. Eugene SSmith, wvho is wanted at Geneva, Neb. The arrest was made at the in sittntion of the sheriffd, who wired to arrest and hold. No particulars as to what may be the charge against him are known. PRISONERS FOR PENITENTIARY Alexandria, La. - Superintendent hi Owens. and Engineer Mallar, of the Southern Pacific, arrived here by special train. They were accompa nied by Contractors Willis, of New Orleans,and Castillo,of Baton Rouge. re They came here to see about building the Front street levee, which will soon be let outfby the state. The first load of timber for piling for Alexandria's traffic bridge was P delivered by Contractor E. J. Hardt- 11 noer. El And now even kissing is being re- no duced to a science! Once upon a time, r when people wanted to kiss they just kissed, and that was all the fuss there g was about it. Now all this is chang- I ed. The woman who wants to be ab- ti solutely "correct" in kissing, as she: e is in the selection of her hats or S gowns, stockings or petticoats, .must kiss according to rule. "It .s no longer good form," we are assured by one of these- new-fledged authorities on polite osculation, "to kiss even your dearest friend on the AE lips. That kiss is sacred to lovers and T to husbands and wives. In polite so ciety the kiss upon each cheek is now the accepted form of greeting between d friends or relatives. When women are about the same age either one may offer the first caress, but between a young woman and an older woman the younger must always proffer her lips and the older will gracefully turn 0 her cheek to receive the kiss. Then, o if the oluer woman desires to be ex ceedingly gracious, she may in turn kiss the younger, but there is no dis courtesy it she turns the other cheek andbecomes the recipient of the sec- t otid kiss. "Under no circumstances must the younger woman, turn her cheek for the first kiss. This is a pretty little act of deference on her part, but to a force her senior to give her the kiss is a distinct rudeness. The well-bred we man is always cordial, but never effu sive in her caresses. She is also chary of them. Promiscuous kissing is in bad taste. Of course, to kiss even one's nearest relative in the street is not permissible. A woman who is the possessor of self-respect and dignity will take care that her kisses are not meaningless. "There are several reasons why the I kiss upon the lips has become obso lete, the principal one being that it is 'unhygienic. Especially is it bad for children to be kissed upon the lips by their .elders. Mothers who study health never kiss their own children in this way, and are careful that the nurse does not thus show her love for her little charge. Kisses may be press ed upon a child's cheeks, brow, eyes, chin or neck, but never on the mouth. A hurried kiss is almost an insult. Some women put off the good-by kiss until the last moment, and men give it in a peck on the cheek. The proper Sway to give a kiss is to press your lips Slightly, but firmly, against the cheek and let them rest there for an instant. There must not be anything sugges tive of a 'smack.'
