What is j the sigo,ilicants of this sacrilice of blood and treasure for a principal? It means that tle enlightened of every country and every age have recog- f( nized the fact that the priyilrv.e of par ticipating in makingof the laws which W govern the country in which one lives c is the most sacred right and duty giv en to man. And yet in the light of the fact that history, Ancient and Modern demonstrates that men of all ages and nations have given life and L treasure to secure the privelege of the ballot, there are a large number of et American citizens throughout this ward and parish who willingly dis- i, franchise themselves, placing them. selves on a level, politically with the negro, the idiot and the criminal, all pm for the sake of one paltry dollar. This is the condition of the man who to refuses or neglects to pay his poll pe tax which enables him to become a voter in this great commonwealth in M which he lives; and makes his opinion hi upon all national, state and municip al affairs worth as much, at the polls ,i as that of any man in the nation At, re the recent election there were dozens ( of men who, when urged to come to the poldes and vote had to aºlmit that LL they were disqualified to do so hecause i fa they iad failed to pay their dollar ric )oll tax. There now remains scarcely thirty days in which to pay vour poill tax a, antl make your caliing and election '' sure.
