ORDINANCE NO. 127 OF THE PARISH OF JEFFERSON DAVIS. An Ordinance a(dopting a budget of expenditures and making appropriations for the year 1919, and repealing all ordinances in conflict herewith. Section 1. Be it ordained by the Police Jury of the Parish of .efflerson Davis. BE IT ORDAINED by the May or and Board of Trustees of the Town of Welsh, Louisiana, from and after the passage of this Or dinance, that it shall be unlawful for any person or persons to sell, barter, take orders, or make de liveries of, or to give away, with in the corporate limits of the Town of Welsh, any intoxicating liquor of any variety whatsoever Any person or persons found guilty of violating the provisions of this Ordinance shall upon con viction be fined not less than Fifty (.$50,00) I)ollars nor more than One Hundred and Fifty ("l50.00) l)ollars or be confined in the Town jail subject to work on the streets or in the parks or elsewhere, for a period of not less than thirty days or more than one hundred and twenty days, or both, such line and imprisonment for each offense, at the discretion of the Mayor. BE IT ORDAINED by the Mayor and Board of Trustees of the Town of Welsh, Louisiana, that from and after the passage of this Ordinance, it shall be un lawful for any pool room, bil liard room, bowling alley or oth er similar places of amusement, to be open or remain open after 9 o'clock p. m., and the same shall remain closed until 6:30 o' clock a. m. That any person or persons violating the provisions of this Ordinance shall upon conviction, he fined not less than Ten ($10. 00) Dollars nor more than One Hundred ($100.00) Dollars or be confined in the town jail not to exceed sixty days, subject to la bor on the streets or in the parks, or elsewhere, such fine or im prisonmeit, or both, for each of fense at the discretion of the Mayor. BE IT ORDAINED by the ;Mlayor and Board of Trustees of the Town of Welsh, Louisiana, that from and after the passage unla shrdlu cmfwyp cmfwpvbg of this Ordinance it shall be un lawful for any proprietor of any 0ool room, billiard room, bowl ing alley, or other place of annusement to participate in, or permit others to wager or bet on any game of pool, billiards, nine pins, cards, or dice or amuse ment of any kind whether the wager is made witjm money or any article of trade. That any person or persons violating the provisions of this Ordinance, shall, upon convic tion, be fined not less than Fifty ($50.00) Dollars nor more than One Hundred ($100.00) Dollars, or be confined in the Town jail subject to work on the streets, or in the parks or elsewhere, for a period of not less than thirty days or more than ninety days, or both, such fine or imprison ment for each offense at the dis cretion of the Mayor. To the Police Jury of the Parish of Jefferson D)avis: Gentlemen: I, the undersigned contractor, hereby make application to your honorable body for the cancella tion of the contract existing be tween yourselves and myself for the construction of certain hith ways in Jefferson Davis Parish, Louisiana, under contract dated December--, 1916. This application is mnade under Act Number 7 of the Extra Ses sion of the General Assembly of Louisiana of the year 1918 and i; based upon the following grounds: This contract was entered into just prior to the entrance of the Government into the European War and the extraordihary ad. vance on the host of labor and matrial and the extreme scarcity of labor at any price has made if practically out of the question to carry on any contract work, es pescially under prices based up on pre-war conditions. I further call your attention to the fact that the Parish was un. able under this contract to fur nish surfacing material at the time I was pirepared to do the work on account of inability to secure car service thus causing me adlditional expense maintain ing teams, etc. In view of these facts I respect fully ask that you take proper steps for the cancellation of the saidl contract after due notice ac cording to law. Notice is hereby given to the public that A. R. McBurney, con tractor, has applied to the Police Jury of Jefferson Davis Parish for the cancellation of his con tract with the Parish for the con structioon of divisions "C" and "'G" of the improved highways of .Jefferson Davis Parish; the said application having been made un der Act No. Seven (7) of the Acts of the Extra Sessio of the General Assembly of the State of Louisi ana for the year 1918. Notice is hereby given that a public hearing will be had by this body upon the said application in the Police Jury Room at the Court House ,in Jennings, Louisiana, at nine o'clock a. m. The noon hour having'arrived Mr. Pitre moved that the Police Jury adjourn for noon until 1:30 which motion was seconded by Mr. Guidry and upon being put was carried. Afternoon Session. The Police Jury re-convened at 1:30 o'clock p. m. with all mem bers present. Petition for Abandonment of Road. Welsh, La., April 30, 1919. To the Police Jury of the Parish of Jefferson Davis: We, the undersigned citizens of Jefferson Davis Parish, Louisiana feeling that there is no necessity for the public road which begins at the southeast corner of section twenty-five (25) in towlnshipl nine (9) south, range six ((i) west of Louisiana Meridian, and extend ing north one mile to the north east corner of the s:id section twenty-five (25), since the sail road on the south of the I,ouisi ana Western railroad divides the lainds of B. P. 'l'abor and the said road on the north side of the Louisiana Western railroad di vides the lands of T. S. Stegall, and since the public is amply ac comodated by the gravel road which extends in the same direc tion alpproximately one-quarter of a mile east of this route, novw respectfully lpetition your honor able body to abandon this route as a public highway and allow the said route to revert back to the owners of the adjoining land. To the President and Members of the Police Jury of the Parish of Jefferson Davis: Gentlemen: We, the undersigned citizens of' ,lefferson Davis Parish, La., re spectfully ask your Honorable Body to appoint six commission ers to lay out and procure right of-way for a public road from the southwest corner of the southeast quarter (SE%4) of the SE'/, of section thirty-four (34) 9-5, to the NW\ corner of the NE'5, of the NE1' of section 34 (34) 9-"5. We also recommend that you appoint Messrs. Walter Todd, A. E. Bourgeois, Etienne Hardy, Adi ol Bourgeois, Delino Ardoin and Archille Ardoin. Petitioners: Estile Ardoin, Aris Louviere, P. F. Be it Further Resolved, Etc., That the President of the Police Jury of Jeflferson Davis Parish, State of Louisiana, make formal request )upon the State Highway D)etpartment, Board of State En gineers, to proceed to, as soon as possiblle, prepare formn of con tract, plans and specifications, and advertise the above mlentione(d highway, and invite sealed pro posals for the construction there of. Resolution. he it Resolved by the Police ,ury of JefTerson Davis Parish, Louisiana, that the sum of Three T'housand and no-100 Dollars, ($3,000.00) be and the samte is hereby set aside fromn the Good Rloads Bond Issue Fund to be ex pendled in Ward 3; the said sum of Three Thousand and no-100 l)ollars ($3,000.00) being addi tional to the sum of Twenty-two Thousand and no-100 Dollars, which has heretofore been set a side by resolution of this body to be expended in the construc tion of improved roads of Ward The above resolution was in troduced by Mr. Walker, who re quested a roll call on the adop tion of the said resolution.'
