Washlngton. - Conress discussed
dlsarmamse but went ahead with con
sideration of large appropriations for
the army and nary and received the
views at President-elect Harding on
the future military policy.
Chairman Kahn qf the Military
Committee told the Honusin debate on
the annual military apprprlition bill
that he had been Informed by Mr.
Harding at a recent conference at Ma
rica that the president-elect favored a
regular army of 175,000 men for the
preent and also legislation providing
for the voluntary military training of
150.000 men annually.
Before the House 'met Its Naval
Committee reeolved from General
Pershing a warning against fostering
a national spirit of paclflsm and a
preparedness. rlThl warning tempered
the general's approval of a world di
armament conference and was accom
pealed by a declaration that upll all
the world powers had agreed on a die
armamment polcy t would be "unwise
and unsafe" for the United States to
discontinue earrylug t its army and
naval pollies.

HOUSE PASSES TWO

SOLDIER HOSPITAL BILL AND

NEW HOSPITALS PROVIDED
Senate IF/uses To Specify the Loca
tion of 'the Five New Hospitals,
Leaving Selection of Sites To
Discretion of President.
Washington.-Two big relief meas
ures were put through the House in a
hurry, and a third was beaten by a
slight margin.
Called up under suspension of rules,
a proceeding which required a two
thirds vote on passage, the $13,000,
00 soldier hospital bill was passed
oy a rising vote, and the $100,000,000
road fund appropriation won with
votes to spare.
The big upset of the day was the
defeat of the Winslow bill to permit
partial payments to railroads under
the guaranty section of the transpor
tation act. Backed almost solidly by
Republicans, it was killed because two
members did not shout answers when
their names were called.
Democrats lined up almost as a
unit against the measure and criticis
ed the Republicans for attempting to
'ush it through with debate limited
and no opportunity for amendment.
The defeat of the Winslow bill, how
ever, was only temporary, for after
failing to receive the necessary two
thirds vote the House Rule Commit
tee reported a rule which provides for
its considprtaon immediately after
the iuse covenes againta. The vote
today was 220 to.111, which lineanp, I
malhtained, easily will give the mess
are te aimple authority that thea
only will be needed.
The Snasti adopted an amendment
to the sundry, civil bill appropriating
$12,50000 for live nw hospitals and
$,100,000 for the enlargement and
imprypement of existing hospitals. An
amendment by Sepator Robinson of

The House, by . aanimous 4ote,
