Major Kerr stated that he had appear ed before the Commission at Vicksburg and had called their special attention to the peculiar conditions existing on the lower coast, that he would again ap pear before them in the interest of this Board when they met here. Engineer Monget reported the levee lines holding out well and in good con dition, and submrtted the' following figures to show the height of the levees throughout the District: 11.4 miles less than one foot above high water; 15.4 miles less than two feet above high water; 11.1 miles less than three feet above high water; 14.3 miles above high water or, above grade. On motion of Mr. Jonah, duly second ed by Mr. Bourg, the following was adopted:-Be it resolved by the Board of Commissioners for the Lake Borgne Basmin Levee District, that John Dy mond, President of this Board is au. thoriled to enter into a contract with Canal Louisiana Bank & Trust Co., for the loan of a sum not to exceed ten thousand dollars. ($10,000.00). The Board shall issne its warrants for the sundry expenses and the amounts advanced by the said Bank shall bear 8 per cent, per annum interest from the date of issueance until the war rants are paid by the State Treasurer. The Board shall issue to the bank its warrants representing the accumulated interest when the warrants are for warded for collection. The bank shall agree to cash these warrants at their face value, carrying them until such date as this Board shall advise the bank that there has accu mulated in the State Treasury at Baton Rouge funds sufficient to meet the warrants, the bank earning its profits by the interest accrueing upon said warrants. The Board shall issue its warrants as its needs may require to the extent of ten-thousand dollars ($10,000.00), and shall not issue any other warrants upon the State Treasury, except those which are cashed by the Canal Louisiana Bank & Trust Co., and except such warrants as may be necessary to pay the interest on the bonds already issued. Be It further resolved etc., that. this Board pledges to the said Canal Louisi ana Bank & Trust Co,, to secure the payment of the aforesaid warrants cashed by the said bank, its revenues arising from taxation of the year 1909, and in the event that the said revenues are insufficient for any reason to cash the warrants herein issued, that the revenues of the year 1910 to such an extent as may be necessary, are here by pledged for said purpose. Be it further resolved, that the Pres ident of this Board shall sign the writ ten documents necessary to carry this contract into effect, and agree to such details as the progress of the business may show to be necessdry. Inspector Nunez submitted his report showing the levees in his section in good condition and detailing the work done since his last report. The Secretary read a list of 44 war 'rants issued since his last report, ag gregating the sum of $8100.0. On motion duly seconded, the pay ments were approved as read.
