The following communication was read and on motion of Dr. Hays, duly t seconded, ordered spread on the min- h utes : Office of Parish Superintendent, Pointe-a-La Hache, La., s January, 15, 1914. °o To the Honorable President and Mem- O~ bers of the Police Jury of the Par-: ish of Plaquemines. a Gentlemen:-Perhaps you will con- q sider me in the jight of a beggar, as 14 I have been before you only on one d occasion before, and that was to ask for something, but I assure you that it this is beggary, and by practicing r it I can better the Public School con ditions of this parish and be of serv- . ice to the children, then begging will t become a habit, and if you do not wish to be similarly annoyed too often you had better giant me something, rea sonable if you can possibly do so.' Being anxious to better, and this with the desire to remedy the condi tions which I saw on my recent tour of the parish, I made certain recom mendations to the School Board. at its quarterly meeting, but that body is in such- financial straits that it could do nothing but request t~at I should appear before you and get whatevez financial assistance I could, the more the better. While it is true that under the law lowe the School Board has the power to der call for special taxation in districts liceni for schol purposes, the people voting not a on and ratifying the special tax, the the 1 time is not yet ripe for the executio- ing i of such a plan in the Parish of Plaque- apply mines, and while we are waiting and to m working to create the desired condi tion we need money.. eggs The Police Jury, the governing body fruit of the parish, has more power and can ing exercise greater authority in the mat. Fo ter of taxation and the distribution of sher tax money, than can the School Board, olat and it was a realization of this fact or e that prompted the said School Board five to request that I should solicit aid licer of you. one I am told that some years back the fi Police Jury .annually appropriated the sum of one thousand: dollars over and above the amount which it was. legal!) der required to pay for school purposes. licei it the present Police Jury were to do ceip likewise or make some sort of annual be 1 provision' for the schools, after doing grav something to relieve the most imme- Act diate needs, perhaps we could build ' from one to two new, up-to-date school ban houses or repair and' remodel three or ties four old ones each year, and thewhole sa as mntlemen, asembers of the chief legislative and executive body of' the mol Sparish,' you are interested, no doubt, o -in advertising your parish advantage- por ously. There is no .better advertise .nt ment for a i parish than' good school houses. No investment upon which the sli d average man or woman looks, with so coI much favor; no better indication ot prosperity, whether it is there or not. And we all wish to appear prosperous.: a It is necessary that we. should.: The in attainment of -.success without a show of prosperity is a slowaand'arduous if process, and men like to foltew :paths of least resistance. Hence eveifrom an advertising standpoint you can not afford 'do ignore my proposition, gen tlemen.. Now,, the next, questicn; is, 0 m- does advertising pay?
