These predictions are all the more remarkable because they come from a man whose business is warfare. We might have expec ted them from a peace society, but searcely from a commander in the navy, anud yet everyone must re cognize the truth of what ('tum'r Jewell says. It is strikingly shown in the large number of in ternational issues and disputes n;w settled by arbitration.
