The Victory in the Senate. Yesterday the amendment to the , sundry civil bill, providing for the payment of the bounty still due on the sugar crop of 1883 and eight- I tenths of a cent a pound on the crop of 1894, passed the Senate by a majority of eleven votes, in spite of the vigorous opposition of Brioe, Hoar, McLaurin and other prominent Senators. The passage of the amendment was the result of the able management of Sena. tors Blackburn and Marderson, together with the pressure which was brought to bear on the Senate fre· all sections of the country and the victory thus won, after so amny reversees, has given the su gar producers much encourage ment It is true that the amendment does not provide for the payment of all the bounty which the go vernment owes the planters, but the latter realize that the Senate u nwilling to vote the full at)eVat, ad therefore were glad to take what they could get. The I eight-tenths of a cent per pound ' on the crop of 1894 will enable the planters, however, to meet their obligations and save themselves o from ruin, providing of course, s the House will agree to the amen ,, dment.
