proper. In Mississippi and in

stump the entire State, giving
their views on all national issues
and answering all questions that
the voters may choose to ask them.
There are so many public ques
tions that have recently sprung
up, vitally affecting the people of
Louisiana, that the latter have a
right to know just how the men
who they send through the Legis
lature to the United States Senate
stand.
As Mr. McEnery has already
served one term in the United
States Senate, he might have been
excused on the ground that he had
expressed himself in the clearest
manner possibile by his votes. He,
however, declined to make this
plea, appeared before the caucus
and stated his views concisely as
to the financial, tariff, trust, ex
pansion and other questions. Ho
declared himself an earnest sup
porter of 16 to 1, an opponent of
the trusts and of imperialism; but
insisted that the tariff could not
be made a dividing issue in the
Democracy, as'many of the most
stalwart Democrats had believed
with him in the protection of their
local industries and interests.
Gov. Foster went over these
questions also, and with his ex
planation last night it is difficult
to understand why he has hitherto
refused the opportunities offered
him to state his sentiments. He
gave some explanation of the ne
cessity of keeping national and
State issues separate and apart in
Louisiana, but the Governor's
views are so in accord with the
prevailing sentiment of the State
that there could be no reason for
holding them in reserve. Gov.
Foster admits that he is not an
earnest supporter of the 14; to I
doctrine, but yields to the decision
of the Democracy in this matter.
He declares also that he favors
the popularelectiou of the United
States Senators, as also does Sen
ator McEnery. The latter declar
ed his position on the election of
I Senators some time ago, and we
e cannot see why Gov. Foster, who,
l it now appears, share these views,
° did not express his own views on
the subject at the saumo time.
As the sentiments expressed by
- the two Senators are in accord
s with the present doctrine of the
a Democratic party, the caucus no
minated them, and as the caucus
e and the Legislature are identical.
Messrs. McEnery and Eoster will
be to.day elected Senators, the
former to begin his new term in
1903, the latter to fnter the Se
nate in March, 1901.
