Special meeting of the Town Council had

Be it Resolved, That in persuance of For
the provisions of the Town Charter and -
in accordance with the proclamation of
His Honor H. P. Fournet Mayor that the
Mayor and Councilmen appoint three
commissioners and one clerk of election
to hold and conduct the munieipal elec
tion to be held at the Town Hall, in the
Town of St. Marijuville, on the 17th day
of May A. I).. 19044.

1904. Notice is hereby givetl to all qua

for the purpose of electing one Mayor
and Five Councilmen for said town for

It follows from these plain provisions
that the Charter meant for the Town
e lections to be held ounder and is accor
dance with the State Election Laws.
. What Blection Laws existed when this
Charter was adopted? The Laws of
1806, Act go. 137. Under themse laws,.

But in 1898, the New Constitution was I
adopted, and Article 212 of the said Coal- t
Atitution reads: "All Kieetions by the 1

towns having a population of lees than
25')0..shall be by official ballot, pritded
and distributed at the aqpeaae of the
State."
After which the Legislature of 1898,

152 of 1898, amended by Act 131 of 1900)
wherein are copied the provisions of Ar
ticle 212 of the Constitution, 1i so far
as the payment qf the ballots and ekce

"Provided That the provisions of this
Act shall not apply to municipal Elec
tions In towns having a population of
t less than 2500 nlhabitants.............
What Elections are not "hereinabove"
provided for? Amongst others. Town
Elections as the preesnt one, because the
town of St. Martinville has less than
2)00 inhabitants. -
