His re marks are wise arid judicious—and we think it incumbent upon the people of our Parish not only to reflect upon the advantage of a system such as be advocates, and which receives our entire ap probation, but strenuously to go to work, and elect no man to the Senate or House ol Representa tives of the Legislature, who docs not pledge hiin eelf to. support a bill which gives to the State • thé entire control of the Levees of the Mississippi 4 aiid tributaries within its boundaries—and more over, to contend against every thing like an at tempt to make any more cut-offs— and to vote for any bill requesting other States to oppose it. We conceive this plan to be the only one left b* for safety and prosperity in the valley of the Mississippi. As ti matter of course, We thust ex pect the river to be higher here each season, while new levees are being formed above us upon lands hitherto overflowed, but now brought into culti vation, and from the. unwise practice of cut-offs, which are annually increasing in number. The State, then, must preserve the Stale ; and taking into its hands a power and responsibility which cannot be reached by individual enterprise, har mony or wealth, provide against the evils of which we have been so sadly forewarned. Who of the planters would not willingly pay a tax, and a good one, to know that their crops, lives and property, are safe from the devastating flood ofthe Mississippi 1 Let the bill be drawn up when the Legislature meets : no one will grumble at it, but all sensible men will rejoice : not a tax with some ambiguous name—such as " commutation "—which the wisest can make nothing of; but a tax enti tled, "A tax to provide for making sale and en durable Levees within the Slate of Louisiana." For the Scntinol. The levees of Louisiana. "Island " April 30th, 1851. Editor of the Southern Sentinel— My Dear Sir —I notice in your papef of the 19th inst., in an article upon " the present and fu ture prospects of Iberville," that in speaking ofthe Levees of our State, you put forth the opinion, .'•that the Legislature should by Statute, give the 4 'entire charge of LeveeS within the State of Loui giana, to the authorities of the State—and should create a tax for the purpose of carrying out the v-feprovisions of such an act.'' This is wise—this is I what should be. J have entertained and advo cated this view of our Levee system, for the past two years. The present, unjust, onerous, and un wise tax, upon the riparian proprietor—ought to cease to exist. The State should make the Le vees of the State—the State must make the Le ft vees of the State. The experience of the past I« fithree years has taught us conclusively, that pri " yj'yate enterprise, cannot, or will not, dam out the waters of the Mississippi. The fairest garden of the Earth, is now but one wide spread ruin. An * element, the most destructive in its course, has <4 deluged and laid waste the alluvial bottoms of our Estate, but for which, would now. as formerly, be ^ teeming, with those productions of our soil, which yielded to us our wealth. The experience of the past warns us to make provision against the fu * tUre. \Vc miist find a remedy. We must find a re C med y against the annual floods which now come 8 down upon us. We mast find an efficient remedy, against the evils of racourcCt. The Almighty made "the Great River" crooked. We sec and know the wisdom of such creation. Man, desiring to improve upon the works of God — hàs attcmpt e 1 to. and in places, has succeeded in making it ■ straight. We of the low lands feel and suffer the consequences. The waters drained by the Mis •iisippi—forced into a less space than Nature de creed them to .occupy—rush down upon us, overflow the banks—break down our levees— rush over our lands, and Carry with tfiem in their course, the hard earnings of the past, the accumu lated wealth, the labor of years ; leaving behind them only the devastation created by their course. All of the er ils with which the planter has hith erto had to contend—all of them I say, united, were mercy to this new havoc. The remedy ex ists. The use of the remedy now rests vpth^ggp^, •elves. Forewarned—we are forearmed., The Remedy is—; plain, substantial Levees, and an open ing of the outlets. Levees to be made and kept up by the State —the public Road, in places, to be on top of the public Levee—in all places, where there is six feet of water at high water mark, against the levees, let the public Road be upon the top of that Levee. Nor need taxation be heavy for this purpose. The General Government has given to us the Swamp lands of the State. They are now being «■rveyed to us. They were given for specific jArposes —one of these purposes, is to make Le vees. Let the proceeds then be religiously ap propriated to the making the Levees of the State What will they yield ? Five millions of dollars ! Three millions, would make a continuous levee from New Orleans to Baton Rouge upon the left hank, and from New Orleans to Vidalia upon the right bank of the Mississippi, with a base of one hundred feet—with the necessary height, and the public Road upon its top. Perhaps, we will have to come to this —some men think not —we shall see. In this question of Levees there are three interests in our State * in opposition. First, Louisiana, below the mouth I of Red River, including the Attakapas ; Second, Ï; Louisiana, above the mouth of Red River—and "f lastly, the Hills. The first -named interest, will i '4$ be in favor of a large appropriation for protection against the waters of the Mississippi—the second, for a moderate appropriation—and the third for none at all, affecting them. But the Hills have jto iwamp lands. It is reasonable to suppose then, that they will agree that we of the Swamps shall % nap the exclusive benefit of the proceeds of the i nie of our swamps! If they do this, they will # not then object, to a reasonable appropriation from - ■" - Treasury of the State for outlets, if the same »mes necessary. If they do, then tee must te them, and this we can do. ree with you, Mr. Editor. We are upon the of our Semi-Annual State Elections. Let our ididates be pledged to support a change in the jweaent Levee System. A change, that shall give the making of, and the control of the Levees of the State, to the State. That shall relieve the un fortunate riparian proprietor of the tax, with which *^s now bo unjustly burdened—that shall 8o away with this relic of " Spanish times"—a miser able system, which would never have been adopt ed by the Saxon—and only tolerated, because it was found upon the title deed, and purchased with the domain. Let us insist that our candidates be pledged to support annual Sessions of the Legisla ture. and "An Act. to provide for the making of the Levees within the State of Louisiana by the State of Loiiisiana."
