SeucrtON 1. The Congress.of the Con fede rate States of Anerica do enact, That from and after such.period as the Postmaster. General ma y b precla mation announce, thereakall be charg e& the following rates of postage, to wit: For :every single letter-ealed and forevery letter inl.manuscript or paper of any kind upon which infor mation shall be asked for, or conmuxa nicate in writing, or by marks or signs conveyed in the madiLr qay distance bet we.en places within the Counfdrate States of America, not exceeediug 500 miles, 5 cents; and for any distance ,exceeding 500 miles, double thatrate; and every letter or parcel not eaeed ing half an ounce in weight, shall be deemed a single letter, and every ad ditional weight of half an ounce or ad- 1 I ditionalweight less than half an ounce, shall be charged with an additional single postage; at4d all packages,con taining other than printed or written j matter, and money packages in cluded in this class, shall be rated by a wseight aR letters are rated, and shadl be charged double the rates of postage a on letters; and all drop letters or let- I ters placed in any postoflice not for 1 transmisstios n but for delivery only, e shall he charged with postat. at the t Irat of two rents each; and in all the t t',r"roiong cases the postage must be prepaid by stamps; and all letters which shall hereatter be advertised as remaining over or uncalled for in any postoffice shall le charged with two I cents Iteah in addition to the regular : postage, both to be accounted for a.s other postages .f this Confederation.
