may adopt township organization.

the following as a substitute for the reso
lution referred to them, etc., as follows;
Resolved, Thnt it Is tho opinion of this
Convention :
1st That the business interests of our
rapidly growing cltios demand, and that
their good order would bo greatly pro
moted by the establishment of Courts of
Xocord in all cities not already pro
Tided, and not less in population than two
thousand ifihabitaaU.
3d- The establlshsaent of these courts
should be optional with the people of tho
respective cities, and self-sustaining so far
as waetieable.

ail aslsdssB now, and of all common law
astd statutory aetlons where the damages

in relation to wharfage, etc., which ho

all cities shall huvo power to construct
water works for fire purposes, domHlio or
public uses, cither In their municipal ra
pacity or by negotiation with compunics or
inuivmuais.
Mr. Tuloy cficred the following, which
was adoptod:

Conveatlon, that all foreign Cro insurance
companies should be rciuired to ray to the
City Treasury two per cent. U)mii their
gross receipts irom premiums receiveu lor
policies iuuod within corporate limits, such
