supremo court, (Webster r. tho city of
Chicago), construing section four, article
nine, of tho constitution, it seems that un

tho way of building sidewalks, filling
streets, or making other like, improve
mynts, by menus of special assessments,

Tho citizens havo very uenerally fully ap-
predated the efforts mado by tho city to
keep tho walks in rop-itr, and havo not
been di-posed to tako advantage of what
has been to the city n souroo of tnoro or
les concern and ombarrajsmmt.
Tho ontlro amount paid out for ma
terials and labor for the sidewalks alone,
during tho year just pint, is $11,42105;
and It is believed that this largo
sum has been fairly nnd judiciously
"sxponded for tho best interests of the city
generally. Moro than this sum could
scarcely have been cxpnded without so
increasing the volume of scrip ns to de
preciate its villi t In about ttt same ratio

Last May the c'ty council provided for
the payment of interest upon city orders,
sinco which timo they havo remained al
most at par. and thi fact, taken in con
nection with tho largo expenditure for la

or scrip
