After a brief Htatemeut of tlm udvan

preHented In a formal tnunnor, for con
aideratlon, ho submitted the following
preamble and resolutions:
Whereas, It la highly desirable that
additional manufactories, nud of every
description, should bo established in our
clty.to secure tho consummation of which
rutiult, and thus bring population to thi
city and Increase the taxable value of
property within the corporate limits, it
In necessary that t ho peculiar advan
tage! of this locality for manufacturing
purposes ihould bo brought to the atten
tion of manufacturers throughout the
country, and substantial aid given to
persons desiring to found manulacturlng
establishments In Cairo, similar to that
given to such enterprise by other cities,
tlieicfore ho It
Itesolved, That a committee, to be
com Dotted of two members of the Helect
Council, two member n of thu Hoard of
Aldermen, uud three citizens, or tax-
Sayera, be appointed, whofeduty it shall
e to correspond and confer with parties
desiring locations for manufaoturiug en
Ublisbmetits, bring to their notice tho
fiecullar aud superior advantages of this
ocatlon and ascertain what assistance
they may require to enable them to lo
cate here.
Resolved. Aa tho Hemic of tho Helect
Council and Hoard of Aldermeu, In Joint
mooting convened, that such reasonable
aid and encouragement, in the way of
loans, donations or exemptions from mu
nicipal burdens, should bo txtended to
manufactories will necure their location
her; audi loans, donations and ex
emptions to le proportioned to the Im
portance of the business of each proposed
establishment, aud that said committee
be authorized to arrange with manufac
turers an to the character nud extent of
the aid to be extended to them; nil ar
rangements, however, to he rnsdit sub
ject to the ratification and approval of
the City Council.
On motion, thu lirst resolution was
amended by striking out thu word "two"
before the words "members of the Hoard
of Aldermen" and Inserting the word
"three," aud by striking out the word
"three" before the word "taxpayer),"
etc., and Inserting the word "four,"
whereupon Councilman Barclay otl'ered
the following reiolutiou as an amend
ment, viz:
Ilesolved, That the committee created
by tho foregoing resolutions be author,
lied to procure hucIi number of circular!
as they may deem necessary, printed
upoa such material, and In such form aa
will render them desirable for the cor
respondence of the committee and of
business men generally, and that the
cost of the name will bejpald by the city.
Adopted.
The questloti then being upon the
adoption of the resolutions, as amended,
was put aud cdrrled in the affirmative,
by a unanimous vote.
Thu Mayor then submitted for con
slderatlou tho following resolution, viz:
Ilexnlvcd, That a committee, to con
slst of two members from each branch
of tho City Council and three cillxens,
or taxpayers, be appointed, whose duty
It shall bo to examine and report to tho
City Council what additional turnpikes,
gravel or plank roads should be con
structed to afford the necessary addition
al communication witli tho neighboring
country In Illinois, Kentucky and
Missouri, and th,e best mode df obtaining
funds for the construction of the same,
and of completing those already com
meuccd and partially couptrucled.
On motion, tho resolution was uuaul
mously adopted. Alderman McKeo
then moved that thu Mayor appoint the
committees referred to In tho foregoing

The ordinance fixing the salaries of
curtain offlcera of tlie city, .passed by the
board ot Alderman, cama-lip ott its no
cond reading before the, Select council
yesterday evening, wkereupon tho
Mayor Hligg'ested that to liisure an effi
cient and economical administration of
municipal aflalrs'radical changes In the
police and other service were accessary
Ho thought the office of City Comptroller

City Clerk, the Mayor" being constituted
thu city's purchasing agent. Ae by such
a change tho Clerk's duties1 aud re
sponslbilities would be Increased,

per annum. Tho City Marshal, ho sug

aud the only day policeman. Tho night

three members. Couuellman Barclay
thereupon moved that the ordinance In
hand be recommitted, and that tho
Mayor and Councilman llearden form a
special comaslttee to communicate to
thu Ordinance committee the will of the
Helect council..
There Is certainty room for reform
and Impovement In the machinery of
our city govotusaent, and If la any par
ticular, sreater efficiency can be com
blued with greatereeonomy,the combin
ation .should be formed immediately.
There are many who believo the Com-
petroller'e office an uaneceesary institu
tion, and when to prove It io they point
to the time when the affairs of the city
were satisfied and harmoniously man
aged without It, His difficult to answer
them.
