Washington, Dec. 3.—The meeting of the sixtieth congress Monday re sembled a social function rather than the gathering for the transaction of important business of the country. So great was the demand for an oppor tunity to see the national legislature started in its work that the galleries of the house were reserved for the families and friends of members with very few places left for the general public unprovided with tickets. In the senate the same condition prevailed except that a larger space was kept for those who came without tickets. Joseph Cannon was re-elected speak er by 207 votes over John Sharp Wil liams' 154 ballots. Capitol Filled Early. Early in the day the capitol was filled with spectators, and in all the corridors leading to the gallery en trances there were lines of men and women extending for long distances, and many of these people stood for a couple of hours in a vain hope of gain ing admission as the more fortunate should become wearied in watching the proceedings and give up their places. In each of the houses the session was short and the business done was confined to the adoption of formal res olutions notifying the president that congress had assembled, in the swear ing in new senators and represent* atlves and other perfunctory acts that always accompany th^ organization of a new congress. Cannon Makes Hie Bow. When the applause had subsided, Speaker Cannon spoke as follows: "Gentlemen of the House of Repre sentatives: We are to-day organiz ing the sixtieth congress, marking the one hundred and eighteenth milestone in the history of government by the people under the constittuion. Our predecessors in the years that are passed have left to us an example of wisdom, moderation and courage that has never failed to preserve the ideals and the interests of republican gov ernment in many crises, whether of peace or war, adversity or prosperity. "Each generation of statesmen has had its own peculiar problems and its own particular embarrassments. No prob lems of government ever recur in ex actly the same way. The formulas of action in one exigency may never be applied safely in another. Govern ment, so far as it relates to courses of action, has no fixed precedents and no veneration for those who have gone before, justifies living men in ap proaching live problems with purpose or with vision circumscribed." Fairbanks at Old Post. The senate convened promptly at 12, noon. After Vice-President Fair banks sounded the gavel the proceed ings were opened with prayer by Rev. Edward Everett Hale, chaplaity of the senate. Messrs. Robert L. Owen and T. P. Gore of Oklahoma, not having been elected to the senate by their legisla ture, were not received by the senate, and their credentials will not be ac cepted until after their formal elec tion on the 10th inst. First Legislature Opens. Guthrie, Okla., Dec. 3.—Oklahoma's first legislature convened here Monday in the temporary state capital. Great Interest was manifested in the inci dent, and every available seat was filled. The day was taken up in or ganizing both houses. Gov. Charles Haskell did not deliver his -message til Tuesday. Monday evening the Dem ocrats, who are in entire control, held a caucus and decided upon a definite programme of procedure.
