Burke Opens River Meet Omaha, Dec. 15.—The Missouri River Navigation congress began a two days' annual session here yester day with three governors and 150 del egates present Governor Burke of North Dakota, president of the con gress, presided. Delegations are pres ent from Kansas City, St Joseph, Sioux City, Pierre, Bismarck, Fort Benton, Mont., Omaha, and other Missouri river points. Governor Shal lenberger of Nebraska, Governor Vessey of South Dakota, and Mayor James C. Dahlman were speakers. Governor Burke suggested that the National Rivers and Harbors associa tion, the Lake to the Gulf Waterways association and other familiar organi sations work togejther for the secur ing of navigation, He expressed the belief that the people would be Justi fied In issuing bonds for the improve ment of waterways Just as they had for the construction of the Panama canal. The greatest obstacle to the improvement of these inland water ways, he said, was the magnitude of the work and the money it would cost, but he believed congress should meet the issue squarely and could not be gin too soon. DENATURED ALCOHOL Washington, Dec. 15.—"Uncle Sam and the still" was the subject of a discourse which Chemist Wiley of the department of agriculture, who has put so many food products on the blacklist, delivered before the house committee on agriculture today. It was in connection with the estimates for the agricultural appropriation bill, on which hearings are being held preliminary to framing the measure. Dr. Wiley described the elaborate still for producing denatured alcohol which the government is operating at the department. He said it had cost $10,000 the present year and he would like to continue it next year and the next after that so as finally to get the young men from the farming dis tricts familiar with it so that they could instruct the follts at home.
