The Minot authorities got next to a fellow who was subject to fit and who was shipped to this city from down the line, consequently he was immediately returned from whence he came and now they are being centured for their actions by different periodicals. www^wwww New York was visited by a snow storm and blizzard last Wednesday such as has not been known for years. Nine inches of snow fell suspending business and traffic and causing great distress and loss of life. The incoming ocean liners report terrible storms at sea. WVWW WW E. 8. Tyler a Fargoian and the present public examiner of North Dakota has been or is about to be appointed as a na tional bank examiner in place of W. A. Laidlaw, resigned. I). D. Brightbill will doubtless receive the appointment of state examiner and Tommy Poole will be retained as deputy. MMMM John Skinner, who lives about twenty miles north olCas seiton, this state, was slugged and robbed of one hundred and fifty dollars in Minneapolis last Thursday. He got in with a gang of sports and was given knockout drops then taken into an alley way where his eyes were blackened and face badly bruised and the money taken. Magnus M. Lewis, of Leeds, N. D., who recently died in a St. Paul hospital from injuries received in South St. Paul was buried at the poor farm. The remains of Lewis remained in the St. Paul morgue for three weeks awaiting identification. At the last moment the bodj- was identified bv a brother from the above mentioned place. The legal records in the case of J. H. Bradford who is ac cused of robbing a passenger on a Great Northern train near Niagara and who had his case transferred from Grand Forks to Ramsey county has had the legal records transferred to Devils Lake and will stand trial at that place. It is alleged that Bradford is the man who committed the crime with the aid of Hicks nnd Carlson who are now serving time in the Bis MMMM It every newspaper in the country will lend a hand in back ing up the government officials in their fight to burst the paper trust, that gang of boodlers can be busted. The price of paper lias been advanced and the average printer has not raised, the price of his goods and he delivers his work at the old price, the subscription price of his paper remains the same or is reduced. AAAAA A AA wwww For the past two years the republican state conventions have been declaring themselves in favor of a primary election system in this state. The enactment of an efficient law regu lating the matter is bjr all means what our people desire. The question is a worthy one and should receive not a small amount of prudent consideration as its enactment into law would bring about a radical change in our system of making nominations. It is a subject which requires very careful and intelligent con sideration and expedient action and great caution should be taken to adopt the very best as some of them widely differ in their construction. The 'legislature met in joint session January 4, afternoon. Gov. White read his last message of which a synopsis follows: In reviewing his two terms he said four years ago the general fund was in debt$223,000. This was paid two years later,and he congratulated the state on the prosperty pince then, and that the general fund now has a balance of about $70,000. He submitted the financial ftate ment, which showed #150,000 in bonds due in the spring, with funds to pay, and tw1vised the payment of $245,000 of insti tution bonds sold but declared illegal by the supreme court. He told how the pentitentiary twine plant was paying for itself at the rate of about $40,000 per year, of how certain state insti tutions were relieved through the emergency fund to the extent of f54,000, and called attention to thefactof the state intitutions in incurring unauthorized debts to the extent of $202,000, and advising preventive legislation for the future. He recommended additions to the insane asylum and other state instiutions, and noted the fact that the income from their land grants was now materially assisting in the maintenance. He called attention to the weakness of the present state depository law, and suggested that the amount deposited in each bank be based upon its capital stock, surplus and undivided profits, and that each bank shall receive a prorata share of state deposits the in terest be paid monthly, and the state treasurer be relieved of liability after depositing. He recommended the creation of a state board of control for the state institutions that securitv bonds be required of state officers and deputies that investigation of department clerk hire be made and salaries be established by law, and that the extradition law be made to eonfrom to that of other states. lie devoted considerable space to the primary election law, advocating that it be made applicable to every officer elect ed in the state, and indorsed the Wisconsin law on the subject. He recommended active measures for prevention of scabbies in cattle, and urged an irrigation surrev of the state. He calls attention to the large amount in the permanent school fund on hand, to the difficulty of investing $1,000,000 of it the past two years, owing to legal restrictions, and recommended passage of a law permitting its investment in farm mortgages, with proper safeguards. He concluded by paving a glowing tribute to the late Judge Coch rane, of the surpreme bench, and mentioning his own happy rela tions with his brother state officers. Gov. Sarles and state officers were then sworn in by the chief justice, and the new governor read his first message. CONTEST NOTICE Department of the Interior. United States Land Office. Minot, N D..
