Jainos Steers, who acci dentally lost his Bight, a year ago, by the overturning of a ladle of molten iron, arrived in our city last Friday morning, penniless, and a stranger. The publio have endured to restless ness, like the stings of the sand-flics and jjio's qultoes, the petty annoyances long prevailing of what are called jigger loads of wood little bunches of fuel artfully piled and deceitfully arranged as to cheat purchasers. Tbe poor have been those peculated upon, and wo hope a change is now about to ensue. A new ordi nance regulating all this matter has boen passed by tho City Counoil, and four wood moasurors will, on the first of July, bo charged with the duty of protecting the citizens by strictly enforoing the ordinanoe. The wood measurers hereafter will be found as follows: At market-space, 5th street; center of Pearl streot market-space; south side of Wade street market-space; west half of Court street market-space, and west end of Sixth streot market-space. They are districted ss follows: Benj. Jel liffo is assigned to Miami Canal; S. Gibson, to river from Main street to Smith street; W. R. Flold, to river from Smith street to Mill creek; and J. U. Hallain, to river East of Main street, bordoring on 3d and 17th Ward. It is tbe duty of these officers to measure each load of wood, which must be In wagons of four sizes: one cord, three-fourths of a cord, one half a cord, and one quarter of a cord. These wagons are to have beds with stand ards at right angles, or the same width at each end. They are to be measured by City Civil Engineer, and tbe capacity 'of the bed is to be plainly branded on side rails of the bed for this the owner of the wagon has to pay a fee of 75o. The wood measurer on being satisfied that a full load of wood is fairly on tbe wagon, gives a certificate fee, fire cents, which seller pays, and furnishes to buyer. There is a penalty for throwing off part of a load. This is a reform. An important proposition will be presented to the City Council. The rates of rent of wharves are as follows : Foot of Race-st. to S. Wiggins at $125 per annum to March 1, 1860 ; Plum-st. to G.W. Goodhue at $125 per annum to March 12, 1864; Western Row, to W. E. Robinson," $225 per annum, to March 1, 1860; Wood-st. to I. Mackey for sullnge boats, $500, to May 26, 1864; Fifth-st. to W. Coleman, $925 time out three weeks since; Elm and Smith-sts. are not undor rent. Prisoner and Officer taking the Woods. From Mr. Fay, a Conductor on the Ohio & Mississippi R. R., we learn an incident of interest, rather ludicrous, to be sure, of a St. Louis officer : Officer Tuttle was on bis way to St. Louis with Holdcn, the person who vol untarily gave himself up in this city a fuw days ago. Being weary, they both lay down and went to sleep. On arriving at Loogootee, the prisoner, who had waked up earlier, or had been "playing Tossotn," stopped off the cars and walked up the rood. The Conduct or seeing him, aroused the officer from hia slumbers, who immediately gave chase. The train moved on, leaving the prisoner and of ficer "streaking" it tli rough the woods. Tho officer proved the best runner, however, and brought bis man back to the station, whore they awaited tho next train to St. Louis. The duty of tho city school authorities is, to have our children properly taught. This, to be done rightly, must be by teachers of skill and tact. These, parents and tax-payers well know, must bo trained to their duties; for which purpose there niUBt be Normal Sohools, or institutions for training teachers. Nom inally we have such an one in Cincinnati, but from adverse influences is not producing the results we need. The question now agitated is, shall we discontinue the present experiment and try again, go on as we aro at a dying rate, or abandon the whole enterprise? Tho Cincinnati High School Board initiated the present enterprise, but have recommended its discontinuance with the present school year. Last night the School Board laid the recom mendation on the tabic Oxford. The concert to be given by Tos so and Miss Werner will take place on Friday evening the 24th. We learn that quito a party of our citizens contemplate visiting Ox ford on this occasion. Oxford is now only nn hour's ride from this' city by rail, and many of our citizens are seeking for rural hornet in that healthy locality. Cincinnati is al ready well represented there. The ease and facility of access to tho city and the reputa tion it bears as a decidedly moral town, to gether with its excellent schools, make it a very desirable place for our city people to re tire and educate their children, where they will not be obliged to give up city life alto gether. The proposals for the $5,000,000 Treasury note loan were open ed to-dav by the Secretary of the Treuurv. and about $13,500,000 were bid for $2,700,000, which were awarded at rates under 6 per cent, viz: from bii per cent., and $100,000 were awarded at 5 per cent. All the other bid ders proposed 6 per cent. Among them tbe remainder of the loan will be proportioned pro. rata. The Collector of Baltimore has applied to the Secretary of Stato for information as to the nature and extent of the protection whioh may bo afforded by the United States to a for eign built vessel, purchased by an American citizen. It is understood that our government entertains the views held by the last admin istration, namely, that if an American citiion buys in good faith, a vessel for a belligerent or neutral, in time of peace, it becomes Amoricr n proporty, and is entitled to pro toot ion like any oilier American proporty. The vessel, bow ever, oan not get register unless by an act of Congress. Terrible Tornado. New York, Juno 20. Tho Somerset (Mo.) Telegraph reports that a torrible tornado, ac conipaniod with rain, passed over a portion of Embdcn on Wodnesday afternoon last, pros trating houses, barns, trees, orchards, and everything in its course. In one of the barns, two persons, a Mr. Clark and Mr. Talout, wore injured, though it is supposod not seriously. A house belonging to Mr. John Redman was demolished, and Mrs. Redman and her littlfi child, and another woman who was in tbe houso at the time, were all more or less in jured. Mrs. Rodman was carried some dis tance wttn me whirling timbers, and is dan gerously if not fatally injured. Portions of tbe demolished buildings were carried to the distance of two miles. It was a feaaful wind, and it is wonderful that no more persons were seriously hurt. The War Steamer Lancaster. Norfolk, June 20. The United Staten steamer Lancaster arrived here yesterdny morning from Philadelphia. She has been at sea a week on a trial trip, during which the machinery performed admirably, and to the satisfaction of all on board. Her sea-going qualities have been severely totted, and she remains in perfect order to take her position aa flag-ship of the Paoifio squadron. Famine in Canada West. Toronto, June 20.
