The people of St Andrews are justly
indignant over their outrageous mail
service As the Post Office Depart
ment seem to be making an effort to
correct the trouble the PILOT will
keep hands off until the result of
this attempt is known

Excursion
About 125 jolly excursionists came
a in on last evenings train 95 of them
from Dothan They are to day taking
in the sights enjoying trips on the
bay the fish fry and dancing The
weather is perfect and our visitors can
but be pleased with Panama City and
its beautiful bay
School Begins Monday
The school officers here have been
fortunate in securing the services of
y Prof H J Chaffer of Day tonia Fla
as teacher for the coming year and
the school will begin on Monday next
4 Sept 2Sth It is hoped that parents
iE will see that their children attend
promptly and all the time so that the
District may be able to get the bene
fit of State aid thatis granted in case

The Gulf Coast Inland Waterway Association are like the proverbial
ass that covered itself with a lions skin After securing donations from all
points on a St Andrews Bay and receiving the unstinted aid of the papers of
this county they have published a map showing portions of Georgia
Florida Alabama Mississippi and Louisiana delineating railway connec
tions c but have insultingly omitted therefrom any reference to St An
drews Bay or any point in Washington county except Vernon Blounts
town a place not as large as half a dozen points upon this bay is printed
in type that nearly covers Washington county but the immense body of II I
water known theworld over as St Andrews Bay is wiped off the map with
its railway town sites c
Such contemptuous treatment shows most con lusively the character
of the organization known as the Gulf Coast Inland Waterways Associa
tion There are names printed on its list of officers whom the PILOT can
not be brought to believe had a hand in this marked insult to such a large

ciation the PILOT can assure their of a rocky road ahead for their project
and for all connected therewith who will thus strike at those who have be
friended them and have done all in their power to advance the interests of
the proposition

of the Executive Committee as published this
on monstrosity of a map
fully explains his own views regarding the matter and the PILOT can vouch
for like views being held by every individual loyal to Washington county
and especially those residing upon St Andrews Bay

Your maps received and allow me to say that I cannot regard maps
intended to ignore all St Andrews Bay points as representing fairly or as
being in the best interests of the Gulf Coast Inland Waterways Association
but do regard the publication of such maps as an insult to every self respect
ing man living near St Andrews Bay and
regret being n member of your
Association which puts me in a position of appearing to endorse such
action
You are at liberty to publish this letter if you wish to do so

The PILOT heartily favors the Inland Waterways proposition but it
will not give its support to any organization whose oflicers use it to exploit
one section to the detriment of another or so far forget their duties as to
purposely put forth literature that is false and unfair in its teaching If
the present officers of this Association cannot give the people a square deal
they had better step down and out and a reorganization be effected The
people interested in this great project desire and will insist upon a fair
square deal

It is accounted for as follows The
PILOT accepted in good faith the re
quest of the officers of that organiza I
tion to aid the proposition presuming
that they were acting fairly in its in j
rerest and would not make use of I
their positions to exploit any partic I
ular locality or disparage this or that
place
The articles on the fifth page were
printed before the evidences to the
contrary in the way of the distorted
map were at hand showing that St
Andrews Bay was to be ignored and
wiped off the map Therefore these

appeals for help had to go forward I
as printed It is needless to say
that they do not now meet with our
approval

Proposed Beach Walk From
West End St Andrews
to Panama City
No great improvement of any sec
tion can be expected or made without
its foundation rests upon easy means
of transportation To develop a
country railroads are required To
settle up a lesser portion good roads
are a necessity To advance and
make valuable urban districts re
quires a system of side walks that
benefits the entire community
Our magnificent buy country has
passed the stage when its hard sand
beach will fulfill the requirements of
the increasing numbers of inhabitants
moving to and fro It has not quite
reached the point where trolley lines
can be installed
Back from the beach the sand ren
ders traveling both difficult and un
pleasant It detracts much from the
value of the homes thus located and
is detrimental in many ways Travel
ing through the sand is destructive
to an alarming extent to foot wear
and a time killer to those in a hurry
The question of sidewalks in Pana
ma City has lately been the subject I
of some consideration and the efforts
put forth to secure additional walks
have met with good success Like all
other necessary public improvements
all that is required to carry them
through is initiative and a little
energetic action
Already enough material and money
has been subscribed to build a four
foot walk on Harrison street to Fourth
street and from there to Magnolia

east line of Section 6
It has been reported that the effort
to build a similar walk from Old Town
I to Tares point is meeting with suc
I
cess and that such a walk will soon
be built Vith the two walks com
pleted as now planned at Panama
City and St Andrews there would be
less than a mile remaining to com
plete the walk from the Vest End at
St Andrews to Panama City
Lich a walk would give the St An
drews people easy access to the rail
I road station and to their ice plant
as well as accoinmodating all citizens
living along the shore front To the
Panama City people it would mean
better means to reach the station and
railroad dock the fish and ice plant
dock and facilitate traveling between
here and St Andrews
This connecting walk can now be
built if an earnest effort is at once
made toward raising the funds to buy I
lumber and getting donations of
material and labor That it would
be a most valuable public improve
ment is unquestionable Much private
property would be greatly advanced
in value and its owners should con
tribute liberally toward such an im
provement
And the PILOT has that confidence
in their desire to build up the bay
country and improve their property
to believe that they only require
being solicited to ensnre their doing
their share of the work Let it be i
started at once and carried through
to a successful termination
Artesian Well
The E M Hayward Drilling Co of
Savannah Ga is at work at the
Panama Ice Plant putting down an
eight inch artesian well Their ap
paratus arrived on Saturday by train
and was moved to the plant on Mon
day and soon set at work the com
pany have sufficient pipe to sink the
well to a point where they will get a
flowing well Just how far down the y j
will have to go for that purpose is a
question that can only be settled by I
putting down the piping The Hay I
ward Company have a very heavy
and up to date machine for drilling
and it will not take them long to put
down the piping

Mrs Bracken left last week for an
extended visit with relatives in
Kansas
J II Druminond left on Monday
evenings train for to join his wife and
son at Waterville Maine
Miss Ina Rose will leave next Mon
day morning by rail for Tallahassee
where she enters the Fall term of
school
The genial Capt Jq Wills is smiling
more than ever this week all on ac
count of the arrival at his home on
Monday morning of a 12 pound boy
He has good reasons for feeling good
all over
As indicated in last weeks Pilot
would be the case Oscar Sheppard
and his charming bride reached the
old home yesterday coming on the
Tarpon The young couple will be
heartily welcomed by the ninny
friends of the groom on the bay
Martin G Post and son left on
yesterdays Tarpon for Panacea
Springs Fla where he hopes through
the vacation and treatment to be f
benefitted in health Martin has been
that steadily at work and constantly
confined that he needs a good long
outing
R C Williams was an arrival last
evening having come down with the
excursionists Mr Williams has
bought the old hotel property and
will at once put the same in thorough
repair and itis probable that we will
thereby so have another hotel with
much increased capacity

Notwithstading the heavy rain that
fell last Sunday morning quite a largo
congregation gathered at the Metho
dist church where they listened with
eager interest to the program render
ed by the S S children of our com
munity
We fee justly proud of the efforts
made by the children and it was
gratifying to see even the very
youngest of the Sunday School
Brigade take a part in the impressive
little songs and recitations Though
some of the songs were difficult all
were nicely learned I
Mr Wineman knowing that some
thing was expected of him on chil
drens day contributed a beautiful
solo Much credit is due Mrs Alex
ander who had almost the entiro
training of the children
North Bay Mail Changed
A notice from the P O Depart
ment posted at the post office calls
for bids on a proposed change in the
North Bay mail route As advertised
the mail will start from Bay Head at
noon each week day reaching Pana
ma City by 415 p m It is to leave
Panama City returning as soon as the
train arrives from Cottondale and is
not to exceed 4 hours for its return
trip
There are some objections to this
schedule and it can be much im
proved at no cost or less cost to
the Department and better service
In all probability the train from
Dothan will be able to shorten its
time by Winter and will reach hero
about 315 p m It will return then
by 415 p m The mail under such a
schedule can get away from here for
St Andrews by 346 or 4 p m and
should reach here from there and
North Bay points by 315 pm
Further the proposed printed
schedule would necessitate the post
masters at Southport Gay and Bay
Head remaining up late to get a mail
that would not do any one any goody
at the time of night it was received
If it laid over at St Andrews from
the time it arrived from Panama City
until morning it could be handled
better and at less expense by the
contractor
