Cotton Golasr Higher.
New York. N. Y., May 13. Steadily
the price of cotton is moving higher
with unusually little resistance. The
first trades here today were made on
a fractionally lower basis, but a steady
tone accompanied the opening and the
market ruled firm and made small ad
vances. Before the end of the first
hour the high levels of yesterday were
passed. The weather conditions here
tdoay are not encouraging.

telephone clerks and inviting "Wants" by wire has

and hopes to make the practice a permanent
Its extended existence depends upon the prompt
payment of the little bills the system canoes.

THE HERALD'S BUSINESS OFFICE ARE NOT
CHARGED' ? the amounts are too small to permit
of bookkeeping for them. The phone system is in
tended simply for convenience, NOT AS A MEANS
OF DEFERRING PAYMENT. "Cash When the
Collector Comes'' is necessarily the motto of the
phoned "Wants" system, and if it is not strictly
lived up to, this very successful, convenient and de
sirable practice must be given up. '
