THE CHARTER OF THE CITY OF
Notice Is hereby given that tt is the
intention of the city of El r-aso. El Paso
county, Texas, in its corporate capacity",
and of citizens thereof, to a-v to tne
legislature of the state or Texas, to
amend the charter of said city in the
following particulars among others, to
wit: By making city taxes become delin
quent on th& 31st day of July of each
Bv enlarging the city limits by in
cluding therein the entire addition of
Highland Park, all of Military Heights
addition, south of McKlnney street.
Grand View addition. south of
McKinley street. all of Altura
Park addition, all of Govern
ment Hill addition, all of East El Paso
addition, all of French add'tior nil of
Lincoln Park addition, ai ri Tobin's
second addition, all of Orchard Park ad
dition, all of Val Verde addition and
all territory lying south of the county
road Immediately east of Hadlock's and
south to the river.
By incorporating the principles of
both the referendum and tlte recall in
the city charter.
By entrusting the control of the pub
lic schools of the city of El Paso to
the city courcil under the axrect super
vision of the mayor.
By increasing the salary of the mayor
of the city of El Paso.
By proyjdlng more efficient means
for collecting sums due the city of El
Paso, especially by delinquent taxpay
ers and persons liable fbr assessments
for public improvements.
By changing the time of the city elec
By such other Amendments as will
make the government or tho : of El
Paso more completely what is known
as the commission form ol municipal
Such application will be made to the
legislature at Its special session in July
next, and the governor of the state of
Texas will be requested to call the at
tention of the legislature in the consti
tutional manner to the advisability of

NOTICE is hereby given that the City
Council will receive sealed proposals
for the custody of the city funds, from
any banking corporation, association or
individual banker doing business with
in the City of El Paso. Any banking
corporation, association or individual
banker doing business in said city, de
siring to bid, shall deliver to the City
Clerk, on or before 9 a- m. on Thurs
day, the 28th day of July, A. D.. 1910,
a sealed proposal stating the rate per
cent upon dally balances that said
banking corporation, association or in
dividual banker offers to pay to the
city for the privilege of being made
the depository of the funds of the city
for the year next following the date of
said meeting. It being understood that
the successful bidder shall take up all
outstanding city warrants.
All bidders are required to submit
with their bid a certified check, payable
to the Mayer of said city, in the sum of
five thousand ($5000.000) dollars as an
evidence of their good faith in submit
ting said bid. The council herewith
reserves the right to reject any or all
